Quality-assurance workers at Microsoft subsidiary ZeniMax Media ratified their first union contract in late June 2025, according to the Communications Workers of America (CWA). The agreement covers the ZeniMax QA bargaining unit in Maryland and Texas—not all Microsoft or Xbox employees. CWA had announced a tentative deal on May 30, 2025; ratification came later.
What the ZeniMax contract provides
CWA described the contract as providing substantial across-the-board wage increases, new minimum salaries, protections against arbitrary dismissal, and grievance procedures. It also reported a policy crediting QA workers’ contributions to games. A June 5 CWA update additionally cited position upgrades, job-security measures, and professional-development opportunities. These are the union’s descriptions of the terms.
The public announcements do not disclose the full contract, salary minimums, raise percentages, or contract duration. They therefore establish the broad categories of provisions, but not their exact financial value or all implementation details. The terms apply to the bargaining unit, not every employee at Microsoft or ZeniMax.
AI in the workplace
CWA said the agreement includes terms from an earlier agreement concerning the introduction and implementation of AI in the workplace. The announcements reviewed do not explain those terms in detail.

Who is covered
ZeniMax Workers United-CWA represents more than 300 QA workers, according to CWA. The unit includes workers in Maryland and Texas and is represented by CWA Locals 2100, 2108, and 6215. The unit is distinct from the broader Microsoft gaming workforce: CWA separately said that more than 2,000 Microsoft video-game workers had joined a union under a neutrality agreement.
How the agreement came together
- January 2023: ZeniMax QA workers formed ZeniMax Workers United-CWA. The Associated Press reported that a majority of about 300 workers voted to unionize and that Microsoft recognized the union. Associated Press coverage.
- May 30, 2024: Microsoft and CWA extended a labor-neutrality agreement to ZeniMax. CWA said it provided for company neutrality during union organizing, communication among employees and union representatives, a streamlined and private process for choosing representation, and dispute resolution and arbitration. - April 1, 2025: CWA reported that more than 94% of the bargaining unit voted to authorize union leadership to call a strike. That was authorization, not evidence that workers went on strike. - May 30, 2025: CWA announced a tentative agreement after nearly two years of negotiations. A tentative agreement is not the same as a ratified contract. CWA announcement.
- Late June 2025: Workers ratified the contract, according to a January 2026 CWA statement. That statement gives no exact ratification date. CWA announcement.
What the public record does—and does not—establish
The available announcements establish that the union and Microsoft reached a first contract, that workers ratified it in late June 2025, and that CWA described provisions involving pay, job security, grievances, professional development, and AI. The releases do not provide the complete contract or enough detail to independently evaluate how each provision is implemented. Wage figures and other specifics should not be inferred from the union’s broad descriptions.

The public statements about the agreement and the bargaining disputes cited above come primarily from CWA. The Associated Press provides independent contemporaneous reporting on the union’s formation and recognition, but not a detailed assessment of the 2025 contract.

CWA characterized the agreement as the first contract for the ZeniMax QA unit. In its May 30, 2025 announcement, CWA President Claude Cummings Jr. said, “Workers in the video game industry are demonstrating once again that collective power works.” Page Branson, a Senior II QA Tester and member of the bargaining committee, called it “a monumental victory for all current video game workers and for those that come after.” Those are the speakers’ assessments of the agreement, rather than independently measured effects.
