Layer 2 (L2) scaling solutions process transactions away from Ethereum Mainnet, then use Ethereum for settlement, consensus, or dispute resolution. This arrangement can increase throughput and reduce congestion-related fees without requiring every transaction to execute directly on Ethereum. The trade-off is that each design introduces different assumptions about data availability, operators, exits, and finality.
For most general-purpose applications, rollups are the principal L2 design. Optimistic rollups rely on a challenge period and fraud proofs; ZK-rollups prove each batch cryptographically. State channels and sidechains address narrower or different scaling problems, so “L2” is not a single security level or product category.
What are Layer 2 scaling solutions?
Ethereum.org defines Layer 2 as “a collective term for solutions designed to help scale your application by handling transactions off the Ethereum Mainnet (layer 1) while taking advantage of the robust decentralized security model of Mainnet.” An L2 typically has its own transaction intake and execution environment, while Ethereum stores commitments, verifies proofs, resolves disputes, or holds assets in bridge contracts.

Instead of making every validator execute every application transaction immediately on Mainnet, an L2 operator or sequencer executes many transactions, groups them into a batch, compresses the information that Ethereum needs, and posts data or a state commitment to Layer 1. Ethereum then supplies the settlement and consensus layer for the information that the L2 publishes.

The benefit is not simply “more transactions.” It is a change in where execution and data costs are paid. Users may get lower fees and faster confirmations, while the L2 must still provide a credible way to verify state, recover from operator failure, and withdraw assets.
How do rollups scale Ethereum?
Rollups execute transactions outside Layer 1 but publish transaction data or equivalent state information to Ethereum. A typical flow is:
- A wallet sends a transaction to the rollup’s sequencer or transaction endpoint.
- The rollup executes the transaction and updates its off-chain state.
- The sequencer batches many transactions and compresses their representation.
- The batch, data, and a new state commitment are posted to Ethereum, commonly through calldata or blobs.
- Ethereum’s contracts and consensus rules determine whether the proposed state can become canonical.
Publishing enough data is crucial. Independent parties need it to reconstruct the rollup, detect an invalid state, challenge it when applicable, or produce an exit if the operator stops cooperating. A system that merely posts a hash while withholding the underlying information may have a very different recovery model from a rollup that makes its data available on Ethereum.
What is the difference between optimistic and ZK-rollups?
Both designs execute off-chain and settle through Ethereum, but they establish correctness differently. Optimistic systems accept a batch provisionally and allow a challenge; ZK-rollups attach a cryptographic validity proof that Ethereum verifies.

| Characteristic | Optimistic rollup | ZK-rollup |
|---|---|---|
| Correctness mechanism | Batches are accepted optimistically and can be contested with a fraud proof during a challenge period. | A prover submits a validity proof showing that the state transition follows the protocol rules. |
| Withdrawal finality | Canonical withdrawals can be delayed by the challenge window, even after the L2 transaction appears confirmed. | After Ethereum verifies the validity proof and other bridge conditions are met, withdrawals do not require an optimistic fraud-proof waiting period. |
| Computation cost | Dispute computation is needed when a batch is challenged; normal operation does not require a proof for every batch. | Generating proofs can require specialized hardware, engineering, and time, although verification on Ethereum is compact. |
| Compatibility considerations | Many designs target broad EVM compatibility, but exact opcode, tooling, and upgrade support vary by network. | EVM compatibility and proof-system constraints can affect supported opcodes, languages, contracts, and deployment workflows. |
| Official scale estimate | Ethereum.org describes optimistic rollups as offering up to 10–100× scalability improvement. This is an estimate, not a universal benchmark; workload, data costs, and network conditions determine actual results. | No single multiplier applies across ZK-rollups because proving capacity, data publication, hardware, and application workload differ. |
Optimistic rollups
An optimistic rollup posts a proposed result without an immediate validity proof. During the challenge period, an independent participant can show that the result is wrong. A successful fraud proof can invalidate the incorrect state and may penalize the sequencer or validator responsible, depending on the protocol’s rules.
The challenge model makes honest monitoring important. It also explains why a user may see a transaction confirmed on the L2 but still wait longer for a canonical withdrawal to Ethereum. Forced-inclusion and escape mechanisms matter if the sequencer censors transactions or stops responding.
ZK-rollups
A ZK-rollup submits a cryptographic proof that the batch obeyed the rollup’s transition rules. Ethereum verifies that proof in a smart contract, so the state transition can be finalized without waiting for an optimistic dispute period.

“Zero knowledge” describes the proof technique; it does not automatically mean private transactions. Most ZK-rollups publish transaction data or enough information to reconstruct state, and that information can remain publicly inspectable. Compare prover latency, hardware requirements, EVM support, data availability, and censorship resistance rather than treating every ZK label as equivalent.

Are Layer 2 networks secure?
Security depends on the specific mechanism, not on the L2 label alone. A rollup can inherit important Ethereum security properties while still exposing users to sequencer censorship, downtime, upgrade keys, bridge bugs, or unavailable data.
Data availability
Data availability determines whether independent users can reproduce the L2 state and exit without permission from the operator. When transaction data is posted to Ethereum, a node can obtain the information needed to verify the state and construct an exit. If data is kept elsewhere, users must trust an additional availability committee, operator, or storage system.
Sequencer and operator risk
A centralized sequencer can order transactions, delay them, or censor them temporarily even when the underlying proof system is sound. Review whether the network supports forced transaction inclusion, permissionless sequencing, alternative submission routes, and a documented escape hatch. These controls address liveness and censorship; they do not eliminate smart-contract or bridge risk.

How do state channels, sidechains, Validium, and Plasma differ?
These designs move work away from Mainnet, but they do not make the same security claim as a data-publishing rollup.
| Design | How it works | Main strengths | Key trade-offs |
|---|---|---|---|
| State channel | Participants lock funds in an on-chain multisignature contract and exchange signed state updates off-chain. | Near-instant, low-cost interactions among a known participant set. | Requires locked liquidity, participant coordination, dispute monitoring or watchtowers, and predefined counterparties; unsuitable for many open-ended applications. |
| Sidechain | An independent blockchain connects to Ethereum through a two-way bridge and uses its own consensus. | Can choose faster blocks, larger blocks, or different execution rules. | Does not inherit Ethereum’s consensus security because state and transaction data are not posted back to Ethereum. Bridge contracts lock, mint, burn, or release representations rather than physically moving the original asset. |
| Validium | Uses validity proofs while keeping transaction data off Mainnet. | Potentially higher data throughput and lower Mainnet data costs. | Adds data-availability trust assumptions; users may be unable to reconstruct state if the external data provider withholds information. |
| Plasma | Uses a separate chain anchored to Ethereum, with fraud-proof mechanisms for disputes. | Reduces Mainnet execution and data load for supported applications. | Exit design, data availability, and application constraints can make withdrawals and recovery more complex. |
How should you compare Ethereum L2 networks?
Compare the mechanism and its operating controls, not just the advertised transactions-per-second number. Use this checklist before depositing funds or deploying an application:
- Security source: Is correctness enforced by Ethereum-verified validity proofs, fraud proofs, a multisignature channel, or an independent sidechain consensus?
- Data availability: Can independent users obtain the information needed to rebuild state and exit?
- Finality and exits: How long do proof verification, challenge windows, bridge processing, and forced exits take?
- Sequencer behavior: Is sequencing centralized, can transactions be censored, and is there a forced-inclusion path?
- Developer compatibility: Does the network provide EVM equivalence, or will contracts and tooling need changes?
- Economics: What are the user fees, data-publication costs, prover or dispute costs, and liquidity requirements for the intended workload?
- Operational maturity: What upgrade keys, emergency controls, audits, incident history, and decentralization milestones apply?
L2BEAT’s live summary reports project-level fields such as proof system, development stage, value secured, activity, sequencer failure, state validation, data availability, and exit-window information. Those classifications and measurements change, so treat the dashboard as a current snapshot and check it immediately before making a production or custody decision.
Do Layer 2s reduce gas fees and speed up transactions?
They often reduce the amount each user pays for execution because many transactions share the cost of one Ethereum data publication. The saving is variable: congestion on the L2, the cost of calldata or blobs, batch-compression efficiency, proof or dispute overhead, and the application’s transaction size all affect the final fee.

An L2 confirmation can appear quickly while Ethereum settlement remains pending. Conversely, a cheap L2 transaction can still involve an expensive first deposit, bridge fee, or eventual withdrawal. Compare the complete lifecycle cost—deposit, application transactions, and exit—not only the displayed swap or transfer fee.
What should you check before bridging assets to an L2?
- Confirm the exact network name, chain ID, native gas token, and official bridge address in the project’s documentation.
- Verify that the asset and application you need are deployed on that network; liquidity and token representations can differ between L2s.
- Read the bridge’s withdrawal route, challenge or proof timing, fees, supported assets, and emergency procedures.
- Check whether the sequencer is operating normally and whether forced inclusion or an escape mechanism is documented.
- Send a small test transaction, keep enough of the network’s gas token for later actions, and retain transaction hashes for support or recovery.
- Use current risk and activity data rather than an old ranking, total-value figure, or stage label.
Frequently Asked Questions
Can I move assets directly from one L2 to another?
Usually you need a bridge or interoperability service; the two networks do not share one native state by default. A route may use Ethereum as an intermediate settlement layer or mint a representation on the destination, so check the provider, final asset contract, fees, and withdrawal conditions before approving a transfer.
Do all Ethereum wallets and dapps work on every L2?
Many L2s can be added to common EVM wallets, but support is network-specific. A wallet must know the correct chain configuration, and a dapp must have deployed its contracts and liquidity on that chain; an identical token symbol does not prove that the assets are interchangeable.

What happens if an L2 sequencer goes offline?
New transactions may stop being included or may remain delayed while previously confirmed state stays readable. The practical recovery path depends on forced inclusion, alternate transaction submission, data availability, and the bridge’s escape process, so inspect those mechanisms before relying on the network for time-sensitive payments.
Are ZK-rollup transactions private because they use zero-knowledge proofs?
Not by default. The proof can establish that a state transition is valid without revealing the proof’s internal computation, while transaction inputs, outputs, and published data may still be visible; privacy requires a separate application and data-availability design.
