Xbox Cloud Gaming runs a supported game on a remote Xbox server in Microsoft Azure, then streams the video to your device while sending your controller inputs back over the internet. You can play without installing or running the game locally, but you still need a compatible device, a supported game and region, a suitable connection, and—usually—an eligible Game Pass plan. Streaming also uses server capacity for every active session, which is why Microsoft says the cost of providing cloud gaming rises as usage grows.
What happens when you start a cloud game?
Microsoft’s developer overview describes a session as a sequence: you choose a game, the service assigns an Xbox server from a pool, the service signs you into that server and launches the game, and the game closes and synchronizes save or session data when you finish. The remote server renders and encodes the game; your device decodes and displays the stream. Your button presses and other inputs travel back to the server so the game can respond.
- Select a supported game. The service checks that the title is available for cloud play in your region and under your access method.
- Connect to a server. Xbox assigns a server from its pool; Microsoft says players connect to a nearby datacenter, though the actual network route and its quality vary.
- Play over a two-way connection. The server sends video and audio to your device, while your inputs go back to the running game.
- End the session. The game closes and relevant save or session data is synchronized.
This is different from Xbox Remote Play. Remote Play streams a game running on your own Xbox console; Cloud Gaming runs it on an Xbox server in Azure. Cloud play can also let an Xbox One owner play eligible games designed for Xbox Series X|S without first buying a newer console.
What you need to play
Cloud gaming avoids the need for a local console or gaming PC powerful enough to run the game, but it does not remove other requirements. You need service availability in your region, a compatible device, a title enabled for cloud play, and a reliable internet connection. Most access to the Game Pass library requires an eligible subscription. Xbox identifies supported free-to-play games, including Fortnite, as exceptions to the usual paid-library requirement; eligibility and availability can vary.

- Check the game: Not every Xbox game is cloud-playable, and the catalog can change.
- Check the device and region: Xbox supports a range of phones, browsers, PCs, TVs, and other endpoints, but support depends on the model and market. Confirm compatibility on Xbox’s cloud gaming page before buying a device.
- Check the input: Xbox says most games require a connected gamepad. It lists Xbox controllers as well as partner and selected third-party controllers. Some games support touch controls on mobile, and selected titles support mouse and keyboard.
Microsoft has identified browser play, Samsung TVs, Fire TV devices, and Meta Quest headsets as endpoints, but that does not mean every model works. Consult Xbox’s current device and region information for the exact combination you plan to use.
Connection quality, latency, and picture quality
Xbox currently recommends at least 10 Mbps on mobile devices and 20 Mbps on consoles, PCs, and tablets for best performance, and recommends 5 GHz Wi-Fi or mobile data. These are recommendations, not guarantees or universal minimums: Xbox says results depend on your connection, location, device, and other factors. The service does not publish a universal data-per-hour figure in the cited guidance, so a precise monthly data estimate cannot be given from those recommendations alone. Your internet provider’s fees and mobile-data limits may still apply.

Cloud games are more sensitive to delay than ordinary video streaming. A video service can buffer content in advance; a game must receive your input, process it, and return the next frame quickly enough to feel responsive. Delay can arise in game processing, encoding and decoding, the network path, or the device itself. Congestion or limited bandwidth can also lower image quality or interrupt play. A 2024 IFIP Networking paper tested cloud-game behavior under particular controlled bandwidth and added-latency conditions; its measurements illustrate these effects but should not be treated as Xbox-wide requirements or a prediction for every home network.
In a March 2025 developer article, Microsoft reported that its Direct Capture optimization reduced input latency by 16–72 milliseconds, depending on the game. That is a reported reduction from a particular optimization, not the total end-to-end latency a player will experience.

Why cloud gaming has costs beyond the subscription
What the player may pay
A Game Pass subscription does not pay your internet provider. You may also face mobile-data charges or a data cap, depending on your plan. Xbox’s connection recommendations are not a data-use estimate, and the cited official guidance does not state a universal number of gigabytes per hour. Check your provider’s terms if you plan to play over a capped connection.
Why Microsoft’s service costs grow with use
Each active cloud session uses remote gaming-server capacity and streaming resources. Microsoft’s documentation describes assigning a server to a player’s session; in its September 3, 2026 Xbox Wire announcement, the company explained: “We’re introducing this model because the cost of providing cloud gaming grows as more people use it and play for longer.” In other words, cloud play shifts the need for local gaming hardware to Microsoft’s infrastructure, but does not make the computing and delivery costs disappear.

Announced cloud-hour allowances from November 2026
In an announcement dated September 3, 2026, Xbox said Game Pass plans would include monthly cloud-hour allowances beginning in November 2026. The announcement listed these allowances:

These are announced future limits, not a statement that the change has already taken effect. Xbox said it would share the price and purchase options for additional playtime before the change begins, so no extra-hour price can be stated from that announcement. Xbox also cautioned that features and availability may vary by market. For a current plan decision, verify the live plan terms and local prices rather than assuming the announcement applies identically everywhere.

Cloud play or a local console?
The choice is a trade-off, not simply a cheaper-versus-more-expensive comparison. Cloud play can avoid an upfront console purchase and broaden the devices on which you can access supported games, but it depends on internet quality and remote availability. A local console requires hardware but runs the game in your home; Remote Play still depends on a network connection when you stream away from that console. Compare the following factors for your own situation:
- Upfront hardware: Cloud play can work on a compatible device you already own; local play requires a console capable of running the game.
- Connection and data: Cloud play relies on a stable internet path and may consume mobile data. Local console play does not need cloud delivery for a game running on the console, although online features may still require internet access.
- Responsiveness and image: A cloud session adds network travel in both directions, so route quality and latency matter. A local game avoids that cloud round trip.
- Game and device access: Cloud access is limited to supported games, devices, regions, and subscription or free-play eligibility; a local console’s options depend on its own catalog and compatibility.
- Ongoing cost: Consider subscription terms, internet service, possible mobile-data costs, and the announced cloud-hour limits. Xbox had not published the price for additional hours in the cited September 2026 announcement.
What the usage figures do—and do not—show
Microsoft Game Dev reported that 140 million hours of gameplay were streamed through Xbox Cloud Gaming during October–December 2024. That is a usage figure for that quarter, not an annual total or a measure of current use. It provides context for the scale of cloud gaming, but it does not specify the cost per session or the amount Microsoft spends on the service.
