Neither type is inherently safer. Safety depends on the particular robot, what it does, who is nearby, the space it moves through, its safeguards, and how it responds to faults. Compare the specific robot and task—not the labels. A telepresence robot is defined by remote presence or operation; a humanoid robot is defined by its body form. Those descriptions can overlap, so a remotely operated humanoid is possible.

The evidence does not establish a universal winner or a comparable injury rate for the two categories. A careful decision therefore starts with the deployment: intended use, people who may be exposed, physical contact, mobility, control arrangements, emergency behavior, and the standards that actually apply in the relevant jurisdiction.

What the two labels tell you—and what they do not

“Telepresence” and “humanoid” describe different aspects of a robot. Telepresence refers to using a robot to provide a person with a remote presence, often through a camera, screen, microphone, speaker, and mobile base. Humanoid refers to a human-like body form. Neither term, by itself, specifies a robot’s speed, force, autonomy, stability, protective systems, or intended use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction matters when assessing risk. A remote operator may steer a telepresence robot, but remote control does not remove the possibility of a collision, trip hazard, or loss of situational awareness. A humanoid’s form does not prove that it can grasp, lift, or walk safely; those abilities and their safeguards depend on the particular design and application. Some systems may have characteristics of both categories.

Question Telepresence description Humanoid description
What does the label describe? Remote presence or operation Body form
Does the label establish how much autonomy the robot has? No. Remote operation may be involved, but the label does not establish which actions are remote, autonomous, or supervised. No. Body form does not establish how the robot is controlled.
Does the label establish physical risk? No. Risk depends on the robot’s capabilities, surroundings, safeguards, and use. No. Risk depends on the design, task, surroundings, safeguards, and use.

The categories are therefore not a reliable safety ranking. A useful comparison starts with what each candidate will actually do and who could be exposed to it.

Why a single feature cannot decide the comparison

Safety is multidimensional. A low-mass mobile base may still create a trip or collision hazard in a crowded hallway, while a larger machine may be separated from people by controlled access. A humanoid that never touches anyone may present mainly a mobility and stability question; the same platform used for lifting or carrying introduces force, dropped-object, and balance concerns. A telepresence unit may be remotely driven most of the time but still perform automatic navigation or obstacle responses. Those differences are more informative than the category name.

  • Contact and force: Determine whether the system can touch, grasp, lift, push, or strike a person, and whether a fall or dropped object could injure someone.
  • Mobility and surroundings: Map stairs, doors, furniture, vehicles, pets, children, visitors, and crowded work areas. These create different trip, pinch, crush, and collision exposures.
  • Autonomy and supervision: Separate actions that are autonomous from those remotely commanded or directly supervised. Identify what the operator can actually perceive and control.
  • Failure response: Examine power loss, communication loss, sensor faults, software errors, unexpected obstacles, loss of balance, and emergency-stop behavior. A stop or de-energization event is not automatically harmless; its consequences depend on the robot’s position and task.
  • Safeguards and operating controls: Check speed and force limits, separation, barriers, access control, training, maintenance, and emergency procedures for the exact model and configuration.

This approach also prevents a common mistake: treating a familiar control method as a guarantee. Remote operation can reduce the operator’s physical exposure while leaving other people near the machine exposed. Conversely, an autonomous function may be bounded by effective separation and protective controls. Only the complete deployment can show which risk is greater.

Which is safer in a home?

In a home, assess the robot in the rooms, routes, and routines where it will be used. A robot that moves near a person, child, pet, visitor, or caregiver creates different exposure than one kept in a controlled area. The relevant question is not whether a machine looks human-like or is remotely operated, but what can happen during normal use and when something goes wrong.

Check the task and potential contact

  • Could the robot touch, push, grasp, lift, or collide with someone?
  • Could it tip or fall, or could it drop something? Consider who might be in the area if that happens.
  • Could moving parts create a pinch or crush hazard, or could movement cause a person to trip?
  • Will a caregiver, resident, child, pet, or visitor be expected to approach it while it is moving or carrying out a task?

Check the home environment

  • Identify routes near stairs, doorways, furniture, and other places where a person or object might obstruct movement.
  • Consider whether children, pets, or visitors could enter the robot’s path or reach an area where it operates.
  • Check whether the robot’s operating instructions address the intended home setting and the people who may be nearby.
  • Decide how access will be controlled during maintenance, charging, or a fault, and who is responsible for responding to an alarm or stop condition.

Check how remote operation works

For a remotely operated system, determine what the operator can see and control, and what happens if the operator loses awareness of the robot’s surroundings. A camera view or remote operator should not be treated as proof that a collision cannot occur. Establish which actions are directly commanded, which may happen automatically, and how the system behaves if communication is lost.

For a humanoid system, assess any movement, contact, or carrying task the system is actually intended to perform. If it can lose balance or stop unexpectedly, consider what that event would mean for people nearby; do not assume that stopping or removing power is automatically safe.

For either type, test the proposed route and task under ordinary household conditions rather than relying only on a demonstration in an uncluttered room. Record obstacles, people who may enter unexpectedly, and any point at which the instructions require a supervisor or a restricted area.

Which is safer in a workplace?

Workplace safety depends on the actual work area and the robot’s role. A shared space with workers, visitors, vehicles, or other moving equipment calls for a different assessment from a separated or controlled area. First establish whether the intended use is industrial or non-industrial; the label “robot” alone does not determine which standards apply.

Map exposure before comparing machines

  • Identify everyone who could enter the operating area, including workers who do not operate the robot.
  • Consider contact, collision, falling, dropped objects, trip hazards, and pinch or crush points for the task in question.
  • Establish whether the robot is autonomous, remotely commanded, directly supervised, or uses a combination of these modes.
  • Review access controls, separation or protective barriers where appropriate, operating procedures, operator training, maintenance, and emergency procedures.
  • Account for visitors, contractors, vehicles, and other equipment that may change the environment after the original assessment.

Include foreseeable failures

Assess what the exact robot does when power is lost, communication drops, a sensor faults, software behaves unexpectedly, an obstacle appears, or an emergency stop is activated. The response needs to be considered in context: for example, a humanoid that loses balance may present a different nearby-person hazard from a mobile system that stops upright. The safe response cannot be inferred from the category name.

Ask the manufacturer for instructions and safety information that cover the intended task and environment. If those materials do not explain a relevant failure or hazard, do not fill the gap with an assumption based on another robot or on the product category.

In a workplace, also assign responsibility for restarting the system after a stop, inspecting it after a collision or fall, and keeping safeguards in place. A written procedure should identify who may enter the area, who may change the operating mode, and how workers report an unexpected behavior.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to compare two specific robots

Use the same task and environment for both candidates. A comparison is not meaningful if one robot is assessed in a controlled space and the other in a crowded one, or if their intended tasks differ. Record the answers and unresolved questions for each model.

  1. Define the use. Write down the task, location, expected operating hours, and who may be present. Be specific about whether the robot will move among people or make physical contact.
  2. Describe control and supervision. List which actions are autonomous, remotely commanded, or directly supervised. For remote operation, establish what the operator can perceive and what happens when communication or situational awareness is lost.
  3. Identify hazards for that task. Consider contact and force, collision, falls or dropped objects, mobility around people and obstacles, and trip, pinch, crush, or ejection hazards where relevant.
  4. Review safeguards and operating controls. Check the model’s speed and force limits, separation measures, barriers, access controls, training, maintenance instructions, and emergency procedures. Use only claims supported by the manufacturer’s materials for that model and configuration.
  5. Walk through failure cases. For each relevant event—such as power or communication loss, sensor fault, software error, unexpected obstacle, or emergency stop—establish what the robot will do and how that response affects nearby people.
  6. Establish the applicable framework. Confirm the jurisdiction and intended-use category, then ask what conformity or test evidence applies to the exact system and use. A reference to a standard is not, on its own, proof that a deployment is safe or that a product is certified.
  7. Resolve gaps before deployment. If the instructions, risk assessment, or failure-response information do not address a material hazard, get an answer from the manufacturer and have a qualified safety professional assess the proposed use.
Comparison record Questions to document
People and exposure Who can enter, how close can they get, and can exposure occur without the operator knowing?
Movement and contact What can the robot touch, carry, push, or drop, and what happens if it falls or meets an obstacle?
Control modes Which functions are autonomous, remotely commanded, or supervised, and what information reaches the operator?
Safeguards What speed or force limits, barriers, separation, access controls, training, and maintenance requirements apply?
Fault behavior What happens after power, communication, sensor, software, balance, or emergency-stop failures?
Evidence Which instructions, risk assessment, tests, or conformity documents cover this exact model, configuration, task, and jurisdiction?

Do not turn this into a score based on a single feature, such as whether a person operates the robot remotely or whether it walks on two legs. A safeguard matters only insofar as it addresses the hazards in the actual use case.

What safety standards apply?

Standards have defined scopes. Choosing a standard starts with the jurisdiction and intended use; citing one standard does not settle every safety question about a particular robot.

ISO 10218: industrial robot systems

OSHA describes ISO 10218 as applying to industrial robot systems. Part 2 covers requirements and guidance for integrating industrial robots into complete systems, including end-effectors and related equipment. OSHA also says ISO 10218 does not apply to non-industrial robots, although its safety principles may be used for them. A robot’s being remotely operated does not, by itself, make ISO 10218 applicable or establish compliance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OSHA states: “ISO 10218 does not apply to non-industrial robots although the safety principles established in ISO 10218 may be utilized for these other robots.” That distinction matters for a telepresence device used in a home, office, hospital, or other non-industrial setting. Do not label it compliant solely because it is tele-operated.

ISO 13482 and personal-care robot guidance

ISO/TR 23482-1:2020 describes test methods that can be used to test personal-care robots against ISO 13482 requirements. ISO says the manufacturer determines the tests and parameters based on a risk assessment of the robot’s design and use: “The manufacturer determines the required tests and appropriate testing parameters based on a risk assessment of the robot’s design and usage.” The tests and parameters are therefore not a universal checklist that applies identically to every product.

ISO/TR 23482-2:2019 is an application guide intended to facilitate design in conformity with ISO 13482; it includes guidance on risk assessment and close human-robot interaction or contact. Its named application examples include mobile servant, physical assistant, and person carrier robots.

These documents address personal-care robot applications; their existence does not establish that every household or workplace robot falls within their scope, has been tested, or is safe for a particular task. Check the intended-use category and the evidence for the exact product.

Humanoid robots and intelligent control systems

IEEE P3870 is described as a framework with safety-assurance requirements for intelligent control systems in humanoid robots. TÜV SÜD says: “There is currently no fully harmonised standard for humanoid robots as a complete system.” It describes assessing related standards against intended use and target market. A framework for a control system is not the same as a complete-system safety determination. Product-specific conformity evidence still matters.

Reference Scope described by the cited source What the reference alone does not establish
ISO 10218 Industrial robot systems; Part 2 addresses integration into complete systems. Applicability to a non-industrial robot, or safety of a particular deployment.
ISO/TR 23482-1:2020 Test methods that can be used to test personal-care robots against ISO 13482 requirements. Which tests and parameters apply to every robot; the manufacturer selects them based on design-and-use risk assessment.
ISO/TR 23482-2:2019 Application guidance for ISO 13482, including risk assessment and close interaction in named personal-care applications. That a specific product or use has been assessed or conforms.
IEEE P3870 A framework and safety-assurance requirements for intelligent control systems in humanoid robots. A harmonised standard for the complete humanoid robot system.

What the available evidence can—and cannot—say

The cited standards and safety guidance support comparing intended use, design-specific hazards, and safeguards. They do not provide a head-to-head safety trial or comparable injury-rate statistic for humanoid versus telepresence robots. No numerical ranking between the categories is therefore established here, and an industrial robot incident count would not answer this comparison.

Nor does a standard reference prove that a particular robot is certified, that the standard applies in the deployment’s jurisdiction, or that the system is safe for the proposed task. Those conclusions require model- and use-specific evidence.

No particular robot model, accessory, replacement part, or safety product is substantiated as the right purchase for this general comparison. Prices and ownership costs cannot be compared meaningfully without a defined model, configuration, operating environment, maintenance plan, and required safeguards. Treat a low purchase price or a marketing claim as irrelevant to safety unless the documented deployment controls address the actual hazards.

Before allowing people near the robot

  • Obtain the manufacturer’s instructions and safety information for the exact model, configuration, and intended use.
  • Confirm the use case, jurisdiction, applicable standards, and available conformity or test evidence.
  • Document who may be exposed, what contact or movement may occur, and how the robot behaves during relevant faults and emergencies.
  • Set operating controls, training, maintenance, access, and emergency procedures appropriate to the assessed risks.
  • Run the proposed task in its real environment, including expected obstacles and nearby people, and record any behavior that differs from the instructions.
  • Have a qualified safety professional review unresolved hazards before deployment, especially where the robot moves near people or can make physical contact.

The practical choice is the specific system whose documented safeguards and failure behavior adequately address the risks of the intended task—not whichever category sounds safer.

Frequently asked questions

Are humanoid robots safe around people?

There is no category-wide answer. Assess the humanoid’s intended task, contact and force capabilities, stability, surroundings, control mode, safeguards, and behavior during faults. A human-like shape does not establish safety, and the reviewed standards do not provide a universal injury-rate ranking for humanoids.

Are telepresence robots safe in the home?

They can still collide, create trip hazards, or enter unsafe locations. Remote operation does not remove physical risk or guarantee that the operator sees every obstacle. Check routes, stairs, children, pets, visitors, automatic functions, communication loss, and emergency behavior for the exact model.

What safety standards apply to humanoid robots?

IEEE P3870 is described as a framework and safety-assurance requirements for intelligent control systems in humanoid robots. TÜV SÜD reports that no fully harmonised standard currently covers humanoid robots as complete systems. Determine the intended use and target market, then obtain product-specific conformity and risk evidence.

Does ISO 10218 cover a telepresence robot?

Not simply because it is remotely operated. OSHA describes ISO 10218 as applying to industrial robot systems and says it does not apply to non-industrial robots, although its principles may be used for them. Applicability depends on the deployment and jurisdiction.

Does ISO 13482 prove that a personal-care robot is safe?

No. ISO/TR 23482 documents describe test methods and application guidance for personal-care robots. The manufacturer determines tests and parameters from a risk assessment of the robot’s design and use. Confirm that the exact product and task were assessed and that the evidence covers the people and environment involved.

Is there a published injury-rate comparison between the two categories?

No comparable injury-rate figure or head-to-head safety outcome is established by the cited sources. Avoid borrowing industrial robot statistics or assigning a numerical ranking that the evidence does not support.

What should a buyer or employer ask before deployment?

Ask for the model-specific instructions, intended-use limits, risk assessment, safeguards, test or conformity evidence, training and maintenance requirements, and documented responses to power loss, communication loss, sensor faults, software errors, obstacles, falls, and emergency stops. Have a qualified safety professional review any unresolved material hazard.
