Not on the evidence of record scores alone. World Cups produce tournament-wide milestones, but bilateral ODIs can also deliver enormous totals and chases: India’s 2026 chase of 406 against West Indies was described by the ICC as the second-highest successful chase in ODI history. That does not show that bilaterals are generally higher-scoring; the available examples are records, not a like-for-like comparison of typical matches.
What counts as an ODI run-fest?
The term can describe several different things: a high total by one team, a successful chase, the combined runs scored by both teams, or a high scoring rate across an entire tournament. Those measures answer different questions. A record total in one match cannot, by itself, tell us whether scoring is usually faster in bilateral cricket or in World Cups.
The available figures offer examples across these measures, but they do not establish a matched statistical comparison of bilateral and World Cup ODIs. The distinctions below keep World Cup-only records separate from all-ODI records.

What the records do—and do not—show
World Cups have their own scoring milestones
A tournament creates a setting for edition-wide measures as well as event-specific records. The ICC’s 2011 figure of 5.03 runs per over is a World Cup average for that edition, not an average for bilateral ODIs. Likewise, South Africa’s 428 and Pakistan’s 345 chase are records within the 2023 World Cup scope cited by the ICC.

Big-match records are not exclusive to World Cups
The 2026 India–West Indies bilateral illustrates how a single non-tournament match can exceed a World Cup chase record while also producing a huge combined total. Its 406-run chase is an all-ODI ranking, whereas Pakistan’s 345 was a World Cup-specific record at the time of the cited report. The categories are related, but they are not interchangeable.
No general scoring gap can be inferred
These examples cannot establish that bilaterals are typically higher-scoring—or that World Cups are. A fair comparison would need equivalent match-level data across both settings, with factors such as era, teams, venues and playing conditions accounted for. The figures here document notable peaks, not the usual scoring pattern.
