Enforcer is unlocked by default when you own and enable the Hallowed Concepts expansion. There is no current in-run survivor quest for the official Hallowed Concepts Enforcer. Install the expansion on the account that is selecting the survivor, turn it on for the lobby or run, and choose Enforcer from survivor selection.
The often-repeated requirement to kill a Magma Worm, Wandering Vagrant, and Colossus is from an older Enforcer unlock or community-mod material. It is not the unlock requirement for the official Risk of Rain 2 survivor added through Hallowed Concepts.

What you need before Enforcer appears
The direct prerequisite is the Hallowed Concepts digital expansion. The publisher’s October 8, 2026 patch notes list “Enforcer (unlocked by default)” among the purchasable DLC content. The current Enforcer guide, updated October 13, 2026, gives the same practical result: ownership and an enabled expansion make the survivor available without an achievement.

- Ownership: Hallowed Concepts must belong to the account that is trying to select Enforcer.
- Installation: The expansion must be installed or otherwise available to the game client on that account.
- Activation: Hallowed Concepts must be enabled for the lobby or run.
- Selection: Once those conditions are met, Enforcer is selectable from the official survivor list.
You do not need to kill a particular boss, finish a stage, complete a teleporter event, or earn a separate survivor achievement to make the official Enforcer entry appear.

Step-by-step: unlock and select Enforcer
- Confirm the DLC is owned. Check the platform account that launches Risk of Rain 2, not only the account of the lobby host. If Hallowed Concepts is not attached to the selecting account, the survivor will remain unavailable to that player.
- Install or restore the expansion. Use your platform’s game-management or downloadable-content screen to verify that Hallowed Concepts is installed. If the platform reports that it is owned but the game does not show it, restart the game after the installation or license check completes.
- Enable Hallowed Concepts for the run. In the lobby’s expansion or DLC settings, make sure Hallowed Concepts is switched on before starting. The exact menu wording can vary by platform or game version, but the setting must be active for the lobby.
- Open survivor selection. Start a run setup and move through the survivor roster. Choose the official Enforcer entry, then confirm the loadout before launching the stage.
- Verify the result. If Enforcer is selectable, the survivor unlock is complete. Any locked entries inside Enforcer’s loadout are separate alternate-skill challenges, not evidence that the survivor itself is still locked.
This is a menu-and-DLC unlock, not a run-based progression unlock. You can select Enforcer on the first eligible run after Hallowed Concepts is owned, installed, and enabled.
Why Enforcer may still look locked
If the roster does not show Enforcer after buying Hallowed Concepts, check the DLC state before attempting unrelated achievements. The most common cause is that the expansion is available to the lobby but not owned by the player who is trying to choose the survivor.
Shared lobby content is not shared survivor ownership
Risk of Rain 2 can let players participate in a lobby that uses expansion monsters, stages, and items when another participant owns the relevant content. That shared access does not transfer the right to select a DLC survivor. A player without Hallowed Concepts cannot choose Enforcer merely because the host owns the expansion or because expansion content appears during the run.

An owned expansion can still be disabled for a particular lobby. Leave the survivor screen, inspect the run’s DLC or expansion setting, enable Hallowed Concepts, and reopen survivor selection. If the setting was changed after the roster loaded, close and reopen the lobby or restart the game so the roster refreshes.
Check the account and installation
- Verify that the purchase was made on the same platform account currently launching the game.
- Confirm that the DLC is installed rather than merely listed as purchased.
- Restart the game after an install, update, or license restoration.
- Make sure the game is running the current version that includes the Hallowed Concepts survivor content.
- If you are joining someone else’s lobby, verify ownership on your own account; the host’s purchase is not enough for your survivor roster.
Only after these checks should you investigate a platform entitlement problem. Killing the three bosses from old guides will not repair a missing DLC entitlement or an expansion that is switched off.

The Magma Worm, Wandering Vagrant, and Colossus requirement is outdated
Search results can still tell you to kill a Magma Worm, Wandering Vagrant, and Colossus. That instruction belongs to an older or original Enforcer unlock context and also appears in community-mod material. It should not be used as the current Risk of Rain 2 Hallowed Concepts survivor requirement.
The current official position is different: the Hallowed Concepts Enforcer is listed as “unlocked by default,” and the current Enforcer guide says that owning and enabling the expansion is sufficient. The three-boss sequence is therefore not a hidden prerequisite, a backup unlock route, or a required first run. You can fight those enemies for ordinary gameplay reasons, but defeating them does not replace DLC ownership.

How to identify an old guide
- It describes Enforcer as being unlocked only after three named boss kills.
- It does not mention Hallowed Concepts ownership or an expansion toggle.
- It refers to a mod, an original game context, or a pre-expansion version without specifying the current Risk of Rain 2 DLC.
- It treats a boss-kill achievement as the reason the survivor entry appears.
For the current official survivor, use the DLC check and lobby-setting procedure above instead of importing those older instructions.
Unlocking Enforcer’s alternate skills
Alternate skills are separate from the survivor unlock. First select Enforcer, then complete the relevant challenge while playing Enforcer. Each completed objective opens a specific loadout slot; simply owning Hallowed Concepts does not grant all four alternatives.

These are skill-unlock challenges. Cosmetic skin challenges are tracked separately, so seeing a new skin or a skin-related notification does not prove that one of Enforcer’s locked abilities has been earned.

Burning Lead: 24 Magma Worm hits in 12 seconds
Objective
While playing Enforcer, use Trenchbroom to register 24 shots on a Magma Worm within a 12-second window. The reward is Shrapnel Grenade, an alternate primary.

- Enter a run with Enforcer selected and preserve a Magma Worm long enough to attempt the challenge.
- Position yourself so the worm remains in a reliable firing path rather than disappearing before you reach the required count.
- Fire Trenchbroom continuously and track confirmed hits. The requirement is hits, not merely shots fired.
- Complete all 24 registered hits before the 12-second window closes.
- After the run or challenge notification, inspect Enforcer’s primary loadout slot for Shrapnel Grenade.
The warning to keep the worm alive matters: killing it before the final registered hit prevents the objective from being completed. This challenge emphasizes sustained primary damage, while the alternate reward changes the way Enforcer’s primary slot is used.
+PARRY: parry the Wandering Vagrant Supernova
Objective
Use Enforcer’s defensive timing to parry a Wandering Vagrant Supernova. The reward is Surge Protection, an alternate secondary.
Block versus parry
The challenge distinguishes a timed parry from simply holding a shield and absorbing the explosion. A block that prevents damage without meeting the parry timing does not satisfy +PARRY.
Execution checklist
- Play as Enforcer when the Wandering Vagrant encounter occurs.
- Keep the Supernova’s timing in view rather than using the defensive action too early.
- Trigger the defensive input for the parry window, not merely for general damage reduction.
- Check the secondary loadout for Surge Protection after the challenge registers.
This objective tests reaction timing against one recognizable attack. It is not completed by defeating the boss, surviving the explosion with ordinary cover, or blocking unrelated enemy attacks.

Safe and Sound: 12 blocks in one Teleporter event
Objective
During a single Teleporter event, block attacks from 12 enemies with Enforcer. The reward is Ripcord, an alternate utility.
Why “one event” changes the plan
The counter is tied to one Teleporter event. Blocking six attacks during one event and six more during a later event does not satisfy the wording. Likewise, blocks during ordinary map fights outside the event do not contribute to this objective.
Practical sequence
- Start a Teleporter event while playing Enforcer.
- Stay close enough to the event’s combat area for attacks to reach your defensive facing.
- Use Enforcer’s block deliberately against attacks from distinct enemies, tracking progress during that same event.
- Continue until attacks from 12 enemies have been blocked, then finish the event normally.
- Confirm Ripcord in the utility slot after the challenge is awarded.
Safe and Sound rewards controlled positioning rather than a single boss interaction. The challenge’s utility alternative is associated with the slot used for movement or tactical repositioning, so completing it gives Enforcer a different option for handling pressure around an objective.

Objective
While playing Enforcer, survive the Stone Titan’s entire laser attack without blocking it. The reward is Crash Point, an alternate special.
The no-block condition
This is deliberately different from the other defensive challenge. Using a shield action that blocks the laser contradicts the requirement, even if you survive. The objective is to endure the full laser sequence without a block registering against it.

Execution checklist
- Enter the Stone Titan encounter as Enforcer.
- When the laser begins, avoid relying on the block action.
- Use movement, spacing, or other non-blocking survival decisions to remain alive through the entire beam.
- Do not interrupt the condition by activating a shield that absorbs the laser.
- After the challenge registers, verify Crash Point in Enforcer’s special slot.
Indomitable tests survivability under a restriction: Enforcer’s normal defensive answer is intentionally unavailable for the duration of the laser.
How to verify an alternate skill unlocked
After completing a challenge, return to Enforcer’s loadout screen and inspect the slot named by the reward. The four rewards map to four different slots:
- Primary: Shrapnel Grenade from Burning Lead.
- Secondary: Surge Protection from +PARRY.
- Utility: Ripcord from Safe and Sound.
- Special: Crash Point from Indomitable.
If the survivor is selectable but a reward remains locked, that is expected until its own objective is completed. If a cosmetic skin becomes visible, do not use that as evidence that an alternate skill has unlocked; skin objectives are separate.

“Enforcer is absent from the survivor roster.”
Check ownership on the selecting account, confirm installation, enable Hallowed Concepts for the lobby, and restart or reopen the lobby if the roster was loaded before the setting changed. Do not start the three-boss sequence from an old guide; it is unrelated to the current DLC entitlement check.
“The host owns Hallowed Concepts, but I cannot select Enforcer.”
Shared expansion content can allow you to see or fight DLC monsters, stages, and items, but it does not grant a non-owner the ability to select a DLC survivor. You need ownership on the account that is choosing Enforcer.
“I completed a boss encounter but the alternate skill did not unlock.”
Check the exact challenge condition. Burning Lead requires 24 Trenchbroom hits in 12 seconds, +PARRY requires a timed parry rather than a normal block, Safe and Sound requires 12 enemy attacks blocked during one Teleporter event, and Indomitable requires surviving the full Stone Titan laser without blocking. A nearby but different action does not count.
“I saw a skin, but the ability is still locked.”
Cosmetic skin challenges and Enforcer skill challenges are separate systems. Return to the corresponding loadout slot and complete the listed skill objective rather than relying on the skin notification.
