Intel 18A entered risk production on April 29, 2025, with Intel expecting volume manufacturing later that year. Intel now says the base 18A process entered production in 2025 and that its first 18A products reached high-volume production at the start of 2026. Risk production marked a manufacturing ramp milestone—not proof by itself of mature yields, broad external-customer output, or financial success.

What does Intel 18A risk production mean?

Intel described risk production as the final stage before volume production. In practical terms, that marks a process moving toward manufacturing at scale; it does not, on the evidence Intel has published in the cited updates, disclose a specific yield threshold, wafer-start volume, or complete qualification checklist.

Intel said ecosystem partners had electronic-design-automation (EDA) enablement, reference flows, and intellectual property ready for production designs. That indicates design-enablement work was available, but does not establish how much 18A output was allocated to any particular customer.

When did Intel 18A enter risk production?

Intel announced the milestone at its Foundry Direct Connect event on April 29, 2025. Earlier, Intel’s April 1 Vision event roundup had reported that Kevin O’Buckley, then senior vice president and general manager of Foundry Services, said 18A had formally entered risk production; that roundup described volume production as expected in the second half of 2025. Intel’s April 29 announcement said volume manufacturing was expected during 2025.

At the time, Intel said 18A volume production would begin in Oregon as manufacturing ramped in Arizona. The company also said 18A and 14A research, development, and wafer production would be U.S.-based. These were Intel’s plans as stated in April 2025, rather than a detailed report of production volumes at each site.

Is Intel 18A in volume production now?

Intel’s later disclosures provide a clearer answer than the 2025 forecast. In a June 16, 2026 update, Intel said base 18A had entered production in 2025. Its Q2 2026 Form 10-Q, filed July 24, 2026, says Intel’s first 18A products were released at the start of 2026 in high-volume production. These statements establish that Intel products using 18A reached that stage; they do not quantify total output or establish broad production for external foundry customers.

How 18A-P differs from the original 18A milestone

Intel 18A-P is a performance-enhanced variant, and its risk-production date is a separate milestone. Intel’s June 16, 2026 update and its Q2 2026 filing say 18A-P entered risk production in June 2026. That should not be confused with base 18A’s April 2025 risk-production announcement or its subsequent production ramp.

Intel also cited a separate VLSI discussion reporting an 11% routed-area reduction and a 10X reduction in dynamic voltage droop for backside power delivery versus a comparable frontside interconnect technology. Those figures concern a technology comparison, not direct measurements of 18A’s 2025 risk-production milestone.

What the milestone does—and does not—show

The dated record supports a sequence: base 18A entered risk production in April 2025, Intel said it entered production during 2025, and Intel’s first 18A products were released in high-volume production at the start of 2026. 18A-P reached its own risk-production stage in June 2026. The stages and dates matter because risk production is not interchangeable with volume production.

Intel’s disclosures cited here do not provide independently verified 18A yield figures, wafer-start volumes, or customer-by-customer production details. Nor do they establish enough comparable independent volume or yield data to rank 18A against competing process technologies. Intel’s Q2 2026 filing also notes that leading-edge process development and manufacturing expansion are risky and capital-intensive, with investment pace tied to committed demand and expected returns.
