The News reported on October 3, 2026, that an IMF review mission had shared a first draft of the Memorandum of Financial and Economic Policies (MEFP) with Pakistan’s authorities. The sides were still negotiating toward a possible staff-level agreement (SLA), and the report described the mission’s stay through around mid-next week as probable—not a promise of a deal this week. (The News, October 3, 2026)
What has happened so far?
The News reported that the visiting IMF review mission shared a first draft of the MEFP with Pakistani authorities. The parties were expected to negotiate the text and seek consensus toward a possible SLA. The October 3 report does not say that Pakistan accepted the draft, that negotiations had concluded, or that either side had set a sign-off date. The reported handover has not been independently confirmed in the official statements cited here.
The mission was expected to remain in Islamabad for a few more days, probably until the middle of the following week, according to The News. If the sides did not reach consensus, discussions could continue virtually. That tentative timetable leaves open the possibility of further talks beyond this week; it does not establish when they will end.
What does a draft MEFP mean—and what does it not mean?
The MEFP sets out policy commitments discussed between a country and IMF staff in the context of a programme review. A first draft is a working document: its circulation is a step in negotiations, not proof that its terms have been settled.

Even a staff-level agreement is not final IMF approval. In its March 2026 statement on Pakistan’s prior reviews, the IMF said the SLA was subject to approval by the IMF Executive Board. The process therefore has distinct stages:
| Stage | What it means | Status in the October 3 report |
|---|---|---|
| Draft MEFP shared | A proposed policy text is under discussion. | The News reported that the first draft had been shared; official confirmation of that handover was not established. |
| Staff-level agreement | IMF staff and the authorities reach agreement on the review’s policy package. It remains subject to Executive Board approval. | Still a possible next milestone; the report says negotiations were continuing toward consensus. |
| Executive Board approval | The Board completes the review, enabling the associated financing decision. | Not reported as having occurred for the negotiations described on October 3. |
The distinction is visible in Pakistan’s previous review cycle. In March 2026, the IMF announced an SLA subject to Board approval. On May 8, the IMF said the Board had completed Pakistan’s third review under its Extended Fund Facility (EFF) and second review under the Resilience and Sustainability Facility (RSF), authorizing access of approximately US$1.1 billion under the EFF and approximately US$220 million under the RSF. Those were separate facilities and later completed milestones, not evidence of the October draft’s terms. (IMF, March 2026; IMF, May 8, 2026)

What issue has been identified?
The News identified power-sector circular debt as a sticking point. It reported that the debt stood at Rs1,675 billion at the end of June 2026, above the agreed target. The article does not state the target amount, describe how the draft addresses the breach, or establish that this is the only issue being negotiated. The figure is The News’s report, not an IMF-confirmed statistic in the sources cited here. (The News, October 3, 2026)
How does this fit Pakistan’s existing IMF programme?
The IMF’s May 8, 2026 release says Pakistan’s 37-month EFF arrangement was approved in September 2024. It also records completion of the third EFF review and second RSF review, with the separate financing access described above. This is programme context; it does not identify the conditions in the October draft.

During a May 2026 staff visit, IMF staff discussed economic developments, disruptions from the Middle East conflict, preparation of Pakistan’s FY2027 budget, and progress on the EFF and RSF reform agendas. The IMF said the authorities reaffirmed a FY2027 primary surplus target of 2 percent of GDP. That earlier statement is not evidence that the October draft repeats or changes the target. (IMF, May 20, 2026)
Separately, Pakistan’s government said Prime Minister Shehbaz Sharif met IMF Managing Director Kristalina Georgieva in New York on September 23, 2026, and reaffirmed the government’s commitment to the IMF-supported reform programme. That account provides diplomatic context, but does not confirm the reported MEFP handover or a timetable for agreement. (Government of Pakistan, September 23, 2026)

It gives no confirmed signing date, and the available information does not establish the draft’s full conditions or the negotiating outcome.
