TSMC is a pure-play foundry: it manufactures chips designed by other companies and does not sell semiconductor products under its own name. Intel is an integrated device manufacturer (IDM): it designs and sells its own chips, manufactures many of them through Intel Foundry, and is also trying to grow a foundry business for outside customers. The key practical difference is that TSMC’s business is built around external customers, while Intel’s manufacturing operation still primarily serves Intel products.

What “pure-play foundry” and “IDM” mean

TSMC: manufacturing for customers

A foundry turns a customer’s semiconductor design into manufactured chips. TSMC describes itself as a pure-play foundry because it focuses on manufacturing for customers rather than designing and selling semiconductor products of its own. In its 2025 Annual Report, TSMC says it does not design, manufacture, or market semiconductor products under its own name, and argues that this means it does not compete with customers through branded chips.

Intel: products and foundry services under one company

An IDM designs and sells its own semiconductor products as well as manufacturing them. Intel’s 2025 Form 10-K describes Intel as both a designer and manufacturer. Its Intel Products business includes Client Computing Group (CCG) and Data Center and AI (DCAI), while Intel Foundry manufactures for those internal product groups and offers services to outside customers.

So the distinction is not that TSMC manufactures while Intel only designs. Both companies manufacture chips; Intel also has its own product business, and TSMC’s model is organized around making chips for other companies.

How their customer relationships differ

Comparison TSMC Intel
Who the foundry serves External chip designers are the center of the business. TSMC reported 534 customers in 2025. Intel’s own CCG and DCAI product groups are major customers; outside foundry work is a strategic growth effort.
External-customer maturity TSMC reported 12,682 products manufactured for customers in 2025. Intel said it had few external foundry customers to date in its 2025 Form 10-K; an equivalent customer or product count was not stated.
Potential product conflict TSMC says it does not sell its own semiconductor products, a structure it says avoids competing with customers. Intel sells its own chips while seeking outside foundry customers. Intel said it has taken steps around service and data/IP separation; that does not change the fact that it is both a product competitor and a foundry provider.

The company-reported customer and product counts illustrate TSMC’s established multi-customer operation; they are not a like-for-like scale comparison because Intel did not report matching counts. TSMC’s 2025 Annual Report calls adherence to its model central to its success: “Our success is predicated on our steadfast adherence to the pure-play foundry business model.”

Intel announced an internal foundry structure in 2023, including a manufacturing-group profit-and-loss account and market-based pricing between its product and manufacturing groups. Intel presented these changes as a way to make costs more visible and create a foundry-style relationship internally. They describe an organizational approach, not evidence that Intel’s external foundry business has reached TSMC’s customer breadth. Intel’s current status is better reflected in its 2025 filing.

What the two companies offer chip customers

TSMC’s manufacturing-centered portfolio

TSMC manufactures customer products across process technologies and invests in advanced manufacturing and packaging. Its 2025 Annual Report lists 305 distinct process technologies deployed that year and describes demand from areas including high-performance computing, smartphones, the Internet of Things, automotive, and digital consumer electronics.

Intel’s external foundry services

Intel lists wafer fabrication, advanced packaging, chiplet integration, and design enablement among its external offerings. Its packaging services can also be used with wafers made at other foundries, so a customer may be able to use Intel for packaging without moving wafer production to Intel. These are offerings Intel reports; the filing does not establish that every service is interchangeable with another provider’s or available on identical terms.

For a prospective customer, the relevant question is therefore not just “Which company has a foundry?” It is whether the provider supports the specific process, design flow, packaging approach, production timing, volume, and location the project requires.

What TSMC’s 2025 scale figures do—and do not—show

TSMC reported the following company-wide or manufacturing figures for 2025 in its Annual Report:

  • 15.0 million 12-inch-equivalent wafer shipments during 2025. Shipments are output over the year, not a measure of maximum capacity.
  • More than 17 million 12-inch-equivalent wafers of annual capacity in 2025. This is a capacity figure, not actual shipments.
  • 74% of wafer revenue came from advanced technologies, which TSMC defines here as 7-nanometer and beyond.
  • US$122.42 billion consolidated revenue and a 59.9% gross profit margin for TSMC in 2025. Both are company-wide financial measures, not foundry-segment figures.

These figures help convey the scale and breadth of TSMC’s operation, but they should not be used to claim a direct financial or manufacturing comparison with Intel Foundry. The companies report different business structures, and TSMC’s revenue and margin figures cover the whole company while Intel Foundry is a segment within an IDM. The cited filings also do not establish a directly comparable independent market-share or cost statistic.

Intel’s process roadmap depends on outside demand

Intel’s 2025 Form 10-K says Intel 18A entered high-volume production in 2025, with Intel seeking to establish it as a significant node for government and enterprise foundry customers. It also identifies 14A as Intel’s first process designed from inception for external customers.

The filing makes the commercial risk unusually explicit: Intel says 14A needs wafer volumes beyond what it expects from its own products for economic efficiency. If it cannot secure a significant external customer, Intel says it may pause or discontinue 14A and later leading-edge process development. This is a statement about conditions and possible future action, not a claim that Intel has already abandoned the node.

Intel summarized its external-business position in the filing: “While we have few external customers to date, developing an external foundry business is a key long-term strategy for our business and one that we aim to have more success with as we move to more advanced nodes.” That qualification matters when assessing Intel’s foundry strategy: it is an active effort, but the company’s own disclosure describes the outside-customer base as limited so far.

Manufacturing geography: operating capacity versus plans

Manufacturing location can matter for supply resilience and customer requirements, but announced facilities should not be counted as current production capacity. TSMC’s 2025 Annual Report describes operations in Taiwan and subsidiaries or affiliates in the United States, Japan, and China, and a Dresden fab under construction. It also describes expansion plans in Arizona and Japan; those plans are not the same as operating output.

Intel’s 2025 Form 10-K says the company slowed construction of its Ohio fab and discontinued planned expansions in Germany and Poland during 2025. Intel’s U.S. manufacturing presence may be relevant to customers seeking geographic options, but the filing’s project changes mean that a planned site should not be treated as an operating source of supply. For either company, a customer should verify which specific facility and process can support the project’s production schedule.

How a chip designer should compare them

TSMC and Intel should not be treated as interchangeable vendors based only on company size or a process-node label. Evaluate the actual project against the provider’s current offer and production readiness:

  • Process and design ecosystem: confirm that the required process is available and that the design tools, libraries, and support fit the chip.
  • Volume and timing: check production qualification, expected yield ramp, committed capacity, and delivery schedule directly with the provider. The cited annual disclosures do not independently compare customer-specific yield, pricing, or support.
  • Packaging and integration: determine whether the project needs advanced packaging or chiplet integration, and whether wafer fabrication and packaging must come from the same supplier.
  • Geography and resilience: distinguish operating facilities from construction and announced expansion, then assess whether the available locations meet the project’s supply requirements.
  • Competitive relationship: consider whether the foundry also sells products in markets adjacent to the customer’s business. TSMC’s pure-play structure and Intel’s IDM structure differ on this point.

The primary company filings establish business models, reported capabilities, and stated roadmaps. They do not by themselves determine which provider will be cheaper, deliver higher yield, or provide a better customer experience for a particular design.
