An independent Premier League commission found Manchester City guilty of serious financial-rule breaches spanning nine seasons. The club appealed on 2 October 2026, and sanctions have not yet been determined. The case has raised questions about the UK’s relationship with the UAE, but reports of possible investment consequences are warnings—not confirmed cancellations.
What did the commission find?
In a statement on 29 September 2026, the Premier League said an independent commission found breaches covering the 2009/10 through 2017/18 seasons. It also found the majority of the charges relating to failure to cooperate with the League proved.
According to the League’s account of the commission’s findings, Manchester City used sham commercial agreements that misrepresented the parties’ arrangements. The commission found that the club misstated accounts, concealed its financial position from auditors and regulators, and breached Premier League and UEFA spending limits. The League said the arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period.
How the funding was described
The League said some commercial partners paid only part of their sponsorship fees, while Abu Dhabi United Group Investment & Development Ltd (ADUG), which owned the club, funded the remainder. It also described other ADUG-funded arrangements that lowered reported operating costs and a circular arrangement involving player image rights.

The Associated Press reported that the commission’s account put sponsor payments at £119.25 million of the £949.94 million recorded in club accounts, with the remaining £830.69 million attributed to ADUG. AP also reported that City argued the balance reflected Abu Dhabi government assistance to sponsors, rather than ADUG funding; the panel rejected that explanation. Those figures and the competing explanation are reported by AP from the commission’s findings and the club’s position.
What happens after Manchester City’s appeal?
Manchester City lodged an appeal on 2 October 2026. The club said the commission’s opinion contained “clear material errors, of law, principle and fact” and was “unsafe.” That is the club’s challenge to the decision, not a ruling that overturns it. The appeal remains unresolved.

The appeal and the question of sanctions are separate parts of the process. The Premier League said sanctions would be addressed at a private, confidential hearing, with publication governed by its rules. AP reported that the League regulations it reviewed provide for appeal hearings to take place within 12 weeks of filing and to last no more than five consecutive days; that is a procedural window, not a confirmed hearing date or outcome.
The League said it published a redacted version of the commission’s Core Decision and would release additional appendices when able to do so. The Football Association said the decision has significant implications for the game’s integrity, and that it was considering those implications and would act where appropriate. It declined further comment while proceedings continued.

Why has the case become a UK-UAE issue?
The debate extends beyond football because Manchester City’s ownership connects the club to prominent Emirati figures, while the UK and UAE have wider diplomatic and commercial ties. AFP reported that the club was acquired in 2008 by Sheikh Mansour bin Zayed Al Nahyan, a UAE vice-president and deputy prime minister, and that chairman Khaldoon Al Mubarak is prominent in Emirati government and business circles. Those connections help explain the political attention; they do not establish that UK officials have intervened in the football proceedings.
AFP’s feature, published by L’Orient Today on 1 October 2026, described the club’s transformation as a source of soft-power gains for Abu Dhabi. Middle East researcher Kristian Coates Ulrichsen of Rice University’s Baker Institute said, “The scale of the transformation of Manchester City… delivered enormous soft power gains by association for Abu Dhabi.” Gulf Studies specialist Salma Thani of the American University of Sharjah said the UK-UAE relationship “long predates the acquisition of Manchester City and has developed across diplomacy, commerce, education, and security,” adding, “It has depth beyond sport.”

The same AFP report described the UAE as the UK’s 20th-largest trading partner and said it accounted for 1.3% of UK trade. It also pointed to investment links in energy, infrastructure and technology. The report did not specify a year for the trade figures.

The Guardian reported on 3 October 2026 that Emirati officials had warned, according to Bloomberg, that the Premier League’s actions could affect bilateral relations, and that the UAE might withdraw or cancel major UK investments. The Guardian also attributed related investment reporting to the Telegraph.

These are reported warnings and possibilities, not evidence that investments have been cancelled or a formal announcement by the UAE government. The distinction matters: the football case is an active regulatory process, while the investment consequences described in the reporting remain unconfirmed.
What has been said about political intervention?
AFP quoted UK Prime Minister Andy Burnham saying, “I can’t intervene more in the process. It would be wrong for me to do that,” while also saying, “I would be really concerned to lose them. They’ve been such a huge partner in the building of modern Manchester.” AFP reported that Downing Street subsequently emphasized that Burnham regarded the initial judgment as serious and that “there can’t be any suggestion that anyone is above the rules.” Read together, the comments convey concern about the relationship alongside a stated boundary against intervening in the case.
