IBM Bob offers a customer-managed, self-hosted deployment on Red Hat OpenShift; the GitHub materials reviewed describe Copilot Business governance and administration, not a customer-hosted Copilot backend. That makes Bob the documented choice when hosting the assistant backend in your environment is a requirement. It does not automatically keep every model request inside that environment: Bob can use external model services, so inference location depends on the models and connectivity you configure. Copilot Business offers enterprise controls, but those controls are not the same as on-premises hosting.
What the deployment difference means
“Self-hosted” describes where Bob’s backend runs and who operates it. In IBM’s self-hosted option, the customer runs Bob on its OpenShift cluster and manages the backend infrastructure. GitHub’s cited Copilot Business documentation covers enterprise administration, policies, and review resources; it does not establish an on-premises Copilot Business backend.
This is an architecture and responsibility comparison, not evidence that one product is inherently more secure. Security outcomes depend on deployment design, configured data flows, controls, and operational practice.

What IBM Bob self-hosted puts under your control
IBM announced general availability of Bob self-hosted on 30 September 2026. The option runs on Red Hat OpenShift Container Platform. The customer manages the cluster and Bob backend infrastructure, services, integrations, upgrades, scaling, and availability, and configures networking, storage, and identity. IBM says a dedicated cluster is not required if a shared cluster has sufficient resources. The same Bob IDE extensions and Bob Shell experience are available in SaaS and self-hosted configurations. Self-hosting does not guarantee local inference
IBM states: “With a supported self-hosted model configuration, code, development context and build artifacts can remain within the customer-managed environment.” The qualifiers matter. Bob also supports hybrid configurations that use external model services, so a self-hosted Bob backend alone does not prove that prompts, code context, or other inputs never leave the customer environment. Decide this from the actual model endpoints, network paths, and feature configuration.
Model serving is part of your architecture
Bob requires access to a supported core inference model, and IBM strongly recommends a guardrail model. Bob does not provision, host, or manage model-serving infrastructure. Your design therefore needs to account for model selection, serving capacity, endpoint reachability, guardrail configuration, and whether model requests can use external services. IBM lists the requirements in its supported-model documentation.

Logging and lifecycle need explicit owners
IBM’s documentation says Bob self-hosted does not provide security event logging or monitoring. Those are managed at the OpenShift platform level. The customer must configure, operate, and retain security logs to meet its requirements, alongside owning upgrades, availability, identity, network, and storage configuration. Include these duties in the operational plan rather than treating self-hosting as a one-time installation.
What GitHub Copilot Business governance does—and does not—establish
GitHub’s approval resource for Copilot Business and Copilot Enterprise points organizations to the applicable legal, compliance, network, and administrative materials. It identifies the GitHub Generative AI Services Terms for customers who purchase directly from GitHub, while purchases through Microsoft are governed by Microsoft terms. It also says Copilot is covered by the GitHub Data Protection Agreement for generally available features and specified previews. Review the current GitHub approval resources for the relevant purchase route and enabled features.

For administration, GitHub documents enterprise accounts for managing licenses and centralized governance through AI Controls and enterprise-managed settings. Available settings include restricting plugins, controlling feature availability, and choosing a default model; some settings may be distributed through MDM or files. See GitHub’s Copilot Business setup guide.
The approval materials also direct IT and security teams to compliance attestations, feature policies, audit logs, sensitive-content exclusions, firewall and proxy allowlists, network settings, and possible proxy routing or interception. These are useful enterprise review and governance controls. They do not establish source-code isolation through customer hosting, nor do the cited materials alone settle every question about prompt handling, retention, residency, or subprocessors. Check the current agreement and feature-specific documentation for your exact plan and enabled capabilities.

How to choose based on data-control requirements
Choose Bob self-hosted when backend placement is a requirement
Bob is the documented fit if policy requires the assistant backend to run in infrastructure your organization manages and you can operate OpenShift and the associated services. To make a stronger claim that code and development context remain inside your boundary, also choose a supported self-hosted model configuration and verify its network reachability and data flows. A hybrid external-model design changes that answer.
Evaluate Copilot Business when centralized governance is the priority
Copilot Business is documented with enterprise license management, centralized settings, and security and approval materials. If your requirement is specifically a customer-hosted or fully on-premises Copilot backend, the cited documentation does not establish that capability. If you are evaluating it for data handling rather than hosting, review the governing terms for your purchase channel and the documentation for the features you intend to enable.

Use a deployment review, not the product label, to decide
- Map the data path: Identify what code, prompts, development context, and artifacts are involved, which services receive them, and whether requests can reach external endpoints.
- Confirm contractual scope: Match the agreement and data-protection terms to the actual purchaser, plan, generally available features, and previews in use.
- Assign operational ownership: For Bob, name owners for OpenShift, model serving, identity, network, storage, upgrades, availability, security logs, and monitoring.
- Check network requirements: For Bob, validate access to the supported model endpoints. For Copilot, follow GitHub’s allowlist, proxy, and network-setting guidance.
- Test governance settings: Confirm that the selected product’s policies, exclusions, audit mechanisms, and administrative settings match internal requirements.
Questions to take into procurement and security review
- Is customer-managed hosting mandatory, or are governance controls and contractual protections sufficient?
- For Bob, will inference be self-hosted, external, or hybrid, and what data crosses each network boundary?
- Who supplies and operates the model endpoint and guardrail model for Bob?
- Who configures and retains Bob’s security logs and monitors the OpenShift platform?
- For Copilot, is the purchase direct from GitHub or through Microsoft, and which features are enabled?
- Which current terms and feature-specific materials answer the organization’s retention, residency, and subprocessors questions?
