There is no established universal winner: the available evidence does not provide a measured, product-to-product lifecycle comparison for lip gloss. The answer depends on the packages, actual reuse, refill system and end-of-life options.
What determines which option creates less waste?
Compare the total packaging needed to deliver the same amount of usable gloss over the number of uses a person is realistically likely to get. A refillable container is not automatically lower-waste: it may use more material to withstand repeated use, while each refill still comes with its own packaging.
A useful comparison includes these factors:
- Packaging mass: Include the initial container and every refill component, including caps, labels and secondary packaging. Compare them against the same amount of usable gloss.
- Realistic reuse count: Use the manufacturer’s stated safe reuse life or the documented operation of the refill program. Do not assume a container lasts indefinitely.
- Refill practicality: Check that compatible refills are actually available and convenient to obtain. A return-and-clean program also involves collection, cleaning, transport and storage.
- Gloss left in the package: Packaging that traps more product may deliver less usable gloss per gram of packaging. The EU Ecolabel criteria include packaging-impact and residue considerations, but they do not establish a lip-gloss-specific waste result (European Commission, EU Ecolabel criteria for cosmetic products).
- End of life: Consider the materials, whether components can be separated, and whether local collection accepts them. Reuse delays disposal; it does not eliminate it.
These factors provide a way to compare products, not a calculated result. A break-even refill count cannot be responsibly stated without package weights, actual reuse cycles, refill-system impacts and end-of-life assumptions.
Why refills need to be considered as a system
A robust reusable container can require more material and energy to produce than a single-use pack. Its environmental case depends on repeated use being practical enough to happen. Refill packaging also counts, and a centralized cleaning loop may add transport and storage impacts.

Cosmetics Europe’s 2021 Guidance for Refillable Products advises considering the practicality and longevity of a refill scheme alongside the whole product lifecycle. It also addresses safety, hygiene, traceability, residue, labeling and instructions. Consumers should follow the manufacturer’s refill process, including any directions to wash and dry the container, and use only approved containers and procedures—not improvise with an unrelated product.
The European Commission’s 2026 guidance describes reusable packaging as designed and marketed for multiple rotations; the intention, design and an operational system all matter (European Commission guidance on interpreting Directive (EU) 2019/904). The EU Ecolabel criteria offer a framework for packaging-impact calculations and for describing refills and showing they are available for purchase. Neither framework establishes that every refillable cosmetic pack creates less waste.

What the available figures do—and do not—show
Shiseido’s 2024 Sustainability Report gives examples of refillable packaging in its broader portfolio, not a lip-gloss comparison:
- Shiseido reported about 740 refillable-packaging SKUs across 31 brands globally in 2023. This is a company-reported portfolio count, not a count of refillable lip glosses.
- The report said its refillable LA CRÈME package used 95% less plastic than its regular primary package. This is a company-reported comparison for that named product, not an independent lifecycle result or a figure that can be applied to lip gloss.
Neither figure establishes how much waste a particular lip-gloss refill system would avoid. No lip-gloss-specific comparative lifecycle result is established here, so a universal winner or percentage reduction would overstate the evidence. (Source: Shiseido Sustainability Report 2023.)

How to compare two specific lip glosses
- Confirm the refill system. Make sure the product is expressly designed for refilling and that compatible refills are available. An empty container by itself is not evidence of a working refill program.
- Get the packaging weights. Weigh or obtain the weights for the original pack and all refill components, including secondary packaging.
- Compare equal amounts of usable gloss. Account for how much product each package delivers, including residue that cannot be removed in ordinary use.
- Use the documented reuse life. Count only the safe reuse cycles specified by the manufacturer or demonstrated by the operating program.
- Include system impacts and disposal. Account for refill availability and convenience, any collection and cleaning, and the realistic local route for each package’s materials.
If package weights, reuse life or refill logistics are unknown, the comparison remains uncertain. Do not infer a break-even point from the word “refillable” alone.
