These are not identical formal exits: Keyd Stars called its move a pause, while the LOUD story concerns the reported release of a roster before an official debut. The events occurred amid a major regulatory change, but timing does not show that the measure caused LOUD’s decision.
Why is Keyd Stars pausing its CS2 project?
Keyd Stars’ statement directly named two considerations: recent changes to the competitive model and changes in Brazil’s commercial and regulatory environment. It said those factors led the organization to reassess its plans, then pause the project “at this time” while evaluating new opportunities.

Vivo Keyd Stars’ statement, reproduced by Dust2.com.br. In English: recent changes to the scene’s competitive model and the country’s commercial and regulatory environment led it to reassess its plans; it decided to pause its competitive CS2 project for now and evaluate new opportunities. This is a translation for readers, not a separately verified official English version.
The word “pause” matters: the statement does not say Keyd Stars has permanently withdrawn from Counter-Strike.

Did LOUD officially field the LP Counter-Strike roster?
No. The reported LOUD-LP agreement did not lead to the roster officially representing LOUD. In October, zmb and coach disturbed said they were no longer contracted to the organization, according to HLTV’s report. They said the roster planned to remain together while considering individual offers.
LOUD’s specific reason for the reported release is not confirmed in the reporting cited here. The wider betting crackdown should not be presented as LOUD’s explanation without an attributable statement establishing that link.

What does Brazil’s betting measure prohibit?
Brazil’s Ministry of Finance says Provisional Measure 1.394/2026, dated September 25, 2026, prohibits nationwide the operation, offering, intermediation and advertising of fixed-odds betting lotteries. The measure covers sports betting and online games, including offers by operators based abroad to people located in Brazil. It does not cover other lottery modalities authorized by law. That is a specific regulatory scope, not a ban on every kind of lottery. The measure also applies to authorizations issued by states and the Federal District.

When were betting sites scheduled to go offline?
The Ministry of Finance published this transition schedule. These are the government’s stated dates and may be subject to updated implementation information:

What do the reported enforcement numbers mean?
Brazilian authorities published dated figures during the measure’s implementation. They reflect different enforcement stages and should not be added together.
- 506 suspected irregular betting sites: The Ministry of Justice and Public Security said on September 27, 2026, that the sites had been taken down following the measure. Ministry of Justice and Public Security
- 5,209 betting-related domains targeted for removal: The ministry reported this total on September 29, 2026. It comprised 1,386 domains indicated by the National Secretariat for Digital Rights and 3,823 indicated by the Secretariat of Prizes and Betting; Anatel had ordered 2,387 removals by that date. The Ministry of Health reported on September 25, 2026, that 85 fixed-odds betting authorizations had been granted at R$30 million each, for R$2.55 billion in total authorization payments.
