A migration marked “complete” confirms that the migration process ran; it does not prove that every expected item arrived or that users can still do their work. Validate Jira and Confluence in stages: compare the destination with the migration plan, review reports and exceptions, inspect representative records, and have users test real workflows before accepting the cutover.
What a successful validation should establish
Use two complementary checks. Migration reports and inventory reconciliation show what was processed and help identify missing or errored data at scale. Representative record inspection and user acceptance testing (UAT) reveal whether permissions, workflows, attachments, macros, apps, and integrations work for users. Neither is a substitute for the other.
Atlassian recommends a trial migration to a test or staging site before the final migration. Its Confluence migration guidance says, “We strongly recommend doing a trial run of your migration to a test or staging site before running your final migration.” (Atlassian Support: Migrate data using the Confluence Cloud Migration Assistant.)
1. Establish the migration baseline
Start with the approved migration plan: the assistants support selective migration, so the destination should be compared with what was intended to move, not assumed to match the entire source site. Keep Jira and Confluence inventories separate because their assistants present different migration plans and checks.

- Jira: Record the projects and issues in scope, including archived issues if selected; users and groups; boards and filters; apps; and any app-specific migration path.
- Confluence: Record spaces, pages, users and groups, and attachments in scope, along with app-specific migration paths.
- Both: Note content intentionally excluded, known exceptions, and owners who can review representative projects or spaces.
Save the plan and source inventories before migration. They provide the comparison baseline for later reconciliation.
2. Review pre-migration checks and migration reports
Resolve pre-migration blockers where possible, then retain the migration details and post-migration report. Jira Cloud Migration Assistant checks include whether required cloud apps are installed, whether user and customer email addresses are valid and unique, and whether user or storage limits will be exceeded. Confluence Cloud Migration Assistant checks cover app installation, valid unique user email addresses, and user and storage limits; its checks are organized around system, assistant version, users and groups, spaces, and apps. A clean preflight is useful, but it is not proof that post-migration data or workflows are correct. Likewise, a completed migration report is evidence of execution, not a complete user-level acceptance test. Review report status and errors, keep a resolved-error list, and continue with inventory and functional checks. Atlassian describes post-migration review and reporting in its migration review guidance.
3. Run a trial migration and user acceptance testing
Use a test or staging site to check the data and let users try common tasks before production cutover. Recruit testers from the roles that rely on the affected projects and spaces; a site administrator alone may not see permission or day-to-day workflow problems.

- In Jira, create and edit issues, move issues through representative workflows, upload and open attachments, and check boards and filters.
- In Confluence, open representative pages, download attachments, inspect macros, and verify that restrictions behave as expected for the right users.
- Across both products, test cross-product links, integrations, and Marketplace app behavior, including app-dependent automation or post-functions where applicable.
Keep the Jira Cloud Migration Assistant version the same for the trial and production migrations, as Atlassian advises in its trial migration and testing guidance. Record the test result and the tester’s role for each important task.
4. Reconcile migrated content and account for exclusions
Compare Jira projects and issues, and Confluence spaces and pages, with the migration plan and available source inventories. Check overall coverage as well as representative records, and ask project and space owners to review content they know. Mark a check as a sample if it does not cover every record.

Jira: compare stable references and inspect configuration
Do not assume Jira entity IDs remain the same in Cloud. Atlassian notes that entity IDs change and documents ID mappings for reconciliation. Compare projects and issues using their keys and use the documented mapping mechanism when an ID-level comparison is needed. The mapping endpoint is described as a beta server-side API, so treat it as version-sensitive reconciliation tooling rather than a permanent integration. See Atlassian’s Jira entity-linking guidance.
During review, look for unexpected Former User attribution and configuration marked “(migrated).” Inspect filters and quick filters that depend on migrated entities; an item can be present while a reference or configuration no longer behaves as intended. Confluence: distinguish documented omissions from failures
Check the destination against the Confluence scope, but do not classify documented exclusions as migration errors. Atlassian lists content that does not migrate, including personal drafts, audit logs, analytics, custom emojis, some profile information, and attachments inserted as a link address. The same guidance describes content that does migrate, including page restrictions, page history, labels, comments, and attachments. Use the current Confluence migration scope list when deciding whether an absent item was expected.

Once you have checked that expected content is present, verify that it works in context. In Jira, test representative workflows, issue creation and editing, attachments, boards, filters, and app-dependent automation or post-functions. In Confluence, open sampled pages, download attachments, inspect macros, and verify restrictions using accounts with different intended access. Check the apps and integrations users depend on, not just whether they appear in the destination.
Test Jira-to-Confluence links directly. Sequence link repair carefully: wait until the Confluence migration is successful before updating Jira links. If another migration is planned, complete it before repairing links, because a later run can change IDs and leave links updated against an earlier run pointing to the wrong destination. 6. Keep acceptance evidence and set risk-based criteria
Keep the migration report, resolved error list, source-to-destination inventory, sample checks, functional test results, UAT sign-off, known exclusions, and unresolved defects together. The Atlassian guidance cited here does not define a universal pass percentage or sample size. Set acceptance criteria to match migration scope, business criticality, and risk; state clearly which checks were sampled and which were exhaustive.
Use unresolved defects to make an explicit cutover decision: document their impact, owner, and disposition rather than treating a completed migration status as acceptance. The evidence should let another administrator understand what was checked, what was intentionally absent, and what still needs attention.
