iCloud Backup and iCloud Photos do different jobs. iCloud Backup is a restorable snapshot of an iPhone, iPad or Apple Vision Pro, while iCloud Photos is a synchronized photo library. Photos and videos in iCloud Photos are kept current across devices and are not copied into the daily device backup. If iCloud Photos is turned off, photos and videos stored in Photos or Camera Roll may be included in iCloud Backup.

That distinction explains why restoring a device and protecting your pictures are separate tasks. A backup can rebuild device settings and app data, but a synchronized library can also carry an accidental deletion to every participating device. For protection against that kind of change, keep an exported copy on storage you control.

At a glance: backup versus synchronization

Question iCloud Backup iCloud Photos
Primary purpose Recover the state of a device after replacement, reset or loss. Keep one photo and video library current on participating devices.
Main content Device settings, Home Screen layout, app organization and app data that is not already stored in iCloud. Photos, videos, associated face information, edits and library changes.
How it changes Creates a device snapshot according to Apple’s backup process. Synchronizes additions, edits and deletions across devices using the same Apple Account.
What happens during a restore Restores the backed-up device state. Downloads the photo library again through synchronization.
Protection from a mistaken deletion Not an independent copy of photos already managed by iCloud Photos. None by itself; a deletion can propagate to other participating devices.
Offline access A backup is not a convenient photo folder to browse. Requires downloading originals or exporting them to local storage.

Apple describes the backup contents and exclusions in What does iCloud back up?. The practical rule is simple: use iCloud Backup for device recovery, iCloud Photos for library synchronization, and a separate export when you need an offline archive.

What iCloud Backup saves

Think of iCloud Backup as a snapshot of information and settings on a device that do not already sync to iCloud. Its value appears when you replace a device, erase it, reset it or need to recover from a failure. Restoring that snapshot can return much of the familiar structure of the old device instead of making you configure everything from scratch.

Device settings and organization

  • System and device settings covered by Apple’s backup rules.
  • The Home Screen layout.
  • App organization, including the arrangement that makes the replacement device feel like the original.

App data that is not already in iCloud

Downloaded apps themselves can be obtained again, but their locally stored data is included when that data is not already being stored or synchronized in iCloud. Whether an individual app’s data is covered depends on how that app handles storage and Apple’s backup rules. Do not assume that every service’s server-held account data needs to be restored from the device snapshot.

Photos when iCloud Photos is off

If iCloud Photos is not enabled, photos and videos in Photos or Camera Roll may be included in iCloud Backup. That is a different arrangement from an iCloud Photos library: the media is part of the device snapshot rather than a separately synchronized library. The distinction matters if you later turn iCloud Photos on, change devices or try to find a local copy.

What the snapshot is not

iCloud Backup is not a live mirror of every item on the device, nor is it a normal folder of image files. Content that already synchronizes to iCloud is handled by that synchronization service instead of being duplicated in the daily backup. Apple lists the categories and exclusions in its support documentation at https://support.apple.com/en-az/108770.

What iCloud Photos saves

iCloud Photos maintains a cloud-based library rather than taking periodic device snapshots. When it is enabled, photos and videos are uploaded to the iCloud Photos library, and the library state is synchronized to participating iPhone, iPad and Mac devices signed in with the same Apple Account.

Library content and face information

The synchronized collection includes photos, videos and face information associated with the library. The service also carries the current state of the library, including edits and deletions, so devices show the same version rather than separate, independently evolving copies.

Why iCloud Photos items are absent from the daily backup

Apple treats iCloud Photos as the place where those photos and videos are stored and synchronized. Consequently, media already managed by iCloud Photos is not included again in the daily iCloud Backup. This avoids making the device snapshot a second copy of the same library, but it also means a backup restore does not contain a duplicate set of those image files.

Synchronization is not an archive

A synchronized library is designed to keep devices in agreement. That is useful for editing on one device and seeing the result on another, but it is not the same as retaining an untouched historical copy. If a change is synchronized, every participating device can receive it. An independent export is the layer that protects against an unwanted synchronized change.

What happens when you restore an iCloud Backup

Restoring an iCloud Backup reconstructs the backed-up device state: settings, layout, app organization and eligible app data. Photos handled by iCloud Photos follow a different path. After the device is restored and connected to the relevant Apple Account, the photo library is obtained through iCloud synchronization rather than restored as duplicate image files embedded in the backup snapshot.

  1. The device snapshot is applied. The restore brings back the settings and organization represented in the selected backup.
  2. Apps and eligible data are re-established. Data that was covered by the backup becomes available according to Apple’s backup rules; server-based data may come from its own service instead.
  3. The iCloud Photos library synchronizes. Photos and videos managed by iCloud Photos are downloaded or made available from the synchronized library, subject to the device’s storage and iCloud settings.
  4. The resulting device combines both sources. The restored settings come from iCloud Backup, while the current photo-library state comes from iCloud Photos.

This is why a successful backup restore can finish before every photo appears locally: the device snapshot and the photo-library synchronization are separate operations. For Apple’s broader backup procedures, see Backup methods for iPhone, iPad and iPod touch.

Why deleting one photo can delete it everywhere

With iCloud Photos enabled, the library is synchronized. Deleting a photo on one participating device is therefore a library change, not merely a local-file deletion. The change can be reflected on the other devices using that same Apple Account.

Examples of synchronized changes

  • Delete a picture on an iPhone and the library state can update on an iPad or Mac.
  • Edit a photo on one device and the edited version is synchronized to the others.
  • Add a video on a Mac and it becomes part of the same library on participating mobile devices.

The important distinction is between availability and independent retention. Seeing a picture on several devices does not mean there are several independent backups. Those devices may all be displaying the same synchronized record.

How to protect against an unwanted synchronized change

Keep an export outside the synchronized library. A portable SSD, hard drive or computer copy gives you a version that is not automatically altered when the cloud library changes. For irreplaceable images, maintain a second copy on a separate device or location; a single external disk can fail, be lost or be damaged.

How to make an offline copy of iCloud Photos

Choose the method that matches the size of your library and the equipment you have. Apple documents downloading from the web, exporting originals from an iPhone or iPad, and storing full-size originals on a Mac.

Method 1: Download selected items from iCloud.com

  1. Open iCloud Photos on iCloud.com in a web browser and sign in to the Apple Account that contains the library.
  2. Select the photos and videos you want to preserve.
  3. Use the download control to save the selected items to the computer or device.
  4. Move the downloaded files to a folder outside any folder that is itself being synchronized, then copy that folder to an external drive.
  5. Open several files from the external copy to confirm that the transfer completed before removing anything from the original library.

This approach is practical for a selection, a project or a small library. It does not require changing the storage behavior of every device.

Method 2: Export unmodified originals from an iPhone or iPad

  1. On the iPhone or iPad, choose Download and Keep Originals so the full-size versions are available on the device.
  2. Connect compatible external storage to the device.
  3. In Photos, select the items to export.
  4. Choose Share, then Export Unmodified Original, and select the attached storage device as the destination.
  5. Open the external drive’s files in the Files app or on a computer to verify that the originals are present.

Downloading originals first is important: an iPhone or iPad that is keeping storage-saving versions may need to retrieve the full-size files before it can export them. Apple’s copy and archive guidance is available at Archive or make copies of the information you store in iCloud.

  • Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft

Method 3: Keep full-size originals on a Mac

  1. Open Photos on the Mac and open its iCloud Photos settings.
  2. Choose Download Originals to this Mac.
  3. Allow the Mac to finish downloading the library; the process can require substantial local storage and time for a large collection.
  4. Copy the resulting photo library or exported files to a portable SSD or hard drive.
  5. Disconnect the external copy and open representative photos and videos from it.

Apple says this option stores full-size versions on the Mac as well as in iCloud. The documented Mac workflow is described in Use iCloud Photos on Mac. Keep the Mac’s local library and the external copy distinct: a drive that remains connected to a synchronized library is not automatically an independent archive.

Method 4: Add a second backup of the computer or device

An exported photo folder protects the media itself. A separate Mac or PC backup can protect the computer that stores the local library and other files. Apple documents device-backup options in Backup methods for iPhone, iPad and iPod touch. Treat that device backup as another recovery layer, not as a reason to skip an accessible export of irreplaceable photos.

A practical protection plan

For most people, the strongest arrangement uses three distinct layers, each with a different failure mode.

  1. Device recovery: keep iCloud Backup available for settings, layout and eligible app data.
  2. Library synchronization: use iCloud Photos when you need the same current library on multiple Apple devices.
  3. Offline retention: periodically export originals to an external SSD or hard drive, then maintain a second copy for especially valuable work.

Review the arrangement whenever you change devices, switch between optimized and original-storage settings, or begin storing a larger video library. A plan that worked for a small phone library may require a Mac and external storage once the collection grows.

Checklist before relying on a copy

  • Confirm whether iCloud Photos is enabled on each device that contains pictures.
  • Identify which photos are in the synchronized library and which, if any, are only local to a device.
  • Check that the destination drive has enough free space for full-size originals.
  • Open files from the exported copy rather than assuming that a completed transfer is readable.
  • Keep at least one copy disconnected from the synchronized library after the export.
  • For irreplaceable material, create a second copy on a different physical device or at another location.

Which setup fits your situation?

Your priority What to use Why
Replace a lost iPhone with familiar settings and app arrangement iCloud Backup It is designed to restore the device state and eligible app data.
See the same photos and edits on an iPhone, iPad and Mac iCloud Photos It synchronizes one library across participating devices.
Recover photos after an accidental synchronized deletion An offline export, preferably with a second copy A separate copy is not changed automatically by the library synchronization.
Keep full-size files available without an internet connection Download originals to a Mac or export them to external storage The files are stored locally instead of being available only through the cloud library.
Preserve both device configuration and photo files Use iCloud Backup, iCloud Photos and an offline export together No single service performs all three jobs.

Troubleshooting common misunderstandings

My restored device has settings but not every photo yet

That can be normal when the photos belong to iCloud Photos. The backup restores the device snapshot, while the photo library synchronizes separately. Check that the restored device is signed in to the same Apple Account and connected so the library can become available.

My backup size is smaller than expected

If iCloud Photos is enabled, those photos and videos are not duplicated inside the daily iCloud Backup. A smaller backup does not by itself indicate that the synchronized library is missing; it reflects the separation between backup content and iCloud Photos content.

I deleted a photo on one device and it disappeared on another

That behavior is consistent with synchronized library changes. Stop making further deletions and consult any independent export you created. A device that merely displays the same iCloud Photos library is not a separate archive.

I need a copy that will remain unchanged

Do not rely on another device signed in to iCloud Photos. Download or export the originals to storage outside the synchronized library, disconnect that storage after verification, and make a second copy when the images cannot be replaced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

I want to know whether a particular photo is in iCloud Backup

First determine whether iCloud Photos is enabled. Photos and videos managed by iCloud Photos are handled by synchronization rather than included in the daily device snapshot. When iCloud Photos is not enabled, photos and videos in Photos or Camera Roll may be included in the backup according to Apple’s rules.
