The Midleton Flood Relief Scheme is expected to enter the statutory planning process before the end of 2026, but the available updates do not confirm that its application has been lodged. Planning is a milestone—not approval or a construction start.
What is expected to happen by the end of 2026?
A report of Dáil proceedings published on 7 July 2026 estimated that the overall scheme would be submitted to An Coimisiún Pleanála in the third quarter of 2026. The Echo then reported on 2 October that the scheme was expected to go to the planning body by year-end. The later report supports an expectation of progress during 2026; neither source, on its own, confirms that the application was filed in Q3 or has since been lodged.
The July parliamentary report also estimated substantial completion in 2031. That is a programme estimate, not a guaranteed delivery date. The current project material describes a multi-stage process, and its October 2025 update cautioned that programme estimates may change.
What the scheme is intended to address
Cork County Council is developing the scheme as agent for the Office of Public Works (OPW), with Arup commissioned to undertake design and implementation. It covers flood risk along the Owenacurra and Dungourney Rivers and their tributaries in Midleton, County Cork. The official project information identifies four sources of risk: river (fluvial), tidal, rainfall (pluvial) and groundwater flooding. See the Midleton Flood Relief Scheme project page.

The OPW’s announcement of 4 October 2024 set out a target of protecting up to 750 properties and an estimated budget of €55.8 million. Both figures belong to that dated announcement; they are not confirmation of the current target or cost. The scheme is being designed for present-day flood risk with provisions to adapt to future climate conditions. The project FAQ says natural flood management alone was not considered sufficient to meet the stated protection standard in Midleton.
What entering planning means—and what it does not
The official project description divides delivery into five stages. Planning is the second stage, after selecting a preferred scheme and before detailed design and tender, construction, and handover. The statutory process may include assessment, public display, land acquisition or compulsory purchase, and other steps. The project background and timeframe explains the stages.

- Construct the scheme.
- Hand over the completed works.
As a result, a planning submission would not mean that consent has been granted, detailed design is complete, or construction is about to begin. The schedule for later work depends on the planning outcome and project conditions.
How the main scheme differs from advance works and household measures
Several Midleton flood initiatives are under way or being progressed, but they have different scopes and consent routes.

The Tír Cluain and Park South consent steps are not the planning application for the overall scheme. Likewise, the Individual Property Protection programme is not a substitute name for the main scheme: it addresses measures at individual properties.
Earlier schedule estimates and what changed
The OPW’s 4 October 2024 announcement estimated planning submission by early 2026 and completion in 2030. Later reporting moved the estimated submission period to Q3 2026 and substantial completion to 2031. The October 2025 council update described its programme as an estimate subject to revision. These dated estimates help explain how the timetable has shifted; they should not be read as a confirmed filing date or a current guaranteed finish date.

The 2024 announcement described the then-selected consent route using the name An Bord Pleanála. For the expected 2026 submission, current project reporting refers to An Coimisiún Pleanála; the old announcement is not evidence that an application has been made under the current timetable.

No. The official project FAQ says completion of a flood relief scheme does not guarantee that flood insurance will be available for a property. The OPW says its role includes sharing information about completed schemes with the insurance industry, but planning progress or construction should not be treated as a promise of cover.
