Face Enforcer’s shield toward the attack before it arrives. Steel Protection blocks a hit when the line from the attacker reaches the shield before it reaches Enforcer’s body. The stance slows movement to about 32% of normal walking speed, disables sprinting, and changes jumping into a short lunge, so it works best when the dangerous enemies are concentrated in one direction. Reactivate at the right moment to leave the stance with a shield bash/parry that can knock back and stun nearby enemies and reflect incoming attacks.
Surge Protection is the committed version: it uses a wider shield for up to five seconds, slows Enforcer to about 20% speed, turns 50% of each blocked hit into barrier, and ends by consuming the stored barrier and shield for an area explosion. Good Enforcer play is therefore less about holding a button continuously and more about choosing an angle, controlling when to disengage, and preserving a route away from attacks from behind.
What Enforcer’s protection is actually checking
Enforcer’s shield is directional. The game does not treat the character as invulnerable from every angle when a protection stance is active. An incoming attack must encounter the shield first on its path from the attacker to Enforcer’s body. If an enemy is beside or behind you, the attack can bypass the shield even though the stance is still active.
This makes positioning the first step of every shield decision. Before activating a protection ability, move so the most dangerous enemies occupy a manageable arc in front of you. Once the shield is raised, keep turning to maintain that angle, but remember that the stance’s movement penalty makes late corrections difficult.

Enforcer is a playable character unlocked by default in the Hallowed Concepts expansion, according to the Risk of Rain 2 Wiki. The same page lists base health as 130 (+39 per level) in its 2026 data. That health pool does not remove the need to manage angles: a shield that is facing the wrong way is not protecting the body behind it.
Steel Protection: the reusable front-facing guard
What Steel Protection blocks
Steel Protection enters Defensive Stance and blocks incoming attacks from the front while the shield is between the attacker and Enforcer. The practical test is geometric: imagine a straight line from the attacker to your body. If the shield occupies that line first, the attack is blocked; if the line reaches your body around the side or from behind, it is not.
Use Steel Protection against a predictable attack lane rather than as a panic button after enemies have surrounded you. A group of ranged enemies firing from one direction is an ideal setup. A ring of enemies at several angles is not, because the stance leaves too little mobility for you to rotate and escape safely.

While Steel Protection is raised, Enforcer moves at about 32% of normal walking speed. Sprinting is disabled, and jumping is replaced by a short lunge usable about once per second. The slow movement is a core trade-off, not a minor inconvenience: you gain a frontal defensive surface while giving enemies more time to reach your sides.
Move to the correct place before raising the shield. If you must change the angle afterward, use the lunge deliberately rather than drifting through a crowd. A lunge can help you clear a gap, line up a new direction, or create a little distance, but it does not make the rear of the character safe.
Cooldown and reactivation
The Risk of Rain 2 Wiki lists Steel Protection’s cooldown as four seconds in its 2026 data. Reactivating the ability exits Defensive Stance and performs the shield bash/parry response. The wiki describes that response as dealing 300% damage, knocking enemies back, stunning nearby enemies, and reflecting incoming projectiles with increased damage.

Do not wait automatically for every possible hit. Reactivation is valuable when a projectile is about to arrive, when a close enemy is about to connect, or when you need room to turn and retreat. Leaving the stance early also prevents the movement penalty from trapping you after the original attack lane has changed.
How to use Steel Protection step by step
- Identify the main threat direction. Find the enemy, projectile stream, or attack animation that is most likely to remove health. If threats are split around you, walk first and consolidate them into one direction.
- Choose an exit route. Before activating, identify where you will move if enemies reach your flank. The shield is easier to use when you are near open ground, a ledge you can cross, or a route that does not require sprinting immediately.
- Raise the shield shortly before impact. Activate Steel Protection early enough for the shield to be between the attacker and your body, but do not hold it while wandering toward enemies. The stance’s slow movement makes a long approach dangerous.
- Keep the shield aimed at the source. Track the attack direction with your facing. If another enemy becomes the new priority, rotate only when you can keep the original threat from reaching your body during the turn.
- Use the lunge for a controlled angle change. The short lunge can move you across a gap or help you reposition while the front remains guarded. Avoid lunging blindly into a second group that was previously outside your view.
- Reactivate for the bash or parry. Trigger the exit when the dangerous attack is about to arrive, when a projectile can be reflected, or when a knockback and stun will create the space needed to escape.
- Resume normal movement immediately. Once the stance ends, sprinting and ordinary jumping are available again. Use that mobility to break line of sight, circle to a safer side, or wait for shield recharge after taking shield damage.
Timing the bash and projectile reflection
Steel Protection has two linked jobs: it can stop a frontal attack while active, and it can turn the exit into an offensive interruption. Treat the reactivation as a timing window rather than a second, unrelated attack.
Against slow, readable attacks
Raise the shield as the attack enters its final approach, then reactivate near the impact moment if the bash or parry will improve the outcome. This sequence lets the shield cover the approach and the bash punish the commitment. If the enemy’s attack is already harmlessly absorbed and the enemy is not close enough to be affected, staying slowed serves little purpose.
Against projectiles
Face the shooter, let the shield occupy the projectile’s path, and reactivate when the projectile is close enough for the reflected attack to matter. The wiki describes reflected projectiles as receiving increased damage, but the exact result depends on the projectile and the game version. Do not turn away merely to chase a target while the projectile is still traveling toward you.
When several enemies are close
The bash can knock back and stun nearby enemies. Use it to open a retreat lane, interrupt a dangerous group, or stop a flank from closing. Because the stance slows you, the best time to bash is often before the crowd fully surrounds you, not after every side is already occupied.

Shield Tackle and changing position safely
Shield Tackle is useful for changing the geometry of a fight while retaining frontal protection during its wind-up and dash. Use it to cross a gap, reach a safer side of an arena, or close on a threat that is controlling the attack lane.

Think of Tackle as a movement decision with a protected front, not as permission to ignore the rear. Pick the destination before starting, check whether another enemy group occupies that destination, and avoid ending the dash with the original threat directly behind you. A good sequence is to face the incoming attack, begin the protected movement, then turn or disengage once you have reached cover or a better angle.
Surge Protection: storing blocked damage for an explosion
The stance and its limits
Surge Protection uses a wider Defensive Stance for up to five seconds. While active, movement falls to about 20% of normal walking speed. The wider shield makes it more forgiving than Steel Protection against a broad frontal spread, but the heavier slow makes flanking especially dangerous.
The Risk of Rain 2 Wiki lists Surge Protection’s cooldown as six seconds in its 2026 data. Because the stance has a fixed maximum duration and a cooldown, activate it for a defined defensive window: survive a concentrated burst, collect barrier, and leave while you still control the direction of the fight.

How blocked damage becomes barrier
Each hit blocked during Surge Protection grants barrier equal to 50% of the blocked damage. Barrier is temporary health shown as a yellow overlay. It is depleted before shields when damage is taken and decays rapidly over time, so the barrier you create is a short-lived resource rather than permanent health.
This conversion creates a timing choice. A stream of frontal attacks can build a large barrier, but every extra moment spent waiting also leaves you moving at roughly one-fifth of normal walking speed. Stop collecting hits when the enemies are beginning to reach your sides or when you need to move to a safer location.
Ending Surge Protection
When Surge Protection ends, Enforcer consumes all stored barrier and shield and creates an explosion. The wiki lists a 250% damage component plus flat damage equal to the consumed barrier and shield, with the explosion radius growing as more protection is stored.

The same 2026 wiki information notes that the explosion continues scaling with stored barrier and shield rather than stopping at the in-game 1800% description. Treat that detail as version-sensitive game data: a patch can change how the displayed value and actual scaling relate. The reliable tactical rule is unchanged—more stored protection produces a larger payoff, but only if you can survive the slow stance and end it before a flank defeats the setup.

The distinction matters after a successful block. Barrier is the resource you can build and spend quickly, while shield rewards disengaging. If your blue shield has been damaged, step out of danger long enough for its recharge to begin instead of trying to heal it directly. If you are carrying barrier, remember that it will disappear quickly when you stop taking damage, so use it for Surge’s detonation or accept that it will decay.
Rally Point and team protection
Rally Point creates a Holdout Beacon. The beacon grants a barrier to allies and restores that barrier incrementally when kills occur inside the zone. This makes the zone a natural place to hold a frontal position, coordinate a retreat, or invite enemies into an area where the team can regain temporary protection through kills.
Rally Point does not remove the need to manage angles. Keep the main attack lane in front of Enforcer, avoid standing at the edge where enemies can appear behind you, and let teammates use the barrier window to reposition. When the fight moves outside the beacon, decide whether to move the battle, abandon the temporary protection, or use Steel Protection to cover the transition.

Choose Steel Protection when you need repeatable control of one attack lane and a timely exit. Choose Surge Protection when a wider frontal window and stored protection are worth accepting much slower movement. Neither ability is a substitute for moving before enemies occupy multiple angles.
Situational playbook
A ranged group firing from one side
Walk until the shooters are in front, raise Steel Protection just before the volley reaches you, and keep the shield aimed at the firing line. Reactivate to reflect a projectile or bash the nearest enemy, then use normal movement to change position before the next volley. Surge Protection is useful if the group is dense enough to provide several blocked hits and you have room to detonate safely.

A melee pack closing from several sides
Do not raise a stance while already surrounded. Move first, use the lunge or Shield Tackle to cross the pack’s edge, and establish one clear front. If enemies are already close, Steel’s bash can create the first gap; immediately follow it with ordinary movement rather than remaining slowed in the crowd.
A large attack you can read in advance
Face the source, activate the appropriate stance for the final approach, and decide in advance whether the goal is to block, parry, or collect barrier. For Steel Protection, reactivation is usually the endpoint. For Surge Protection, continue only while additional blocked hits are worth the risk of the slow speed.
Enemies behind you after a successful block
Turn only as part of a planned escape. If the rear threat is already within striking distance, exit the stance, use the bash or Tackle to open space, and restore ordinary movement. Holding the shield while slowly rotating gives the rear enemy time to attack before the shield can cover that angle.

Stop looking for direct blue-health healing. Break line of sight, leave the attack lane, and wait through the game’s recharge delay so the shield can begin recovering. Barrier may be gone first; that is expected because barrier is consumed before shield and decays rapidly.
Common mistakes and fixes
- Activating while threats are split: Move before raising the shield and make one direction the priority.
- Holding the stance for too long: Set an exit condition—after the projectile is reflected, after the needed barrier is collected, or as soon as a flank begins.
- Forgetting the movement penalty: Plan the destination before activation; do not rely on sprinting or a normal jump to rescue you.
- Facing the target instead of the attack: The shield must intercept the path from the attacker to your body. Face the source of damage, not merely the enemy you want to hit.
- Using Surge Protection without an explosion plan: Store barrier and shield only when nearby enemies can be caught by the detonation and you have a safe way to end the stance.
- Confusing barrier with shield: Barrier is yellow, temporary, and consumed first; shield is blue, cannot be healed directly, and recharges after damage stops.
- Relying on the shield after a flank: Exit, bash or Tackle for space, and resume normal movement instead of trying to rotate slowly inside the stance.
A compact decision routine
- Ask where the next dangerous attack is coming from.
- Move until that direction is in front and your escape route is open.
- Use Steel Protection for a short, repeatable block or a timed bash/parry.
- Use Surge Protection only when the wider shield and barrier conversion justify its heavier slow.
- Keep the shield aimed at the attack source throughout the protected window.
- End the stance before enemies can reach your back.
- After shield damage, disengage and allow recharge; after building barrier, spend it before it decays or use it to fuel Surge’s explosion.
That routine captures Enforcer’s protection loop: position first, block from the front, convert a successful defense into space or damage, then disengage before the directional weakness becomes fatal.
