Yes, a consultant can bill a client for travel time—but whether they can do so, at what rate, and for which parts of a trip depends on what the parties agree to. Put the rule in the signed agreement or statement of work before booking, and define travel hours separately from reimbursable expenses. Clear definitions, prior approval, usable records, and a simple invoice-dispute process make charges easier to understand and check.

Put the travel policy in the agreement before booking

Add the travel-time and travel-expense terms to the governing agreement or statement of work, or incorporate them by reference. Do not rely on an informal understanding after the trip: the client should know the charging method and approve the trip before costs are incurred.

Name the person authorized to approve travel, whether approval must be in writing, and whether it must cover the itinerary, estimated hours, budget, or all three. A filed consulting-agreement example makes prior approval by a company representative a condition for reimbursement of travel costs; that is an example of negotiated contract wording, not a rule for every client. Define which hours count as travel time

Describe the billable journey in terms the client can apply to an actual itinerary. For example, the agreement might count travel from a specified departure point to the client site while excluding the professional’s ordinary commute. Do not leave “travel time” undefined: it could otherwise mean driving time alone, door-to-door time, or the full period away from home or office.

State how the policy treats each segment that could affect the total:

  • Local travel and ordinary commuting
  • Airport or station transfers, check-in time, and security lines
  • Layovers and delays
  • Overnight travel
  • Travel outside normal working hours
  • Time spent working for the client while in transit

There is no single rate or universal approach established by the examples. Talan’s company policy uses its own thresholds and rate distinctions, while a government consultant-policy attachment illustrates reduced-rate travel time in its specific setting. Choose a pricing method and explain how it works

Pick one method or a clearly bounded combination. State the amount or calculation in the agreement, including any cap and when a different rate applies.

If the rate changes according to working status, define what qualifies as client work during transit and how to record it. Avoid charging both travel time and service time for the same hour unless the agreement expressly explains that treatment. If distance, time of day, or travel mode changes the calculation, say how the boundary is measured and who approves an exception.

Separate travel-time charges from expense reimbursement

List reimbursable out-of-pocket costs in a separate provision from compensation for hours. Identify eligible categories—such as transportation, lodging, meals, and local transfers—and any booking rules, spending limits, or exclusions. Say whether reimbursement is for actual documented spending, an allowance, or a mileage method, and identify which method applies to each category.

Specify what proof the client requires, such as receipts, itinerary records, or a mileage log, and how promptly expenses must be submitted. The IRS’s Publication 463 (2025), Travel, Gift, and Car Expenses, says that a person reimbursed for travel or other expenses incurred on a client’s behalf should provide the client an adequate accounting. That is tax guidance about expense substantiation; it does not establish that a client agreed to pay for travel hours.

Federal acquisition rules provide another context-specific example: they address travel costs and contract-service costs distinctly and include documentation and reasonableness considerations. Those provisions apply in federal contracting contexts, not as a default rule for private client agreements. Acquisition.gov, FAR Subpart 31.2.

Require advance approval and make records auditable

Use a written approval step before tickets, lodging, or other costs are committed. Identify the approver and say whether approval covers the estimated expense, the itinerary, the expected travel hours, or any change to the plan. Set a process for urgent changes, such as a delayed connection or a client-requested schedule shift.

Require the travel record and invoice to show enough information for the client to match each charge to the approved trip:

  • Traveler’s name and role, if relevant
  • Date, origin, destination, and business purpose
  • Travel segments and hours claimed, including the applicable rate
  • Any client work performed during transit, without duplicating time
  • Itemized expenses and the required supporting documents

A federal travel-cost provision identifies items such as date and place, purpose, and traveler identity or title as documentation examples; a consultant billing-policy attachment also illustrates time records and pre-approval. Show travel hours and expenses as separate invoice lines. A client should be able to see the date, description, quantity or hours, rate, and amount for time, then inspect expense categories and receipts separately. This makes it easier to question one item without treating the entire travel charge as unexplained.

Resolve edge cases and invoice questions in advance

The agreement should provide an answer for situations likely to change the charge. No common answer for these cases is established by the cited examples, so the parties need to choose and write one.

  • Shared travel: If one trip serves multiple clients, define how time and expenses are allocated; avoid charging the same hour or cost in full to more than one client.
  • Cancellation: State who bears nonrefundable tickets, hotel charges, and reserved travel hours when the client cancels or reschedules.
  • Personal extension: Explain how costs and time are separated if the professional adds personal days to a business trip.
  • Delays or itinerary changes: Say whether additional hours or costs require fresh approval and what records substantiate them.
  • Disputed invoice line: Set a period for the client to identify a specific charge in writing, require the provider to supply relevant time or expense records, and provide a route for escalation.

Also state how undisputed invoice amounts are handled while one travel line is being reviewed. The agreement can preserve payment of undisputed charges while the parties resolve the identified item; the appropriate timetable and procedure depend on the contract and applicable law.

Keep contract terms, tax rules, and legal requirements distinct

A contract answers what the client agreed to pay. Tax guidance addresses how expenses are substantiated and accounted for. Neither should be confused with the other: IRS Publication 463’s expense-accounting guidance does not make travel time billable, and federal acquisition rules do not establish a universal private-client rate.

Contract terms and legal obligations can depend on jurisdiction, profession, and client procurement rules. Have counsel review the language where the amounts or governing requirements warrant it, especially for regulated work or public-sector contracts.
