Not automatically. Buying a DVD or Blu-ray gives you possession of that disc, not ownership of the film’s copyright and not a universal license to make a digital copy. Whether ripping is lawful depends on where you act, whether the disc is protected, what you intend to do with the copy, and whether a narrow statutory exception applies.
In the United States, making a reproduction and bypassing copy-protection technology are separate legal questions. The United Kingdom has no safe general assumption that private ripping is permitted. In the European Union, the result depends on the individual member state’s law. The practical answer below is general information, not advice for a particular dispute.
The short answer by jurisdiction
| Where you act | Copying a film you bought | Bypassing disc protection | Practical reading |
|---|---|---|---|
| United States | The copyright owner’s reproduction right applies unless a limitation or exception covers the use. Ownership of the disc alone is not a blanket personal-backup permission. | Section 1201 of Title 17 separately restricts circumventing a technological measure that controls access. Current exemptions are narrow and purpose-specific. | Do not assume an ordinary household DVD or Blu-ray rip is authorized merely because you paid for the disc. |
| United Kingdom | Copying a film is a restricted act under section 17 of the Copyright, Designs and Patents Act 1988. Government guidance says copying protected material requires permission unless an exception applies. | Copy-protection and copyright rules can both matter. | There is no current, general private-ripping safe harbor to rely on. |
| European Union | Member states may create a private-copying exception, subject to conditions protecting normal exploitation and rightsholders’ legitimate interests. | Directive 2001/29/EC requires legal protection for effective technological measures. | Check the law of the specific member state; the directive is not a continent-wide permission to decrypt and rip any owned disc. |
Those categories are deliberately cautious. A country can permit one kind of private copying while still prohibiting the act needed to defeat encryption, or can allow a narrow use for criticism, accessibility or preservation without allowing a complete entertainment copy.
Why owning the disc is not the same as owning copying rights
Copyright normally separates the physical object from the protected work recorded on it. When you buy a disc, you acquire the item and whatever consumer-use rights local law attaches to that sale. The film’s copyright remains with its copyright owner. In the United States, Title 17, section 106 reserves the reproduction right to the copyright owner, subject to statutory limitations and exceptions.

A digital rip is a new fixation of the film. It can therefore implicate the reproduction right even when the original disc stays in your home and even when you have no intention of selling or uploading the file. “I paid for it” establishes possession of the disc; it does not by itself establish permission to reproduce the audiovisual work.
Two separate legal questions: copying and circumvention
Question 1: Is the reproduction itself permitted?
Start by asking whether your country has an exception that covers this particular copy, purpose and user. Some systems recognize private copying under defined conditions. Others provide only narrow exceptions, such as quotation, criticism, teaching, accessibility or institutional preservation. A personal backup or format-shift may fall outside those categories.

Please verify your device type before purchasing
Question 2: Did you defeat an access control?
Encryption and access controls create a second issue. In the United States, 17 U.S.C. section 1201(a)(1)(A) states: “No person shall circumvent a technological measure that effectively controls access to a work protected under this title.” The U.S. Copyright Office treats decrypting a copyrighted DVD as an example of conduct covered by that rule.
Recommended Free Tools
That means a use that might be noninfringing under a copyright exception does not automatically make circumvention lawful. Conversely, a disc that has no effective access control can raise a reproduction question without raising the section 1201 circumvention question. You must analyze both acts separately.

United States: what the current rules mean
Buying a DVD or Blu-ray does not create a general backup right
U.S. copyright law gives the copyright owner exclusive rights, including reproduction, unless a statutory limitation applies. The law does not state a blanket rule that every purchaser may make one complete digital backup of every movie they own. Fair use can be fact-specific, but buying the disc and keeping the copy for yourself does not automatically resolve that analysis.
Section 1201 covers access controls independently
Section 1201 uses a rulemaking process for temporary, limited exemptions. Those exemptions are written for identified users and uses; they are not a permanent personal-use waiver. A program that decrypts CSS-protected DVDs or AACS-protected Blu-ray discs may be performing the legally significant circumvention, regardless of whether the resulting file is shared.

What 37 CFR section 201.40 actually exempts
The current regulation names both CSS-protected DVDs and AACS-protected Blu-ray discs, but its permissions are bounded. The categories relevant to film material include:
- Criticism and comment: certain short clips may be incorporated in listed criticism or comment contexts. This is not permission to copy an entire feature for ordinary viewing.
- Accessibility: specified accessibility activities by qualifying educational institutions and other covered users may fall within an exemption’s conditions.
- Preservation and replacement: eligible libraries, archives and museums may have defined rights to preserve or replace material, subject to the regulation’s requirements.
These provisions should not be described as a personal movie-backup exemption for every disc owner. Eligibility, purpose, amount copied and institutional status all matter.

How common U.S. scenarios fit
| Scenario | What must be examined | Why ownership alone is insufficient |
|---|---|---|
| One complete rip for a home media server | Reproduction right, any applicable limitation, and whether encryption was bypassed | No current rule creates a universal household-backup permission. |
| Copying a few scenes for a review or class presentation | Purpose, clip length, context, user and the precise exemption or fair-use analysis | A narrow clip exemption is not a license for the whole movie. |
| Making an accessible version through a qualifying institution | Whether the institution and activity satisfy the regulatory conditions | The exemption is tied to qualifying users and uses. |
| Preserving a title in a museum or archive | Institutional eligibility, preservation purpose and the regulation’s conditions | Private collectors cannot automatically claim an institutional exemption. |
| Uploading the file or giving it to someone else | Reproduction, distribution, public performance and any platform rules | Sharing creates additional rights issues beyond making your own copy. |
United Kingdom: do not rely on a general private-ripping exception
Film copying is a restricted act
Section 17 of the Copyright, Designs and Patents Act 1988 treats copying a film as a restricted act. UK government copyright guidance states that protected material cannot be copied without permission unless an exception applies. Possessing a lawfully purchased DVD or Blu-ray therefore does not, on its own, establish permission to create a digital movie file.
The former personal-copy rule is not a current safe harbor
The United Kingdom once enacted a personal-copy provision, but that provision was quashed and is not a current general exception. Readers should not rely on old articles claiming that format-shifting a purchased disc is generally lawful. A particular use may still fit another exception, but that requires a separate analysis of the purpose and facts.
European Union: the member state decides the practical result
What the directive does
Directive 2001/29/EC allows member states to adopt a private-copying exception under conditions. The exception must be confined to special cases, must not conflict with the normal exploitation of the work, and must not unreasonably prejudice the rightsholder’s legitimate interests. Countries may implement those requirements differently.
Why a country-by-country check is essential
The directive also requires legal protection for effective technological measures. A national private-copying exception therefore does not automatically authorize decrypting CSS or AACS. Before relying on private copying, check the law where the copying occurs, the rules on circumvention, any levy or compensation system, and whether your use is genuinely private rather than shared or commercial.
How to assess your own situation
- Identify the jurisdiction. Use the country where you perform the copy, not simply the country printed on the disc or the location of the studio.
- Describe the act precisely. Are you copying an entire feature, a short clip, subtitles, commentary or only metadata? “Ripping” can involve several acts.
- Check whether the disc is protected. CSS is associated with many DVDs; AACS is used on Blu-ray. If software must decrypt or bypass an access control, analyze anti-circumvention law separately.
- State the purpose and user. Home viewing, criticism, teaching, accessibility and institutional preservation are legally different fact patterns.
- Track the copy’s destination. Keeping a file privately is different from lending the file, uploading it, selling it, or retaining it after transferring the original disc.
- Check current primary law. Regulations and exemptions change. Read the current statute, regulation or government guidance for your country rather than relying on an old forum post or software description.
- Obtain legal advice when the stakes are high. A lawyer who practices copyright law in the relevant jurisdiction can assess a specific title, workflow and intended use.
Common mistakes that produce misleading “yes” answers
- Confusing ownership with copyright ownership: the disc is tangible property; the film remains a copyrighted work.
- Treating backup as a magic legal category: many laws do not grant a universal backup exception for movies.
- Equating private with lawful: lack of distribution may reduce the number of rights involved, but it does not erase reproduction or circumvention rules.
- Assuming a drive changes the law: a compatible optical drive lets a computer read a disc; it does not authorize copying or decryption.
- Relying on an outdated country comparison: a former exception, a temporary U.S. rulemaking exemption or a different EU member state may not apply to your facts.
- Assuming enforcement risk answers legality: the available legal sources do not establish that personal ripping is unlikely to be enforced, so enforcement speculation is not a substitute for the legal analysis.
What a cautious conclusion looks like
If you are in the United States, do not treat an ordinary complete DVD or Blu-ray rip as automatically lawful merely because you bought the disc; check both the reproduction issue and section 1201 before bypassing protection. If you are in the United Kingdom, there is no current general private-copying rule you can safely assume permits personal movie ripping. If you are in the EU, identify your member state’s implementation and its circumvention rules. In every jurisdiction, a private copy, a short clip for criticism, an accessibility copy made by a qualifying institution and a shared or uploaded copy can receive very different treatment.
