Copilot Chat versus a Microsoft Copilot license
Copilot Chat and a paid Microsoft 365 Copilot license are not interchangeable labels for the same entitlement. Copilot Chat gives eligible organizations web-based chat. The paid license adds broader access to organizational work data and embedded experiences in Microsoft 365 apps. The exact features available to a user also depend on assigned licensing and the organization’s setup.

How to choose a plan
- Decide whether this is personal or managed work/school use. Personal subscriptions have different owner and usage-limit rules from organization-managed accounts. Microsoft’s personal-use comparison describes the consumer distinction.
- Identify the exact base subscription. Do not infer eligibility from a similar-sounding Microsoft product name. Check the plan against Microsoft’s current licensing options and its licensing page.
- Decide what the user needs Copilot to access. If web-based chat is enough, an eligible Copilot Chat entitlement may suffice. If the user needs organizational data grounding or app-integrated experiences, assess the paid license and the exact apps and capabilities involved.
- Compare the whole enterprise bundle when considering E3, E5, or E7. E3 and E5 list Copilot as an add-on; E7 lists it as included. Compare the full suite and any separate add-on route, not Copilot in isolation. Microsoft’s feature comparison lays out the bundle distinction.
- Verify the actual user or tenant before purchase. Microsoft recommends its Copilot License Details diagnostic, and its requirements guidance covers exceptions and feature-specific prerequisites. Start with licensing options and Microsoft Copilot requirements.
Eligibility and deployment checks
- Confirm the specific offer and account. Microsoft lists eligible business, enterprise, education, government, and other plan families, but availability for a particular organization and user should be verified in current licensing guidance.
- Check the licensing model. Microsoft says Copilot is not available with device-based Microsoft 365 Apps for enterprise licensing. A qualifying organization-level base plan does not override this exception.
- Check feature-specific prerequisites. Some app experiences and PSTN calls have additional requirements. A base plan alone does not establish that every Copilot feature is ready for a user.
- Check tenant configuration and license assignment. Copilot Chat access and work-data grounding can depend on both the assigned license and organizational configuration. Microsoft’s Copilot Chat guidance explains the distinction.
