AI can raise electricity costs for ordinary customers even when no data centre appears on their bill. The path runs through utility connection requests, new generation and transmission, capacity contracts and rate cases. Whether households actually pay depends on which costs regulators assign to the data centre and which they spread across the wider customer base. A 2026 Rutgers analysis found no statistically significant bill increase associated with data-centre locations so far, but federal and regional forecasts show rapidly growing demand and greater pressure on grids. The practical question is not simply whether AI uses more power; it is whether each project pays the costs and risks it creates.
Is AI really driving electricity demand?
Yes. AI training and inference run primarily in data centres, where servers account for about 60% of electricity use. Cooling adds roughly 7% in efficient hyperscale facilities and more than 30% in less-efficient enterprise sites, so a facility’s design materially changes its grid load.
The International Energy Agency (IEA) estimated global data-centre consumption at 415 TWh in 2024, about 1.5% of worldwide electricity use. Demand had grown approximately 12% per year over the previous five years. A 2025 IEA update reported 17% year-over-year growth in total data-centre demand and 50% growth in AI-focused facilities. Its figures put consumption at 485 TWh in 2025 and project about 950 TWh in 2030; the earlier base case projected 945 TWh in 2030, just under 3% of global electricity demand.

How does a data centre’s power demand reach a household bill?
The financing chain starts when a large facility requests a grid connection. The request can require new power plants, transmission lines, substations, transformers, distribution equipment and reserved generation capacity. A utility or regional market then proposes how those investments will be recovered.
Some costs can be assigned directly to the project through connection charges, special tariffs or contracts. Other costs may enter a utility’s broader rate base or a regional capacity and transmission charge paid by many customers. The IEA warns that recovering new network or generation investment from all users can increase other customers’ bills. Conversely, a data centre that uses existing capacity and pays its incremental share can spread fixed system costs without creating the same upward pressure.
Capacity is often more important than the number of kilowatt-hours consumed. Utilities must reserve enough dependable supply and network capability for a large load’s peak demand, even if the facility later operates below its forecast. Large-load tariffs therefore use safeguards such as minimum-payment commitments, long-term contracts matched to asset life, collateral, exit fees, phased connections and financial commitments made before construction. These provisions protect customers if a project is delayed, downsized, cancels or leaves before dedicated assets are paid off.

Are households paying more already?
The best current household evidence does not show a clear, statistically significant increase yet, but it also cannot establish that bills will never rise. Researchers at the Rutgers New Jersey State Policy Lab assembled a panel of 22,834 state–ZIP units from 2014–2024 and 2,277 operational data centres through 2024 across 24 states.
Their initial comparison found bills in data-centre ZIP codes about $2.09 higher per month. A matched comparison reduced the estimate to approximately $0.90 per month, which was not statistically significant. Controlling for income produced an estimate of about $1.84 per month, also not statistically significant. At the utility-territory level, the estimate was roughly $0.35 per month and likewise indistinguishable from zero.
Those results describe observed relationships through 2024, not a guarantee for future rate cases. The Rutgers team notes that longer-run estimates are less certain because fewer observations are available. Costs can move into residential rates later through infrastructure plans, regulatory proceedings or regional-market charges after a facility’s connection is approved.

Where could electricity-price pressure be sharper?
The national effect is uneven because data centres cluster in particular transmission and wholesale-market regions. The U.S. Energy Information Administration says electricity demand grew about 1.7% annually from 2020 through 2025, compared with 0.1% annually from 2005 through 2019, with data centres among the drivers.

In EIA’s higher-demand scenario, modeled 2027 wholesale prices are $37 per megawatt-hour higher in ERCOT than its baseline. The corresponding modeled increases are $2.60/MWh in PJM and $3.00/MWh in New York and New England. These are wholesale-market scenarios, not direct forecasts of a household bill. Retail rates also reflect utility regulation, fuel costs, weather, taxes and distribution charges, as well as whether the large load pays for dedicated infrastructure.
What are regulators doing to stop cost shifting?
The U.S. Department of Energy’s January 2025 rate-design brief frames four tests for large-load policy: fair cost allocation, protection against stranded investments, resource adequacy and appropriate risk-sharing for newer technologies. It also examines how carbon-free supply matching and onsite generation should count, including whether onsite resources can provide dependable capacity rather than simply reducing a facility’s net meter reading.

On June 18, 2026, the Federal Energy Regulatory Commission ordered PJM, MISO, SPP, CAISO, ISO-NE and NYISO to justify or reform their large-load tariffs. The orders address transmission-study procedures, transparency into transmission costs, prevention of cost shifting, co-location and behind-the-meter generation, flexible large-load services and studies of generation serving co-located facilities. FERC Chairman Laura V. Swett said the action was intended to build a reliable grid while safeguarding consumers.
How can you evaluate an AI data-centre proposal near you?
Use the utility filing, tariff language and regional-market documents rather than relying on a project’s headline job or tax figures. Ask these questions in a rate case, public meeting or records request:

Track proposed large-load tariffs, integrated-resource plans, transmission cost-allocation filings and regional capacity-market changes. A project can appear inexpensive at the retail meter while creating obligations elsewhere in the system, so look for the treatment of reserved capacity and the consequences if the forecast load never arrives.

Also distinguish a renewable-energy contract from physical grid adequacy. A contract may document energy attributes without paying for local transformers, transmission upgrades or dependable capacity at the hour the system is stressed. The relevant filing should explain who funds each asset, how long the obligation lasts and what happens if the data centre’s operating profile changes.

Can a data centre lower my bill instead of raising it?
It can, under specific conditions. If the facility pays incremental costs and uses spare capacity, its contribution can help spread fixed grid expenses across more consumption. That outcome depends on the tariff and actual utilization, not simply on the facility being large.
Do renewable-energy purchases make an AI facility cost-free for the grid?
No. Energy certificates or contracts do not automatically fund local substations, transmission upgrades, backup capacity or system-balancing services. Regulators need to account for both the facility’s energy procurement and its physical reliability requirements.

Why can wholesale prices rise while my retail rate stays unchanged?
Retail utilities often adjust rates only after regulatory approval and may hedge fuel or power purchases. A wholesale increase can therefore appear later, be partly absorbed by existing contracts or be offset by other changes in the utility’s revenue requirement.
