There is no single “India tariff” that determines what a US shopper pays. The final result depends on the product’s Harmonized Tariff Schedule (HTS) classification, country of origin, customs value, entry date, any exemption, the seller’s pricing, the carrier and the fulfillment route. A tariff can raise the landed cost without changing the carrier’s base freight rate, and customs or supply-chain changes can make delivery less predictable without adding a fixed number of days.

As of October 19, 2026, US importers must check the HTS classification and current Customs and Border Protection (CBP) guidance for the shipment’s entry date. The rules changed on February 7, 2026, and US-India trade negotiations and exemptions can still alter the calculation.

What a tariff changes—and what it does not

A tariff is an import duty assessed when goods enter the United States. It is normally calculated from the customs value and the rate assigned to the product’s HTS code. The importer is legally responsible for payment, but the economic cost can move through the supply chain in several ways:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • The importer can absorb the duty by accepting a lower margin.
  • A wholesaler or retailer can pass some or all of it to the buyer.
  • The supplier can reduce its price to share the burden.
  • Multiple parties can absorb portions of the cost.

Consequently, a statutory duty rate is not automatically the percentage increase on a product’s shelf price. Competition, inventory purchased before a rule change, exchange rates, retailer margins and the availability of substitute products all affect pass-through.

The tariff is also only one part of landed cost. The executive-order language says the ad valorem duty is added to other applicable duties, fees, taxes, exactions and charges. Brokerage, merchandise-processing charges, inspection, storage and a carrier’s duty-advancement fee can therefore appear on the same import transaction even though they are not the tariff itself.

Current US treatment of India-origin goods

The February 7, 2026 change

CBP guidance states that products of India entered for consumption, or withdrawn from a warehouse for consumption, on or after 12:01 a.m. Eastern time on February 7, 2026, are no longer subject to the additional 25% ad valorem duty imposed by Executive Order 14329. That change is tied to the entry date, not the date a customer placed an order or the date a parcel left India.

Reciprocal tariffs under Executive Order 14257 continued to apply to products that did not qualify for an exemption. A shipment can therefore have a different duty result from an otherwise identical shipment entered before the February 7 cutoff. The applicable HTS provisions and CBP instructions should be checked for every shipment date; tariff programs and exemptions are volatile.

Do not confuse India’s import rates with US rates

The Office of the United States Trade Representative reported that India’s 2024 average applied most-favored-nation tariff was 16.2%. Its reported averages were 13.0% for non-agricultural goods and 36.7% for agricultural goods. Those are duties India applies when goods enter India, not a universal US tariff on Indian products.

USTR examples illustrate how product-specific India’s schedule is: rates cited include up to 50% on motorcycles, 60% on automobiles, 100% on coffee and walnuts, and 150% on alcoholic beverages. They are useful context for US exporters selling into India, but they cannot be used to calculate a US shopper’s import bill.

Why the numbers matter to shoppers

The United States and India had $239.6 billion in goods and services trade in 2025, according to USTR. US goods imports from India were $103.8 billion that year. Separately, the US Census Bureau reported January–July 2026 goods imports of $58.8763 billion and exports of $30.4379 billion. This scale means policy changes can affect inventory and sourcing decisions across many categories, but those aggregate totals do not reveal the duty on a particular order.

How a duty can change the consumer price

Start with the shipment’s customs value and HTS code, then identify the rate and entry date. A simple duty calculation is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

customs duty = customs value × applicable ad valorem rate

That result is not the same as the price shown on a retail website. A seller may have already included expected duty in its price, may collect import charges at checkout, or may leave the buyer to pay the carrier when the parcel arrives. Incoterms and the seller’s fulfillment agreement determine who advances the money.

Illustrative calculation (not a prediction of any product’s rate)

Suppose an importer has a shipment with a $500 customs value and, after checking the HTS code and entry date, finds a hypothetical 15% duty. The duty would be $75. The total amount due to release the shipment could be higher:

Component Illustrative amount What it represents
Customs value $500 Value used for the duty calculation
Hypothetical 15% tariff $75 $500 × 0.15; the actual rate must come from the HTS and current CBP rules
Brokerage, processing, tax or carrier charges Not stated Varies by entry, state, carrier, service and agreement
Potential landed cost before retail margin At least $575 plus applicable charges Does not include the seller’s margin, domestic delivery or other costs

The example demonstrates why applying a headline percentage to the checkout price can be misleading. If the importer absorbs the $75, the consumer may see no immediate increase. If the seller passes it through, the price could rise by less than, equal to or more than $75 after margins and other charges are considered. A foreign-exchange move or a change in supplier pricing can offset or amplify the effect.

Inventory timing and price differences

Two listings for the same model can have different prices because one was imported before a tariff change and another was replenished afterward. A retailer that bought inventory in advance may sell older stock at the previous cost. Another seller may source a component from a different country or use domestic inventory, avoiding the same import event. The advertised country of dispatch is not enough to identify the duty: origin depends on where the product was made or substantially transformed, while the fulfillment location describes where it ships from.

Why shipping charges may change—or stay the same

A tariff generally changes the shipment’s landed cost; it does not automatically change the ocean, air or parcel line-haul price. Freight rates are negotiated or published according to service level, weight, dimensions, fuel and route. A carrier can charge the same transport price while the importer pays more overall because duty and customs-related fees increased.

Charges that can appear beside freight

  • Brokerage: payment for preparing or filing customs entries.
  • Merchandise-processing and related government fees: charges associated with entry processing.
  • Duty and tax advancement: a carrier may pay government amounts first and bill the recipient, sometimes with an advancement fee.
  • Storage or examination: costs that arise if authorities hold freight for inspection or if documents are corrected.
  • Domestic delivery: the final-mile charge after release, which is separate from the import duty.

Some sellers offer delivered-duty-paid service and include these amounts in the checkout price. Others use delivered-duty-unpaid arrangements, leaving the recipient responsible at import. Read the shipping and tax line carefully; a low advertised freight price can still produce a larger delivery bill if import charges are collected on arrival.

How tariffs can affect delivery time

No cited official source publishes a universal number of extra days for US-India parcels. A tariff does not create a fixed delay in the way a carrier’s stated transit time does. Its effect is indirect and varies by shipment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mechanisms that add variability

  • Classification questions: customs or the broker may request a more precise description or supporting documents.
  • Entry-date planning: an importer may hold freight to determine which tariff rule applies, particularly around a policy change.
  • Inspections and corrections: an examination, missing invoice detail or valuation dispute can prevent release.
  • Sourcing changes: a company may move production, split orders or consolidate containers, changing the route and schedule.
  • Inventory holds: a seller may wait for a duty estimate or a replenishment from another warehouse before shipping.
  • Route changes: a shipment can move by a different carrier, port or service level when a supplier redesigns its logistics plan.

A 2025 model using 2018–2024 data estimated that delivery-delay risk was associated with a 2.6% modeled decline in output and a 0.4% modeled increase in prices. Those are model results about the broader economic effect of delay risk, not measured US-India parcel delays and not a forecast that a particular order will cost 0.4% more.

Seven variables that explain different totals for “the same” product

When comparing two offers, record these fields rather than relying on a country label or a headline tariff:

Variable Questions to ask Why it changes the result
Product and HTS code What exact item is being imported, and which HTS provision applies? Rates and exemptions are product-specific.
Country of origin Was it made in India, or substantially transformed elsewhere? Dispatch location and legal origin can differ.
Customs value What value is declared for entry? The duty calculation is based on customs value, not necessarily the consumer’s total payment.
Entry date and tariff program When will it enter US consumption, and is an exemption available? The February 7, 2026 rule change demonstrates why timing matters.
Incoterms and seller agreement Who pays duty, tax, brokerage and advancement charges? The same government cost can be hidden in the price or billed to the recipient.
Carrier and service level Which transport mode and delivery promise are included? Freight price and transit reliability are separate from duty.
Inventory and fulfillment route Is the item already in a US warehouse, or will it ship from India? Domestic fulfillment can avoid a new consumer-facing import event.

How to estimate your order before paying

  1. Get the full product description. Ask the seller for the material, intended use, model and manufacturing location. “Ships from India” alone is insufficient.
  2. Identify the HTS classification. For a commercial shipment, the importer or broker should confirm the code. USITC DataWeb is the authoritative starting point for product-level tariff and trade lookup, while CBP guidance controls entry procedures and current measures.
  3. Confirm the customs value. Check whether the quoted amount is the value used for entry or only the retail price. Ask how discounts, assists, insurance and freight are treated in the seller’s import arrangement.
  4. Check the planned entry date. The February 7, 2026 cutoff concerns entry for consumption or withdrawal from a warehouse, not simply the order date. Rules can change, so verify the current CBP instructions close to shipment.
  5. Ask who is the importer of record. That party normally handles the entry and is responsible for duty and documentation, even if the buyer ultimately pays through the seller or carrier.
  6. Request the complete landed-cost breakdown. Separate product price, international freight, duty, taxes, brokerage, processing and any duty-advancement fee.
  7. Check the delivery promise and exceptions. A quoted transit time usually assumes documents are correct and customs releases the shipment without examination. Ask what happens if an inspection or classification review occurs.

Practical ways to reduce surprises

For individual shoppers

  • Prefer listings that state whether duties and taxes are included rather than assuming “free shipping” means free import clearance.
  • Keep the invoice, product description and origin information in case the carrier requests clarification.
  • For urgent purchases, choose a service with a clear customs-brokerage process and leave buffer time; do not rely on the fastest advertised line-haul time alone.
  • Compare a domestically stocked offer with an India-origin shipment using the same total-cost basis.

For businesses importing regularly

  • Maintain a documented HTS-classification decision and review it when the product, materials or manufacturing process changes.
  • Model duty, brokerage and storage separately from freight so a tariff change does not get mistaken for a carrier-rate change.
  • Track entry dates and inventory lots, since goods imported under different rules can have different costs.
  • Build alternate sourcing or fulfillment routes, but recheck origin rules; moving a shipment through another country does not automatically change its origin.
  • Monitor CBP, USTR and USITC notices because exemptions, reciprocal-tariff provisions and US-India negotiations can change the calculation.

Common mistakes to avoid

  • Using India’s 16.2% average as a US import rate: that figure describes India’s 2024 applied MFN tariff, not a blanket US charge.
  • Applying the former 25% surcharge to every 2026 entry: CBP says the additional EO 14329 rate no longer applies to qualifying India-origin products entered from February 7, 2026, while other reciprocal-tariff rules may remain relevant.
  • Multiplying the tariff by the checkout total: duty is tied to customs value and classification, which may not equal the retail total.
  • Calling every import charge “shipping”: freight, duty, brokerage, taxes and storage are different line items.
  • Promising a specific number of delay days: available evidence supports a mechanism and a modeled macroeconomic effect, not a universal US-India delivery allowance.
  • Assuming dispatch country equals origin: legal origin follows production and substantial transformation, not merely the warehouse or postal label.

What to expect on your next order

Expect the seller’s total price, the carrier’s freight charge and the delivery date to respond differently. A tariff may be embedded in the seller’s price or collected at import; the carrier’s base rate may remain unchanged; and customs or sourcing decisions may add uncertainty rather than a predictable delay. The reliable way to evaluate an India-origin order is to verify its HTS code, origin, customs value, entry date, exemption status, Incoterms, carrier and fulfillment route together.
