Stay within arm’s reach, keep your attention on the baby, and be ready to keep a hand on them. Inflatable rings, floaties, and foam toys are playthings—not drowning-prevention devices.
Are baby pool floats safe?
A float may be used as a toy, but it is not a safety device and cannot prevent drowning. The CDC advises against relying on air-filled or foam toys as safety devices; it also warns that floaties, arm bands, and water wings can slip off. A baby sitting in a float is still in the water and still needs an adult’s undivided attention.
Drowning can happen in seconds and is often silent, according to the CDC. In the United States, drowning is the leading cause of death for children ages 1–4, the CDC reported in 2025.
How to supervise a baby in or near water
Use touch supervision: one attentive adult stays close enough to keep a hand on the infant and act immediately. The CDC recommends close, constant supervision, and the American Academy of Pediatrics (AAP) calls for touch supervision for infants and young children in or near water.

- Assign one adult to supervise. Do not assume someone else is watching unless responsibility is clearly handed over.
- Keep your attention on the baby. Do not use a phone, read, drink alcohol, or become occupied with another task.
- If you need a break, have another adult explicitly take over before you step away.
A pool toy is not a life jacket
An inflatable baby float and a properly fitted U.S. Coast Guard-approved life jacket have different purposes. The CDC recommends life jackets for children in and around natural water and says weaker swimmers may use them in pools. Choose a jacket appropriate for the child and activity, and follow its label. A life jacket is not a substitute for supervision.

What to know about infant neck floats
Neck floats are a distinct type of product; rules for them should not be taken as approval of other baby pool floats. The U.S. Consumer Product Safety Commission (CPSC) says the first federal mandatory safety standard for infant neck floats took effect June 15, 2026, for products manufactured after that date. It addresses slipping through the float, restraint-system failure, and submersion without slipping through. The standard does not establish that every neck float—or any other kind of baby float—is risk-free.

The CPSC reported 115 incidents involving infant neck floats from January 2019 through January 2024, including two reported infant fatalities and two injuries requiring hospitalization. These are reports received by the agency over that period, not a rate of risk or a count of all uses. The CPSC also continues to warn against Otteroo LUMI, MINI, and earlier models. As CPSC Acting Chairman Peter A. Feldman put it, “No flotation product can substitute for constant adult supervision.”

Reduce risk around a home pool
Supervision is essential, but it is only one layer of prevention. The CDC advises a four-sided pool fence at least four feet high that separates the pool from the house, with a self-closing, self-latching gate. Remove toys from the pool area when it is not in use. These are general U.S. prevention recommendations; local requirements may differ.

Swim lessons can add a prevention layer for children old enough to participate, but they do not make a float safe or justify supervising less closely. The AAP recommends that lessons commence after a child’s first birthday and says there are no data to recommend infant swim lessons.
