Control Panel is still available in Windows 11. Microsoft says many of its settings are being migrated to the Settings app, while Control Panel remains for compatibility and for settings that have not moved. Microsoft has not announced a final removal date in the official guidance cited here.
Is Control Panel going away in Windows 11?
Microsoft describes the change as an ongoing migration, not a completed shutdown. Its system-configuration guidance says, “Many of the settings in Control Panel are in the process of being migrated to the Settings app, which offers a more modern and streamlined experience.” It also says Control Panel “still exists for compatibility reasons and to provide access to some settings that have not yet migrated,” and encourages using Settings when possible.
That language confirms a gradual transition, but it does not establish when—or whether on a specified schedule—Control Panel will be removed. The official material cited here also gives neither a complete list of settings still in Control Panel nor a percentage of settings already migrated.
Where did Control Panel settings move in Windows 11?
Microsoft has documented specific destinations for some time, language, and keyboard options. These examples illustrate the migration; they are not an exhaustive inventory, and availability can depend on Windows build and rollout.

Microsoft’s October 16, 2025 Windows Experience Blog overview also describes these time, language, and keyboard settings in Settings. That confirms the documented experiences, but not that every Windows 11 edition, build, or device has identical paths at the same time.
Why are some settings in Control Panel and others in Settings?
The two interfaces coexist because migration is incomplete. Microsoft presents Settings as the modern destination for controls as they move, while retaining Control Panel for compatibility and access to settings that remain there. The split is therefore not evidence that a particular option has vanished: it may still be in Control Panel, or its availability and path may differ by build.

How do I open Settings and Control Panel in Windows 11?
- Open Settings: press Windows logo key + I, or right-click Start and select Settings.
- Look for the option: use Settings search or browse its relevant category. For documented examples, check Time & language or Accessibility.
- Open Control Panel if needed: search for Control Panel from Start, or press Windows logo key + R, type
control, and press Enter.
These opening methods are documented by Microsoft Support. If a setting is missing from Settings, check Control Panel rather than assuming the feature is gone; verify the Windows version and build when following a path from release notes.
