AI’s expanding capabilities bring risks that should be actively managed, Google executive James Manyika argues. In a Bloomberg interview, he says capability development should not outrun society’s ability to manage risks, that AI is too important not to regulate, and that companies cannot address the challenge alone. His position is a call for shared responsibility—not a detailed regulatory blueprint.

What does James Manyika say about AI safety?

Manyika’s central argument is that AI progress and risk-management capacity must advance together. In excerpts attributed to a Bloomberg interview with Mishal Husain, he is quoted saying, “Capability development should not outrun our ability to manage risks and complexities.” That is his judgment about how AI should be developed, not a measured finding about whether current systems are safe.

The same repost quotes Manyika describing the technology as “too important not to regulate.” He also says that “the collective will of society, governments and companies [is] going to be necessary.” Together, those remarks frame AI risk as a problem no single company—or sector—can fully manage on its own. Is AI advancing too fast to be safe?

Manyika’s answer, as presented in the excerpts, is not a simple yes or no. He argues that capability development should remain within the ability of people and institutions to manage risks and complexity. That is a principle for governing the pace and consequences of development; it does not establish a threshold for what pace is safe or show that existing safeguards are sufficient.

The interview repost says the conversation took place before AI industry leaders met with President Trump on September 29, 2026. That timing is relevant to the political context, but the available excerpts do not connect Manyika’s comments to a specific proposal or outcome from that meeting.

Can AI companies regulate themselves?

Manyika’s remarks point to company safeguards as necessary but insufficient: governments and society also have roles. Google DeepMind’s public materials offer examples of the company’s stated approach, not proof that its systems are safe or that its safeguards work as intended.

What Google DeepMind says it does

Google DeepMind says its Responsibility and Safety Council evaluates research, projects, and collaborations against the company’s AI Principles, and works with research and product teams on high-impact work. The company also describes collaboration with industry and academia, and engagement with governments and civil society. These are descriptions of internal processes and engagement, not an independent assessment of results. Google DeepMind’s Responsibility and Safety page explains its stated approach.

What the Frontier Safety Framework is intended to do

Google describes its Frontier Safety Framework as a way to identify future AI capabilities that could cause severe harm and put detection and mitigation mechanisms in place. In a framework update, Google DeepMind calls the security of cutting-edge AI systems a shared global challenge and a shared responsibility of leading developers. These pages describe an evolving company framework; they do not establish a universal standard, a regulatory requirement, or agreement that the framework is adequate. Who should be responsible for AI risks?

Manyika’s shared-responsibility framing points to three contributors, with distinct roles but no detailed division of powers in the available interview excerpts.

Does Manyika speak for Google in every context?

Manyika is identified in the interview repost as Google’s SVP of Technology and Society. He is also named as a director of the DeepMind Institute, alongside Shane Legg and Demis Hassabis. The Institute says its essays are conversation starters reflecting their authors’ ideas and research, not Google’s official view. That distinction matters when separating Manyika’s comments in an interview from the Institute’s work or Google’s formal policy. The DeepMind Institute’s introduction explains its stated purpose and status.

How to read the interview account

The Bloomberg listing provides the interview’s headline and deck, while the detailed answers summarized here are reproduced in a LinkedIn post attributed to the Bloomberg conversation. The post identifies Mishal Husain as the interviewer and says the conversation was edited for length and clarity.
