For export-oriented, time-sensitive production, Vietnam is usually the stronger default. It combines lower benchmark electricity and corporate-tax rates, higher measured output per worker, shorter origin-to-port timing, and access to a broad network of trade agreements. India can be the better choice when you sell heavily into India, need local-content compliance, depend on India’s domestic supplier base, qualify for India-specific incentives, or benefit from lower nominal wages.

Neither country is universally cheaper. The correct decision comes from a product-specific landed-cost model that includes productivity, imported inputs, duty by HS code, logistics, inventory, quality, and compliance—not wages alone.

India vs Vietnam at a glance

Decision factor India Vietnam What it means
Annual wage benchmark US$674 US$1,591 India has the lower cited wage benchmark, but wages are only one part of conversion cost.
Real output per worker US$10.7 US$12.4 The Vietnam figure indicates higher measured productivity in the cited NITI Aayog 2025 comparison.
Commercial electricity US$0.12/kWh US$0.07/kWh Power-intensive production has a significant Vietnam benchmark advantage.
Statutory corporate-tax rate 30% 20% Use the applicable effective rate for the specific legal entity and incentive regime; these are statutory country benchmarks.
Origin-to-port or airport time 3 days 2 days Directional logistics figures from a comparative table, not guaranteed supplier promises.
Customs-clearance range 3–4 days 1–3 days Port, cargo type, documentation and inspection can move either result outside the range.
India-origin MFN tariff indicators 15.8% simple average (2025); 7.9% trade-weighted average (2024); 5.8% effective applied tariff (1 January 2026) Not stated in the cited material These India figures cover all products and are not a quote for a particular HS code or importing market.

The practical conclusion is conditional: select Vietnam first for many export supply chains where speed, power cost, productivity and preferential-market access dominate. Select India first when domestic-market economics, localization, supplier depth or country-specific policy outweigh those advantages.

Why the cheapest wage does not make the cheapest factory

The NITI Aayog 2025 comparison reports annual wages of US$674 in India versus US$1,591 in Vietnam. That gap is real in the cited benchmark, but a factory does not sell labor hours; it sells conforming units delivered on schedule. The same comparison reports real output per worker of US$10.7 in India and US$12.4 in Vietnam. A higher wage can therefore be partly or wholly offset by better throughput, less rework, shorter changeovers, stronger line balancing or more reliable attendance.

Electricity adds another material difference. The cited commercial rate is US$0.12/kWh in India and US$0.07/kWh in Vietnam. For injection molding, metal processing, cold-chain products, electronics assembly, textile dyeing or any operation with substantial machine hours, model consumption per saleable unit. A plant using 2 kWh per unit has a benchmark power-cost difference of US$0.10 per unit before demand charges, backup generation, voltage conditioning and local tariffs.

Corporate tax also affects the investment case, but it should not be treated as a direct addition to the factory’s unit cost. The comparison lists statutory rates of 30% for India and 20% for Vietnam. Your result depends on legal structure, incentives, tax holidays, loss utilization, withholding taxes, repatriation and the rate actually applied to taxable profit. Ask each candidate supplier for the commercial terms that matter to your purchase price rather than assuming the statutory rate flows through unchanged.

Build conversion cost from measurable drivers

  • Direct labor minutes per finished unit, including setup and inspection.
  • Actual output per worker or line-hour at your specification and target yield.
  • Electricity, fuel, water, compressed air and generator consumption.
  • Scrap, rework, warranty exposure and quality-inspection labor.
  • Tooling amortization, maintenance, engineering changes and line qualification.
  • Factory overhead, packaging and compliance documentation.

Replace country benchmarks with supplier RFQs. Require the same bill of materials, annual volume, packaging specification, quality standard, payment terms and Incoterm from both countries so that a low quote is not simply excluding costs another supplier has included.

Tariffs, trade agreements and rules of origin

Tariff exposure is product- and destination-specific. The correct starting point for an India-origin shipment is the importing country’s tariff schedule for the product’s HS code, not India’s country average. Confirm the classification, MFN rate, any preferential rate, rules of origin, quota, safeguard, anti-dumping measure, required certificate and the evidence needed to prove origin.

How to interpret India’s headline tariff figures

WTO indicators report India’s simple average MFN applied tariff at 15.8% in 2025, its trade-weighted MFN average at 7.9% in 2024, and its effective applied tariff at 5.8% on 1 January 2026. These are different all-products measures calculated for different periods and purposes. They cannot be substituted for the duty on your SKU. A shipment may face a rate far above or below any of those averages.

AITIGA is useful only when the preference can be claimed

India and Vietnam trade under the ASEAN–India Trade in Goods Agreement (AITIGA). A preferential headline rate does not automatically reduce your landed cost. Vietnam’s Ministry of Industry and Trade stated in its 2025 implementation assessment that preference utilization remains limited because of non-tariff barriers, differences in technical standards, complex certification procedures and high logistics costs.

  • The exact HS classification and the importing country’s schedule.
  • Whether the product meets the agreement’s regional-value-content or tariff-shift rule.
  • How imported fabric, components, chemicals or electronics affect originating status.
  • Which certificate of origin, supplier declarations and production records are required.
  • Whether testing, labeling, licensing or technical standards still create a non-tariff cost.

The 2025 India–Vietnam leaders’ joint statement says both sides agreed to enhance supply chains, improve standards-compliance conditions and conclude the AITIGA review. That signals policy direction, not an immediate guaranteed duty reduction for your product.

Lead time: measure three clocks, not one

“Lead time” can hide three different intervals. Separate them in every quotation and service-level agreement:

  1. Factory readiness: production, inspection, packing, document preparation and booking.
  2. Origin logistics: the factory-to-port haul, export clearance, terminal handling and vessel cut-off.
  3. International and destination logistics: sailing or flying, transshipment, import clearance and final delivery.

A comparative logistics table reports three days from origin to port or airport in India and two days in Vietnam, with customs-clearance ranges of three to four days and one to three days respectively. Treat these as directional benchmarks. The actual result depends on the factory’s distance from the gateway, booking discipline, port congestion, inspection selection, documentation accuracy and destination conditions.

India’s customs data shows why averages need context

India’s National Time Release Study (NTRS) 2024 reports average export regulatory-clearance times of 22:49 hours at seaports and 30:20 hours at inland container depots (ICDs). NTRS 2025 reports 29:36 hours at seaports plus 157:50 hours of post-let-export-order logistics. Those measurements describe specific process stages and facilities; they are not a universal promise for every Indian shipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

India’s port performance is improving. The 2023 World Bank Logistics Performance Index placed India at rank 38. An industrial-development report citing government data gives container dwell time at approximately 2.6–3 days and average port turnaround at 0.9 days. Ask for the named port, terminal, ICD and forwarder rather than using a national average as your schedule.

Ocean transit between India and Vietnam

Factory-to-customer timing is not the same as sailing time between the two countries. A February 2026 trade-lane dataset reports typical container transit of about 20.2 days from India to Vietnam and 24.7 days from Vietnam to India. Recent India-to-Vietnam observations were 14.7–18.9 days. These figures can change with the port pair, vessel schedule, transshipment, blank sailings, season and carrier service.

Total landed cost model

Compare the same SKU, annual volume and Incoterm in both countries. A useful structure is:

Landed cost = factory conversion cost
+ imported materials and local components
+ tooling and quality/compliance cost
+ factory-to-port transport
+ export clearance and terminal charges
+ ocean or air freight and insurance
+ destination delivery and brokerage
+ MFN or preferential duty by HS code
+ VAT/GST and other import taxes
+ inventory carrying cost
+ expected cost of delay, scrap and disruption

Use a sensitivity model rather than one “best case” number. Show at least the base, optimistic and disruption cases for freight, exchange rates, yield, duty qualification and transit variability. If one country is cheaper only when a preferential certificate is accepted, present the non-preferential case beside it.

Inputs that are often omitted

  • Imported-input share: a low factory quote can conceal expensive imported components, local taxes or port handling.
  • Inland distance: a supplier near an industrial cluster and port may beat a lower-cost factory inland.
  • Working capital: longer or less predictable transit extends the cash-conversion cycle.
  • Quality loss: include scrap, rework, inspection travel and replacement freight.
  • Payment terms: deposits, letters of credit and delayed payment change financing cost.
  • Compliance: testing, labeling, audits and documentation can determine whether a tariff preference is usable.

Which country fits which product?

Vietnam is the stronger first screen for export-oriented consumer goods

Start with Vietnam when the product depends on short origin logistics, lower benchmark electricity, higher measured output per worker or integration with export supply chains. NITI Aayog’s trade analysis describes Vietnam’s footwear export integration and use of agreements including EVFTA and CPTPP. That does not make Vietnam automatically right for every footwear, apparel or electronics program: verify the specific cluster, capacity, component origin and destination-market rules.

Vietnam is particularly worth screening for export-oriented consumer goods, footwear, apparel and electronics supply chains where supplier clustering and trade-agreement access are decisive. Confirm factory capacity during peak season and the proportion of components that must be imported.

India is the stronger first screen for domestic-market and localization programs

Start with India when the finished goods will be sold primarily in India, when local-content or localization requirements apply, or when domestic engineering, pharmaceutical or industrial supplier depth reduces total risk. Avoid paying for cross-border freight and import duty on a product that must ultimately serve Indian demand.

Dual-source when resilience is worth more than the lowest quote

Use both countries when demand is volatile, tariff policy may change, or a single-country interruption would be expensive. Dual sourcing costs more to qualify, but it can preserve supply when a port closure, component shortage, policy change or supplier failure affects one lane.

Use one common drawing, bill of materials, test method, packaging specification, change-control process and audit scorecard. Decide in advance which supplier owns the tooling, how deviations are approved and what percentage of volume can be transferred without requalification.

Supplier-selection process: a practical sequence

  1. Freeze the product definition. Issue the same drawings, tolerances, materials, annual volume, packaging, testing and forecast to suppliers in both countries.
  2. Request an open-book quotation. Separate labor, material, conversion, tooling, packaging, quality, inland freight, export charges and payment terms.
  3. Validate the HS code. Obtain a written classification view and calculate MFN and preferential duty for the actual destination.
  4. Test origin qualification. Map every imported input and collect the records needed for the certificate of origin.
  5. Request a port-specific timeline. Identify factory location, port or ICD, weekly sailing, cut-off, transshipment, clearance broker and final-delivery assumptions.
  6. Audit capability. Check equipment, process controls, calibration, traceability, corrective-action history, labor practices and sub-tier dependence.
  7. Run a pilot order. Measure first-pass yield, on-time shipment, document accuracy, inspection results and actual dwell time.
  8. Recalculate landed cost with actuals. Replace benchmark wages, power and transit with pilot data and a realistic variance range.

Common failure modes and how to prevent them

Choosing on wage rate alone

Symptom: the “cheaper” source produces a higher delivered-unit cost. Fix: convert labor into saleable units per worker-hour, then include energy, yield, supervision and overtime.

Using an average tariff as a quote

Symptom: the model applies India’s 15.8% average MFN rate to every product or assumes AITIGA preference without proof. Fix: classify the SKU, confirm the destination schedule and document origin eligibility.

Confusing port-to-port sailing with customer delivery

Symptom: a 15-day vessel estimate becomes a five-week replenishment cycle. Fix: model factory readiness, origin haul, cut-off, transshipment, destination clearance and final delivery separately.

Ignoring imported inputs

Symptom: a local-content claim fails or a supplier is exposed to the same cross-border disruption you were trying to avoid. Fix: obtain a bill of material by country of origin and identify single-source components.

Accepting a national average as a supplier SLA

Symptom: actual customs or dwell time differs sharply from the published benchmark. Fix: name the port, terminal, broker and process, then track the percentage of shipments meeting the agreed milestones.

A decision rule for your final shortlist

Choose Vietnam if its validated landed cost is competitive and its shorter, less variable export path materially improves inventory turns or customer service. Choose India if domestic-market access, localization, supplier depth or program incentives outweigh higher benchmark power, tax or logistics figures. Choose both when the cost of qualification is lower than the expected cost of a single-country interruption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the decision with a weighted scorecard, but let landed cost and evidence lead. Suggested weights are 35% total landed cost, 20% quality and compliance, 15% lead-time reliability, 10% tariff and origin confidence, 10% capacity and supplier depth, and 10% resilience. Adjust the weights to your product; a medical device, fashion item and industrial spare part should not use the same priorities.

The bilateral policy direction is supportive: the 2025 leaders’ statement says, “Both sides agreed to enhance the supply chains in sectors of mutual interest.” The commercial question remains product-specific. Obtain comparable RFQs, validate the HS code and origin, measure the actual lane, and then commit volume.
