A 403 error means access was refused, but it does not by itself show that a website blocked requests because they came from India. First identify which request received the error: your request to HTML/CSS to Image (HCTI), or HCTI’s attempt to load the target website. The right fix depends on that distinction.
First, find which request returned 403
A screenshot workflow involves at least two requests: your client sends a request to HCTI’s API, and HCTI’s renderer requests the website you want to capture. A 403 from the first is an API-access problem; a 403 from the second is a target-site access problem. Cloudflare notes that 403 means a request was understood but refused; the status alone does not identify the cause. Cloudflare’s 403 guide describes possible security-related causes.
- Inspect the HTTP status and response body for the POST to
https://hcti.io/v1/image. - If that request succeeded, inspect the rendered result or any error details HCTI provides to determine whether the target page itself refused access.
- Record the response body and relevant headers. Cloudflare-branded error pages can help distinguish a Cloudflare response from a plain origin response, but branding alone does not identify the specific rule responsible.
Do not assume that an Indian domain, an Indian visitor, or the target’s location caused the refusal. Establish the failing request and its response before changing credentials, headers, or network configuration.
If HCTI’s API request returned 403
HCTI documents an API 403 as a permission or plan-access issue. Check the response message for the missing permission or plan requirement, and confirm that the API key belongs to the organization and resource you intend to use. Creating an image requires the images:create permission. HCTI distinguishes this from a 401, which it associates with missing or invalid credentials or a disabled key. - Use the response body to identify the permission or plan requirement rather than treating every 403 as a bad password.
- Verify the key is active and associated with the correct organization.
- Ask an account administrator to grant the required permission or confirm plan access if you cannot change those settings.
If the target website returned 403
HCTI authentication can be valid even when the target website refuses the renderer’s request. If you do not administer the site, contact its owner and ask whether automated rendering or the particular request is allowed. If you administer it, review origin access permissions and IP deny rules, along with any Cloudflare security configuration.
Cloudflare lists several potential sources of a 403, including WAF rules, security level, DDoS protection, Browser Integrity Check, and validation checks. Its documentation does not identify which setting caused an error on a particular website. Review the relevant security events and rules on the site rather than disabling protections indiscriminately. See Cloudflare’s 403 troubleshooting guidance.

For an authorized page, check headers and login requirements
HCTI supports custom headers for URL screenshots, subject to origin restrictions: headers are limited to the requested origin and any additional origins explicitly allowed. This can help when an authorized page requires a session cookie or authorization token. HCTI’s URL screenshot feature does not automate an interactive login, so it cannot complete a login form as a visitor would.
Only send cookies or tokens for pages you are authorized to access. Treat them as secrets, avoid logging them, and do not expose them in shared code or support requests. HCTI explains header use and restrictions in its URL-to-image documentation.

Use a proxy only for a confirmed stable-egress requirement
HCTI says it does not provide a static renderer IP list because its rendering servers scale dynamically on AWS, so source IPs can change. If the site owner confirms that stable egress is required, HCTI documents configuring an HTTP proxy. Coordinate the proxy and allowlisting arrangement with the site owner; the documentation does not establish that a proxy will fix a country-based restriction or any other security denial. Escalate with useful evidence
If the cause remains unclear, HCTI directs users to support@htmlcsstoimage.com. Include the requested URL, failure time, status, response body or screenshot, relevant headers, and whether the failure came from the API request or the target page. Redact API keys, session cookies, and authorization tokens before sending.
