Yes. Steam Frame Controllers can operate as a conventional gamepad in a VR game that has no native Frame or other VR-controller actions. Start the title through SteamVR, open its Steam Input or Now Playing controller settings, select gamepad mode, and assign the game’s controls to the Frame sticks, triggers, bumpers and face buttons. This works best when the game already accepts standard gamepad commands; it cannot create tracked hands, finger poses or gestures that the game does not support.

What this setup actually does

A VR title can recognize the Steam Frame headset while ignoring its controllers because “VR support” describes more than one input system. Some games read ordinary Xbox-style gamepad buttons. Others read SteamVR actions such as grip, trigger, menu and tracked-hand poses. A third group expects a legacy controller profile, such as an Oculus Touch or Vive layout. The correct solution depends on which of those models the game exposes.

Steam Frame is designed for both streamed PC games and applications that run on the headset. Valve says the system supports SteamVR and OpenXR and provides full gamepad input. The Frame Controllers combine standard console-controller controls with touch states, grip buttons, capacitive finger tracking and six-degrees-of-freedom tracking. Those capabilities let the same controllers serve as a gamepad for flat-screen software or as tracked VR controllers when a title supports the appropriate actions.

Gamepad mode is therefore a translation layer. Steam Input takes the buttons and axes available on the Frame Controllers and presents them to the game as the input type the game understands. It does not convert a game that requires a tracked hand pose into a fully equivalent hand-tracking experience.

How SteamVR chooses a Frame Controller binding

Valve documents a binding priority for VR applications. SteamVR first looks for a native Frame Controller binding. If one is unavailable, it checks for an OpenXR Generic Controller binding and then an Oculus Touch binding, remapping the selected layout to the Frame Controller controls.

Priority Binding SteamVR tries What it means
1 Frame Controller binding The title or platform has a layout intended for Steam Frame controls.
2 OpenXR Generic Controller binding A broadly compatible OpenXR action set is translated to the Frame layout.
3 Oculus Touch binding A common legacy VR layout is remapped to Frame buttons and inputs.

This fallback order is an automatic compatibility bridge, not a guarantee that every action will be usable. A game may expose only a subset of the expected actions, or may rely on a pose, finger state or gesture that a simple button mapping cannot reproduce.

For non-VR titles running locally or through PC streaming, Valve says Frame Controllers use Steam Input and can appear as a generic gamepad or as a keyboard and mouse, depending on the game’s configured bindings. VR games that lack VR input can use the same gamepad-oriented approach when the relevant Steam beta feature is enabled.

Identify the game’s input model before changing settings

Check the title’s control descriptions, startup prompts and in-game options before building a layout. The following distinctions determine whether gamepad mode is likely to work.

Input model Typical signs Best Frame approach Main limitation
Standard gamepad The game shows Xbox-style button prompts, analog-stick movement or a controller option. Use Steam Input gamepad mode and map the Frame controls to those buttons and axes. Only actions exposed as gamepad inputs can be triggered.
Legacy VR actions The game lists grip, trigger, teleport, snap turn or controller-specific bindings. Keep the automatic Frame, OpenXR Generic or Oculus Touch binding, then adjust missing actions. Legacy layouts may disagree about button placement or handedness.
Tracked pose or gesture Gameplay requires physically aiming a hand, grabbing an object with a pose, finger positions or a motion gesture. Use the closest native or fallback VR binding; do not expect gamepad mode to reproduce it. Buttons and sticks cannot manufacture a six-degree-of-freedom hand pose or finger gesture.

A title can combine these models. For example, menus may accept a gamepad while object manipulation requires tracked controllers. Test the specific mechanic that matters rather than assuming that a working title screen proves full compatibility.

Set up gamepad mode step by step

  1. Confirm where the game runs. Determine whether it is a PC title streamed to Steam Frame or an application running natively on the headset. SteamVR availability, controller bindings and update behavior can differ between those execution models.
  2. Update the required software. Install current Steam and SteamVR updates. If the gamepad option described below is missing, switch both Steam on the host PC and SteamVR on the host PC to their beta channels, then restart them. Valve’s beta notes specifically require both the Frame and the PC to use the Steam and SteamVR beta channels for this feature.
  3. Start the title through SteamVR. Put on the headset, launch SteamVR and start the game from the Steam library or SteamVR interface. Starting the executable outside Steam can bypass Steam Input and prevent the per-game controller page from appearing.
  4. Open the title’s controller settings. Use either the game’s Steam Input settings in the Steam client or the VR Controller settings on the Now Playing page while the title is running. The exact menu wording can vary with the Steam client branch, but both paths lead to the per-game binding rather than a global controller profile.
  5. Try the automatic binding first. Leave the Frame Controller binding selected when it is offered. If a native binding is unavailable, SteamVR should attempt the OpenXR Generic Controller layout and then the Oculus Touch layout. Apply the layout and return to the game to test it.
  6. Select gamepad mode for a VR title without VR inputs. In the per-game Steam Input settings or the Now Playing VR Controller settings, change the preferred mode to gamepad input. Valve’s beta notes describe gamepad input as the default for VR games that do not support VR inputs, but the preference can be changed for an individual title.
  7. Choose or create a layout. Select a community or official layout only when its control descriptions match the game’s prompts. Otherwise create a per-game layout and assign the controls manually. Save it to the title, not as a global default, so another VR game does not inherit unsuitable mappings.
  8. Test the essential actions in a safe area. Verify movement, turning, menu access and one primary action such as firing, accelerating or grabbing. Check both left- and right-hand functions if the game supports handedness. Stop and revise the layout before beginning a long session if any essential action is missing.

Build a practical per-game layout

Start with the actions the game actually displays, then assign controls that can be reached without removing a hand from movement. The following is a starting framework, not a universal template.

Game action Common Frame assignment Why it is useful
Movement Left thumbstick Matches the conventional left-stick locomotion used by many gamepad titles.
Camera or turning Right thumbstick Provides continuous view control when the game does not use tracked head or hand direction.
Primary action, fire or confirm Right trigger or a face button Preserves an easy-to-reach action while the thumb remains on the stick.
Secondary action or aim Left trigger or the opposite face button Keeps paired actions on separate controls.
Reload, brake or modifier Bumper or grip button Uses the additional shoulder and grip inputs without consuming a movement axis.
Pause or menu Menu/system-equivalent button exposed by the layout Ensures you can leave a session without removing the headset.

Use mode shifts sparingly. A single button that changes the meaning of a stick can add many actions, but it also makes the layout harder to remember and can cause accidental inputs. If the title offers separate bindings for left and right hand, preserve that distinction instead of placing both functions on one side.

Touch and capacitive states are available on the Frame Controllers, but a gamepad-mode profile normally treats the title as a collection of buttons and axes. Do not assign a touch state unless the game or Steam Input layout explicitly exposes it as an action. A capacitive state is not the same thing as a tracked finger pose.

Where gamepad mode works best

The translation is most practical for cockpit and driving games, flat-screen titles presented inside a VR environment, menus and applications that already consume standard controller actions, and VR games whose interaction is mostly movement, aiming and button presses. These titles have a clear correspondence between a gamepad axis or button and the action they need.

It is less suitable for experiences built around physically reaching, rotating the wrist, releasing an object with a particular hand pose, or using individual finger positions. The Frame hardware can track those inputs, but the game must request them through a supported SteamVR or OpenXR action. A gamepad profile cannot add an action that the title never exposes.

Automatic remapping can also produce partial compatibility. Menus may work while a special ability does not; one hand may respond while the other is unbound; or the game may display a generic controller prompt even though an interaction still expects a pose. Treat each important mechanic as a separate test.

Standalone and streamed titles are not interchangeable

For a streamed PC title, the game executes on the host PC and receives input through SteamVR and Steam Input on that computer. Network latency, the host’s Steam branch and the PC’s controller state can affect the result. For a native application, the title executes on Steam Frame itself and may use a different set of supported APIs or bindings.

If a layout works in one execution model but not the other, first confirm which version of the title is running. Then check that the corresponding SteamVR or OpenXR path is active and that the per-game settings belong to that version. Do not assume that a binding saved for a streamed PC copy will automatically apply to a native build.

Troubleshoot a missing or unreliable controller

No gamepad option appears

  • Update Steam and SteamVR.
  • Confirm that both Steam and SteamVR on the host PC are on their beta channels when the option is absent. The beta feature requires the Frame and the PC to use those channels.
  • Close and reopen the game’s Now Playing controller settings after changing channels.
  • Launch the title through SteamVR rather than directly from a desktop shortcut.

The headset works but every button is ignored

Open the per-game layout and check whether it is sending gamepad actions or SteamVR pose actions. A pose-only profile can appear active while the title is waiting for conventional buttons. Select gamepad mode for a title without VR inputs, save the layout and restart the game if it only reads controller type during startup.

Only some buttons work

Try the OpenXR Generic Controller fallback and then the Oculus Touch fallback if those layouts are available. Compare the game’s action list with the layout’s assigned inputs and add missing buttons manually. Check for an unassigned modifier, a reversed handedness setting or an action that the game exposes only as a tracked pose.

The game launches in VR but still ignores Frame controls

Pair a conventional Bluetooth gamepad and make it the active controller for the session. This is the most dependable fallback when the title requires a standard gamepad report and its Frame layout cannot provide one correctly.

Movement works but a required interaction does not

Determine whether that interaction requires a tracked pose, finger state or gesture. If so, remapping another button will not recreate it. Use the closest native or fallback VR binding, or switch to a title mode that supports ordinary gamepad actions when the game offers one.

The layout works in one version but not another

Verify whether you are running the native Steam Frame application or a PC-streamed copy. Check the active Steam and SteamVR branches and open the controller settings for the running copy. Re-save the per-game layout after switching versions.

Use a conventional controller when Frame mapping is insufficient

A standard Bluetooth gamepad is the clean fallback for a VR title that accepts only conventional gamepad input or does not expose usable Steam Input actions. Steam Support documents pairing Steam, PlayStation, Xbox and Switch Pro controllers through Steam Settings > Controller > Add Controller.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Put the conventional controller into its pairing mode.
  2. Open Steam on the host PC and go to Steam Settings > Controller > Add Controller.
  3. Select the detected controller and complete pairing.
  4. Start the VR title through SteamVR and select the paired controller as the active gamepad if Steam shows more than one input device.
  5. Test the game’s prompts before disabling or unpairing the Frame Controllers.

This approach gives the game a real gamepad report, but it removes the convenience of holding one tracked controller in each hand. It is most useful when reliable button input matters more than hand tracking or when the title’s own controller detection rejects a remapped profile.

What native support would require

Developers who want a title to expose Frame-specific actions can use Valve’s OpenXR extension XR_VALVE_frame_controller_interaction and the interaction profile path /interaction_profiles/valve/frame_controller_valve. The documented profile includes button, trigger, thumbstick, pose and haptic inputs.

For players, this explains the difference between a native binding and gamepad emulation. A native implementation can request the controller’s pose and haptics directly. A gamepad layout can only send the buttons, triggers and axes that the title has chosen to read.

Choose the right solution for your title

Situation Recommended first choice Escalation if it fails
Game shows ordinary controller prompts Per-game Steam Input gamepad mode Manual layout, then a conventional Bluetooth gamepad
Game lists standard VR actions Automatic Frame binding OpenXR Generic, Oculus Touch fallback, then manual remapping
Game requires hand pose or gesture Native Frame or compatible VR binding Use a different game mode or accept that gamepad mode cannot reproduce the mechanic
Game is streamed from a PC Configure Steam Input on the host through SteamVR Check host beta status, restart SteamVR and test a conventional gamepad
Game runs natively on Steam Frame Use the native title’s available SteamVR or OpenXR binding Confirm that a streamed-PC layout was not mistakenly applied to the native copy

Bottom line

Steam Frame Controllers can play many VR titles without native Frame input when those titles accept gamepad actions. Launch through SteamVR, let SteamVR try the Frame, OpenXR Generic and Oculus Touch bindings, and select per-game gamepad mode when the title has no VR input support. Build and save a title-specific layout, test every essential action, and keep a conventional Bluetooth gamepad available for games that require a true gamepad report. No remapping can supply the tracked poses, finger states or gestures that a title never exposes.
