The established service benchmark is at least 55 litres per person per day, water meeting prescribed quality standards, and supply on a regular basis. A connection count alone does not show that a household is receiving that service.
JJM 2.0, approved by the Union Cabinet on 10 March 2026, extends the mission through December 2028 and shifts the focus toward service delivery, governance and sustainable rural piped-water systems. The Cabinet announcement describes this 2026 phase; the benchmark details below come from the mission’s 2019 operational guidelines and should be read with that date in mind.
What is Jal Jeevan Mission?
Launched in August 2019, Jal Jeevan Mission is a Government of India programme implemented in partnership with States and Union Territories to provide rural households with tap-water connections. Its stated vision is “Every rural household has drinking water supply in adequate quantity of prescribed quality on regular and long-term basis at affordable service delivery charges leading to improvement in living standards of rural communities.” The wording is from the Jal Jeevan Mission Operational Guidelines (2019).
The mission’s approved second phase, JJM 2.0, continues through December 2028. The Union Cabinet said the programme is being restructured from infrastructure creation toward service delivery, backed by drinking-water governance and institutions intended to sustain rural piped-water supply. The Cabinet-approved figures are a total outlay of ₹8.69 lakh crore and central assistance of ₹3.59 lakh crore; these are programme funding figures, not household payments or money available directly to individuals. The Cabinet release is dated 10 March 2026. The official JJM guidelines index lists JJM 2.0 Operational Guidelines dated 22 May 2026, as well as earlier guidance.

What does a Functional Household Tap Connection mean?
The 2019 operational guidelines describe an FHTC in terms of three service conditions: adequate quantity, prescribed quality and regular supply. They set the minimum service level at 55 litres per capita per day (LPCD), refer to BIS 10500 for water quality, and require supply on a regular basis. That is a service benchmark, not a guarantee that every connection reported or installed meets it on every day.
The same 2019 guidance discusses possible household delivery points in the kitchen, washing and bathing area, and toilet, while stating that one tap per household is funded under those guidelines. The mention of three possible locations should not be read as a promise of three funded taps. State arrangements and current JJM 2.0 implementation details may differ; consult the applicable local guidance before making assumptions about a particular connection.

How much water should a household receive?
The mission’s established operational benchmark is at least 55 litres per person per day. It is a per-capita service level, not a fixed number of litres per household: a household’s corresponding benchmark depends on the number of people. The 55 LPCD figure is from the 2019 operational guidelines and does not, by itself, establish that a particular village or household currently receives that amount.
Does a tap connection mean water is safe and supplied every day?
No. A tap-water coverage figure records reported connections; it is not the same as an assessment of quantity, water quality and regularity. The Government of India reported that, as of 3 March 2026, 15.82 crore of approximately 19.36 crore rural households—81.71%—had tap-water supply at home. That is an administrative coverage figure, not a finding that 81.71% received functional service. See the 23 March 2026 government release.

A separate Functionality Assessment 2024, reported by the Ministry of Jal Shakti on 9 March 2026, found that 76% of household tap connections assessed met the combined quantity, quality and regularity criteria. Its other reported results measure different conditions and should not be treated as interchangeable:
- 98.1% of households in surveyed villages had a tap connection.
- 87% of connected households reported receiving water in the past week.
- 84% received water as per schedule.
- 80% were found to receive at least 55 LPCD.
- 76% were free from bacteriological contamination.
- 81% of supply sources were free from chemical contamination.
These are assessment findings with different denominators and criteria, not universal statements about every Indian village or household. The assessment and its results are summarized in the Ministry’s 9 March 2026 release. For a household, the relevant questions are whether its tap works, how much water arrives, whether testing shows it meets the applicable standard, and what schedule the local system follows.

Who is responsible for the village water supply?
Responsibility is shared rather than resting on the household alone. National policy and programme support come from the Union government; States and Union Territories work with it on planning and implementation. Under the earlier operational framework, state public-health engineering or rural-water departments facilitate Gram Panchayats in local system duties.
The JJM infrastructure guidance assigns the Gram Panchayat and/or a village-level institution—such as a Village Water and Sanitation Committee (VWSC), Paani Samiti or user group—a role in planning, implementing, managing, operating and maintaining in-village infrastructure and water resources, including greywater management. The official infrastructure page describes these responsibilities.

A Village Action Plan is meant to set out local arrangements, including cost estimates, an implementation schedule, operation and maintenance (O&M), source sustainability, greywater measures, and household contributions toward partial capital cost and O&M. These are planning elements, not a uniform tariff or contribution amount. The applicable charge, contribution, complaint route and supply schedule depend on the State or Union Territory and local arrangements.
How to assess a household’s actual service
To distinguish a functioning service from a connection on paper, check the practical measures separately rather than relying on a single coverage percentage:
- Connection: Is a tap present, accessible and usable?
- Quantity: How much water is delivered, and does the service meet the 55 LPCD benchmark?
- Quality: What standard is applied, when was the water tested, and what method or test result is available?
- Regularity: What is the stated supply schedule, and does water arrive as scheduled?
- Operations: Which Gram Panchayat, village committee or other local body operates and maintains the system?
- Costs: What local O&M and cost-recovery arrangements apply?
When comparing villages or household experiences, keep connection coverage distinct from functionality-assessment results. They answer different questions and may use different denominators. For a specific supply schedule, charge, contribution, eligibility decision or grievance process, ask the relevant Gram Panchayat or village water institution and consult the current State or Union Territory rules.
