Manipur government spokesperson Sapam Ranjan said the state had acknowledged memorandums from the Campaign for Just and Fair Delimitation (JFD), was taking them seriously and was trying to act on the demands. He appealed to the campaign to suspend its September 30 deadline and work with the government. His remarks, reported by Hindustan Times on October 3, 2026, are an assurance and appeal—not an announced order adopting JFD’s proposed 1951 NRC cutoff or a confirmed start to an NRC update.

What the government said

Speaking to the media at his residence in Konthoujam, Imphal West, Ranjan asked JFD to pause its deadline and cooperate with the state. He said: “I would like to appeal to the JFD to put the deadline on hold, and then let us all work together,” and added, “We are all in the same boat, and we will definitely take every matter with the utmost sincerity.”

The statements indicate that the government says it is giving the memorandums attention and seeking time to work with the campaign. The report does not describe a formal government order, an implementation timetable or a completed NRC update.

What JFD is demanding

JFD is a civil body pursuing a five-point charter, according to the report. Its “No NRC, No Census” demand is that the Manipur government urge the central government to update the National Register of Citizens (NRC) using 1951 as the cutoff year, before the census. The report foregrounds this demand but does not establish that it is the charter’s only point.

The proposed cutoff and the call to link an NRC update to the census are JFD’s demands; Ranjan’s reported remarks do not amount to the government adopting them.

What is—and is not—confirmed
