Will Howard was listed inactive for Pittsburgh’s Thursday, Oct. 1, 2026, game against Cleveland, but RotoWire reported that he was designated as the Steelers’ emergency quarterback. In practical terms, he was outside the normal game rotation, with a contingency role if both Aaron Rodgers and Mason Rudolph became unavailable under the conditions RotoWire described.
How could Howard be inactive and still be the emergency quarterback?
The two descriptions refer to different game-day roles. Pittsburgh’s official inactive list identifies Howard as “QB Will Howard (3rd QB),” meaning he was not among the quarterbacks in the ordinary active lineup. RotoWire’s Oct. 1 report says he was designated as the emergency quarterback, a contingency option rather than a regular participant in the game rotation.
When could Howard enter the game?
RotoWire reported that Howard could enter if both Rodgers and Rudolph were unavailable because of injury, illness, or ejection. That is the condition reported for this game; the emergency designation does not mean Howard was expected to play in the normal rotation.

RotoWire likewise identified Rodgers and Rudolph as the two quarterbacks ahead of Howard for the Cleveland game. The depth-chart order and the game-specific inactive/emergency designation answer separate questions: the chart gives Pittsburgh’s listed order, while the designation describes Howard’s role for that game.
Was Howard inactive because of an injury?
The available game-day reporting does not say Howard was injured. The Steelers’ inactive list labels him as the third quarterback, and RotoWire characterizes the inactive status as a coach’s decision. The emergency designation alone is not evidence of an injury or a change to the starting quarterback.
