A customer reported being asked to show photo ID and sign a no-export declaration while buying a PowerSpec AI90 workstation containing an RTX 5090 at Micro Center’s Tustin, California store. The account, reported by Tom’s Hardware on October 2, 2026, does not establish that the same procedure applies at every Micro Center location or to every RTX 5090 sale.
What happened at Micro Center’s Tustin store
Tom’s Hardware reported that a customer identified on Reddit as Krothic was required by a manager to complete an “Advanced Computing Product Purchaser Declaration” and provide photo ID before a sale proceeded. The purchase was a PowerSpec AI90 workstation configured with an AMD Ryzen 9 9950X, GeForce RTX 5090 Founders Edition, 64 GB of DDR5-6000 memory and a 2 TB SSD. Tom’s Hardware’s October 2, 2026 report describes the transaction and reproduces the form.
According to that report, the declaration asked for the purchaser’s legal name, home or business address, government-issued photo ID, phone number and email. It also asked for the actual end user if different from the buyer, where the product would be installed and its intended use. The reported form stated: “Micro Center will not sell this product to a purchaser who intends to export, reexport, resell, transfer, or otherwise cause it to leave the United States, regardless of destination.” It also displayed “NO EXPORT – NO EXCEPTIONS.”
These details describe the form shown to one reported customer. The customer’s October 1 Reddit post is the underlying account; a commenter’s claim that the procedure was required by a new law is not established by the cited official guidance.

Does every Micro Center buyer need to sign it?
The available account establishes one reported transaction at the Tustin store, not a chain-wide policy. Neither the news report nor the federal sources cited below confirms that all Micro Center stores use this declaration, that it is required for every RTX 5090 purchase, or that the process applies to other products. A buyer planning a purchase at another store should ask that location what identification or paperwork it currently requires.
How the retailer’s declaration differs from federal export rules
The reported form is a retailer’s purchase condition in the described transaction. Federal export controls are a separate matter: their application depends on the item classification, transaction, parties, destination and activity. The Bureau of Industry and Security (BIS) said in its May 13, 2025 policy statement that “the following types of activities may be subject to an export authorization under the Export Administration Regulations (EAR), 15 C.F.R. parts 730 – 774.” Its statement discusses circumstances involving advanced computing integrated circuits and commodities containing them, including certain activities related to training AI models for or on behalf of parties headquartered in China or Macau. The BIS policy statement does not say that Micro Center’s form is federally required or establish the legal treatment of every retail sale involving an RTX 5090.

BIS’s companion May 13, 2025 industry guidance on preventing diversion of advanced computing integrated circuits discusses diversion risks and potential licensing requirements under specified conditions. It likewise does not validate the wording of the reported declaration or determine whether that particular form is enforceable against the buyer. The cited material does not establish what consequences could follow from breaching this specific declaration.

What buyers can reasonably take from the report
- One customer reported an ID check and signed declaration during a workstation purchase at the Tustin store.
- The reported declaration sought buyer and end-user details, installation location and intended use, and barred the purchaser from causing the product to leave the United States.
- The account does not show how many stores or sales, if any beyond this transaction, use the form.
- The existence of export-control rules in specified circumstances does not by itself show that federal law requires this retail form.
