OKI’s documented semiconductor expansion is centered in Japan, not at a U.S. fabrication plant. Its plans include an 8-inch pilot line for crystal-film bonding (CFB) at the Nishi-yokote Plant and advanced printed circuit board (PCB) production at the Joetsu Plant. The U.S. activity described in OKI’s announcements is market-facing—for example, presenting a PCB at an industry event—not evidence of U.S. semiconductor manufacturing.

Is OKI building a semiconductor plant in the U.S.?

The OKI announcements covered here do not show the company building a U.S. semiconductor fab or expanding a U.S. pilot production line. They describe semiconductor-related technology and production investments at Japanese sites, particularly Nishi-yokote in Yamagata and Joetsu in Niigata.

That distinction matters because “semiconductor operations” can refer to several different businesses: manufacturing chips, developing processes for joining semiconductor materials, producing circuit boards used in semiconductor testing, or providing electronics manufacturing services. OKI’s plans span some of those areas, but the cited U.S. appearances and partnerships are not evidence that it is manufacturing chips in the United States.

The dates in this table are company targets or plans, not confirmation that a milestone was later completed. The 2024 and 2025 CFB announcements also refer to different milestones: the 2024 report gave a fiscal 2028 target for mass production of the power-semiconductor business, while the 2025 report described a 2026 target for CFB mass production. Those statements should not be treated as interchangeable completion dates.

What is OKI’s CFB technology?

Crystal Film Bonding is OKI’s proprietary method for bonding dissimilar semiconductor materials. The approach is relevant to devices that combine materials with different properties, including gallium nitride (GaN) and indium phosphide (InP), rather than relying on a single material for every function.

In its 2025 description of the process, OKI said one 2-inch InP wafer could be used for 52 repeated tiling operations across a 300 mm silicon wafer. That is a company-stated process figure: it describes the tiling capability and material-use rationale, not a production volume or a U.S. manufacturing capacity.

OKI’s 2024 report described expansion of an 8-inch pilot line at Nishi-yokote and a plan to build an ecosystem around GaN. The 2025 report then targeted completion of the pilot-line installation within fiscal 2025 and CFB mass production in 2026. OKI’s May 2026 Management Plan 2031 lists GaN power semiconductors, silicon photonics and optoelectronic integration among growth areas, with full commercialization targeted by 2031.

Does OKI make AI-chip testing equipment?

The announcements establish that OKI Circuit Technology is developing advanced PCBs for wafer-testing equipment; they do not establish that OKI makes the complete test equipment or the AI chips being tested. The PCB is a component used in testing systems.

124-layer board for wafer inspection

OKI Circuit Technology announced a 124-layer PCB for wafer-inspection equipment, with mass-production technology targeted for October 2025 at the Joetsu Plant in Niigata. The company also introduced the technology at PCB East 2025 in Massachusetts. That U.S. exhibition is a market-facing touchpoint, not evidence of U.S. production.

180-layer board for HBM wafer testing

In April 2026, OKI announced design and production technologies for a 180-layer, 15 mm-thick PCB intended for wafer-testing equipment for HBM mounted on AI semiconductors. OKI said the move represented an approximately 45% increase in layer count and roughly doubled board thickness compared with the preceding board design. The company targeted mass production and shipment in October 2026 at Joetsu.

These products position OKI in the supply chain around semiconductor testing. They are not evidence of a U.S. chip fab, and the announced production site for the 180-layer board is in Japan.

What does OKI’s U.S. semiconductor activity actually mean?

The U.S. connection in the announcements cited here is about reaching or serving markets, not locating the documented manufacturing investments in the United States. PCB East 2025 in Massachusetts gave OKI a U.S. venue to present its PCB technology. OKI’s broader plans also include PCBs for AI servers and semiconductor testers, as well as EMS for AI-server equipment—capabilities that may serve customers in different markets, but do not by themselves establish where a customer’s order will be produced.

OKI’s May 2026 Management Plan 2031 places optoelectronic integration, silicon photonics, GaN power semiconductors and high-value PCBs for AI servers and semiconductor testers among its growth areas. It targets full commercialization of these areas by 2031. The plan signals a broad advanced-components strategy; it does not identify a U.S. semiconductor fab in the cited material.
