Use layers: a rain cover to shield the outside of your backpack, a liner to protect the main compartment, and a separate dry sack or waterproof case for electronics. A water-resistant fabric or rain cover alone does not make an ordinary pack waterproof; seams, zippers, and openings can still let water in.
Why a water-resistant backpack can still leak
A pack’s fabric is only one part of its construction. Seams, zippers, pockets, and other access points may admit water even when the fabric sheds rain. REI explains these vulnerabilities in its backpack rain-protection guidance.
Think of protection by what it covers: a rain cover shields the pack’s exterior, a liner protects the main load, and a small dry sack or device case isolates the items most costly to get wet. None of these layers guarantees that everything stays dry in every storm.
How to protect a backpack and its contents

Check the pack and its care instructions
Look for the fabric and construction details, how seams and closures are made, whether a cover is included, and the manufacturer’s cleaning and care guidance. Do not infer that the entire pack is waterproof from a fabric description. Follow the maker’s instructions before cleaning, repairing seams, or applying any water-repellent treatment.

Fit an outer rain cover
Choose a cover that matches the pack’s capacity and shape, then check how it sits over the top and sides. For example, Osprey lists its Medium Ultralight Raincover for 30–50 L packs, with taped seams and a drawcord. Those are specifications for that model, not a universal sizing rule.
A cover is an exterior shield, not a sealed bag. Rain may still reach openings, and wind or the pack’s shape can affect coverage. Keep important gear protected inside the pack too.

Line the main compartment
A pack liner or suitable waterproof bag can protect the main load if the outer pack gets soaked. Place it inside the pack and keep vulnerable items within its protected area. REI discusses liners as one way to keep essential gear dry in its backpack guidance.

Give electronics their own barrier
Put a phone, camera, power bank, or other high-consequence device in a separate dry sack or purpose-built waterproof case, even when using a cover or liner. REI recommends dry bags for vulnerable gear and discusses waterproof cases for phones and cameras in its rainwear and rain-protection guidance.

Match the protection to the likely exposure and the device’s dimensions. A water-resistant pouch, a waterproof non-submersible sack, and a case rated for submersion are different claims. Osprey’s Ultralight 20 Dry Sack w/Window is listed as a 20 L, IPX5 waterproof, non-submersible sack. Do not treat that rating as permission to immerse it; check the current maker documentation for the product you choose.
Should you use a pack liner or dry bags?
They protect different amounts of gear, so they can work together. A liner protects the main compartment’s contents as a group; smaller dry sacks create separate barriers for selected items such as electronics. Choose based on what must stay dry, how much access you need while walking, the extra bulk you can carry, and the protection rating the exposure requires.

Will a backpack rain cover keep everything dry?
No cover should be treated as a guarantee that everything inside will remain dry. It shields the outside, but it does not close every opening or protect items individually. Use a liner for the main load and a separate rated sack or case for electronics that cannot get wet.

Put it in a purpose-built waterproof case suited to the expected exposure, and check that the case fits your phone and has an appropriate rating. Keep the case closed according to its maker’s instructions. If the phone could get wet, do not rely on a pack cover alone; a device-specific barrier provides protection around the phone rather than just around the backpack.

Does DWR make a backpack waterproof?
No. Durable water repellent (DWR) is a surface finish that helps water bead and roll off fabric. Dirt, oils, and abrasion can reduce its performance, but DWR does not seal seams, zippers, or openings.
REI’s DWR guidance covers rainwear care, not every backpack fabric or coating. Use a treatment on a pack only if its manufacturer says it is suitable and explains how to apply it.
Dry the pack and contents before storage
After a wet trip, remove the cover and empty the pack. Dry the cover, pack, liner, and contents fully before putting them away. Osprey cautions that its rain cover should be allowed to dry entirely after use to prevent mildew, and REI advises drying gear completely before storage.
