India had not confirmed an airline security advisory in reports dated 1–2 October 2026. Civil Aviation Secretary Samir Kumar Sinha said officials were examining whether to issue one and would refer any proposal to higher authorities. The deliberation followed a security incident aboard Flydubai flight FZ1073 on 30 September; the investigation remains ongoing.
Has India issued an advisory to airlines?
No advisory was reported as issued in the accounts published on 1–2 October. Sinha told Hindustan Times that the matter was under examination and that any proposed advisory would go to higher authorities for a decision. He also told The New Indian Express: “This (security advisory) is under examination. Internal deliberations are on.”
Those statements describe consideration, not an adopted measure. The reports do not specify what an advisory might require, which airlines it would cover, or when a decision might be made.

What UAE authorities confirmed
The UAE General Civil Aviation Authority (GCAA) said the Dubai–Tel Aviv flight experienced a security incident on 30 September 2026. The incident was brought under control, the aircraft diverted and made an emergency landing at Tabuk, Saudi Arabia, and some crew members were injured and taken for medical care. GCAA investigators were reviewing operational and security aspects in coordination with relevant authorities. The authority said it would provide findings when issued and urged the public not to circulate unofficial information or pre-empt the investigation. Its statement was carried by Emirates News Agency (WAM).

What remains a reported allegation
The Associated Press reported that the copilot allegedly stabbed the captain and that the aircraft lost altitude before landing safely in Saudi Arabia. AP also reported that Saudi, Emirati and Israeli authorities were involved in the investigation, with the United States and Oman assisting. These details are news reporting, not findings stated in the GCAA’s public account. The investigation was still underway in AP’s coverage.
What is not yet known
The public GCAA statement does not establish the motive, the precise sequence of events, or whether any security or screening failure occurred. The available reporting also does not establish the contents of a possible Indian advisory. Why an advisory would not itself establish a rule breach
AP describes the International Civil Aviation Organization (ICAO) as setting baseline pilot-vetting and licensing standards, while national regulators and airlines may impose additional requirements. Experts quoted by AP said the incident raises difficult questions about insider threats and the balance between securing the cockpit against outside intrusion and responding to a threat originating inside the flight deck. That context does not show that a particular rule was breached or identify what India’s officials may recommend.

At the same briefing, Bureau of Civil Aviation Security Director General Rajesh Nirwan said the process for aerodrome entry permits was planned for digitisation, including facial biometric verification. The New Indian Express reported his estimate of 15 lakh (1.5 million) permit applications annually in 2026. This was a separate airport-access initiative; the report did not identify it as part of the possible airline advisory or as a change to crew screening.
