On June 13, 2023, Microsoft released security updates for Windows and related products, including fixes for three critical Windows Pragmatic General Multicast (PGM) vulnerabilities. The described PGM attack path was remote and unauthenticated, but depended on the Message Queuing service running in a PGM Server environment. This is a retrospective on the June 2023 Patch Tuesday release—not a guide to the latest 2026 updates.

What Microsoft patched in June 2023

Microsoft’s June 13, 2023 Patch Tuesday included fixes for three highlighted Windows PGM vulnerabilities: CVE-2023-29363, CVE-2023-32014, and CVE-2023-32015. SecurityWeek and Trend Micro’s Zero Day Initiative (ZDI) each reported a CVSS score of 9.8 out of 10 for the three flaws. That rating reflects their severity; it does not mean every Windows computer had the vulnerable service configuration.

Release totals vary because the sources count different things. SecurityWeek reported at least 70 documented vulnerabilities affecting the Windows ecosystem, including six critical issues. ZDI counted 69 newly released Microsoft patches—six Critical, 62 Important, and one Moderate—and separately identified 25 previously released third-party CVEs newly documented in Microsoft’s Security Updates Guide. These figures describe the June 2023 release under each source’s scope, not current vulnerability totals.

Who was exposed to the PGM flaws?

Windows PGM is a protocol for delivering packets among multiple network members. ZDI’s technical review tied the described attack path to the Message Queuing service running in a PGM Server environment. PGM is not enabled by default, though ZDI said the configuration was not uncommon. A Windows PC without that relevant service and configuration does not match the attack path described for these flaws.

For systems that did match it, the reported scenario was remote code execution without authentication. That combination made the flaws serious for exposed systems, but the service and configuration prerequisite matters when assessing whether a particular PC or server was affected.

How the other issues differed

Windows PGM: CVE-2023-29363, CVE-2023-32014, CVE-2023-32015 Remote, unauthenticated code-execution scenario, according to SecurityWeek and ZDI; the relevant Message Queuing service must be running in a PGM Server environment, according to ZDI. Exposure depends on a particular service configuration, not merely on using Windows.
Exchange Server: CVE-2023-32031, as identified by ZDI ZDI described an account-required issue that could lead to code execution with SYSTEM privileges. Unlike the PGM scenario, exploitation required an account on the Exchange server. SecurityWeek named a different Exchange CVE, CVE-2023-32021; the two contemporaneous accounts do not resolve that discrepancy.
Chromium V8: CVE-2023-3079 ZDI said Chrome had released a fix on June 1, 2023, and the flaw was under active attack. It could allow code execution at the logged-on user’s privilege level. This was a previously released third-party issue newly reflected in Microsoft’s June documentation, not one of the three PGM flaws.

At the time of the June 13 release, Microsoft’s statement reported by SecurityWeek said none of the vulnerabilities had been publicly discussed or exploited in the wild. That statement concerned the vulnerabilities in the release; it does not override ZDI’s separate note that Chromium CVE-2023-3079 was already under active attack.

What to do now

The June 2023 fixes are historical. If you are checking a system today, use Microsoft’s current Security Update Guide to identify applicable updates for the Windows version and other Microsoft products you use; do not assume an old June 2023 package is the right update for a system in 2026. Keep Chromium-based browsers, including Microsoft Edge, updated as well. ZDI specifically urged readers to ensure those browsers were current.

For a personal Windows device

  1. Open Settings > Windows Update and select Check for updates.
  2. Install the applicable offered updates, then restart if Windows requests it.
  3. Check your browser’s update status separately; a Windows update does not necessarily mean every Chromium-based browser is current.

For an organization-managed PC or server

  1. Inventory Windows, Message Queuing/PGM Server configurations, Exchange Server, and Chromium-based browsers to determine which systems and products are in scope.
  2. Use Microsoft’s current Security Update Guide and the relevant product update history to identify applicable fixes for each product and version.
  3. Test and deploy updates through your organization’s patch-management process, then track whether affected systems have been remediated.

Current general guidance from the Center for Internet Security, issued September 8, 2026, recommends applying appropriate Microsoft updates after suitable testing and maintaining vulnerability-remediation and automated patch-management processes. This is general deployment guidance, not a statement that the 2023 vulnerabilities remain unpatched on a particular device.
