Microsoft first said it was exploring ads in Bing’s AI chat in March 2023, including sharing revenue with publishers whose content contributed to an answer. That announcement did not establish that every Bing Chat user would see ads. Microsoft’s later work spans chat advertising formats and AI surfaces such as Copilot Search, but availability depends on the product and market.
What Microsoft announced about ads in Bing AI Chat
On March 29, 2023, Microsoft said it was exploring “placing ads in the chat experience” and sharing ad revenue with partners whose content contributed to a chat response. The company presented this as an early experiment connected to the new Bing’s chat and answer features, with goals that included driving traffic to publishers, increasing their revenue and working with the publishing industry.
At the time, Microsoft reported more than 100 million daily active Bing users, more than 100 million chats, and that one third of preview users were new to Bing. Ads for chat experiences
In 2023, Microsoft Advertising announced an approach for monetizing AI-powered chat and an Ads for Chat API. The API was described as a way to serve ads on Microsoft’s own chat experiences or on third-party chat platforms. That direction made conversational ads broader than a single Bing interface, but an API announcement does not mean every chat product adopted it.

Search ad formats and ad voice
Microsoft also said it was extending search advertising formats into chat and planned to put Compare & Decide Ads into closed beta in early 2024. In 2024, it described “ad voice”: an advertiser message that acknowledges an organic answer before introducing the ad. Microsoft said its conversational advertising work covered Copilot, Bing, Edge and MSN. These are distinct formats and surfaces; they should not be read as evidence of a uniform ad placement in every response.
AI Max and Offer Highlights
In 2026, Microsoft described AI Max for AI surfaces including Copilot Search and Copilot Answers. It also said Offer Highlights were available for retail use cases in English-speaking markets, appearing in product-detail ads across Copilot, Edge and Bing. The stated language and retail scope matters: it is not a claim of global availability for all advertisers or users.

Do Bing AI Chat ads share revenue with publishers?
Revenue sharing with partners whose content contributed to a chat response was part of Microsoft’s original 2023 proposal. It was presented as a way to support publishers while using their content in answers. The announcement establishes Microsoft’s stated intent, not a blanket guarantee that every publisher is paid for every AI-generated answer, or that every ad placement includes a visible citation and a corresponding payment.
For readers and publishers assessing a conversational ad system, the useful questions are where the ad appears relative to the answer, how source attribution is shown, which publishers qualify for revenue sharing, what controls and reporting advertisers receive, which markets and languages are supported, how sponsored content is disclosed, and how conversions are measured.
What Microsoft says about Copilot ad performance
In an August 2026 announcement, Microsoft reported 101% higher engagement for ads within Copilot experiences compared with traditional Search ads. It also reported 53% more purchases within 30 minutes for purchase journeys involving Copilot. Both figures are Microsoft first-party measurements; they are not independently verified results, and they do not establish that every advertiser or campaign will see the same outcome.

What this means for Bing Chat users and advertisers
- For users: Microsoft has explored and developed advertising for chat and AI answer experiences, but its public announcements do not establish that all Bing Chat users see ads.
- For publishers: Revenue sharing was an explicit part of Microsoft’s original plan, but the announcement alone does not settle eligibility, attribution or payment terms for an individual publisher.
- For advertisers: Microsoft’s work has expanded from chat placements into formats and AI surfaces across Bing, Copilot and Edge. The applicable product, market, language and placement determine what is actually available.
Microsoft Advertising is the relevant route for advertisers seeking eligible Bing or Copilot AI-surface placements; campaign availability and format details should be checked for the specific market and product.
