To turn War Mode on, reach level 20, open the Talents interface with N, and select the War Mode control at the bottom while your character is in Valdrakken or the faction capital (Stormwind for Alliance or Orgrimmar for Horde). To turn it off, travel to a rest location such as an inn, open Talents, and deselect the same control.
War Mode is an opt-in setting for open-world player-versus-player combat. Blizzard describes it as the only way to participate in open-world PvP; characters with different settings are separated into different outdoor instances, although capital cities can still be shared. Blizzard Support explains the War Mode rules.
What War Mode changes
War Mode is a world-state choice rather than the ordinary PvP flag on a character portrait. When it is enabled, your character enters the War Mode version of the outdoor world. You can interact with other players who also chose War Mode, and you can take part in open-world PvP. Players who left War Mode off are placed in a different outdoor instance.

Capital cities can remain shared, so seeing a player with the opposite setting in Stormwind, Orgrimmar, Valdrakken, or another capital does not prove that your toggle failed. Blizzard Support summarizes the purpose directly: “War Mode is the only way to participate in open-world PvP.” While War Mode is active, the support article says that players can interact only with other War Mode players. Read the current support wording at Blizzard Support’s War Mode article.
Requirements before you look for the toggle
- Character level: The War Mode control becomes available once the character reaches level 20. Blizzard’s player guidance identifies level 20 as the unlock point: New or Returning to the World of Azeroth? Get Back in the Fight!
- Interface: The control is at the bottom of the Talents interface. It is not the small PvP-flag control associated with the character portrait.
- Location to enable: You must be in Valdrakken or your faction’s major capital city. Alliance characters can use Stormwind; Horde characters can use Orgrimmar. The capital requirement applies when turning War Mode on.
- Location to disable: You must be at a rest location, such as an inn, when turning War Mode off.
If any of these conditions is missing, the control may be unavailable or the action may not complete. Check the level and location first rather than searching through the character or portrait menus.
How to turn War Mode on
1. Reach level 20
Level 20 is the minimum point identified by Blizzard for the War Mode toggle. If the character is below level 20, the control will not be available for that character. Once the character reaches level 20, continue to an eligible capital.

Go to Valdrakken, Stormwind for Alliance, or Orgrimmar for Horde. You do not have to use Stormwind or Orgrimmar if Valdrakken is available to your character; it is also an eligible location according to Blizzard’s current guidance.
3. Open Talents
Press N to open the Talents interface. The War Mode control is located at the bottom of this pane. If pressing N does not open Talents, use the game’s key-binding setup to identify the key currently assigned to the Talents window, then open that interface before continuing.

4. Select the War Mode control
At the bottom of the Talents pane, select the War Mode icon or control. The setting is now enabled for the character. Leaving the capital takes you into the War Mode outdoor instance, where you meet players who also enabled the mode.
5. Confirm the result in the right place
Do not use the population of the capital as your test. Cities may show players with either setting because they can be shared. Travel outside the city and evaluate the setting there; the open world is where War Mode-on and War Mode-off characters are placed into separate instances.

How to turn War Mode off
1. Travel to a rest location
Leave the outdoor area and go to a rest location, such as an inn. The requirement is the location, not a particular faction capital. You can disable War Mode at any eligible rest location instead of making the trip back to Stormwind, Orgrimmar, or Valdrakken.
2. Open the Talents interface
At the rest location, press N to open Talents. The same pane used to enable War Mode contains the off control.
3. Deselect War Mode
At the bottom of the Talents pane, select the War Mode control again to remove the selection. Once the setting is off, your character uses the non-War-Mode outdoor instance and will no longer be in the opt-in open-world PvP environment.

4. If the control will not switch off
Check that your character is actually at a rest location. Being in an ordinary outdoor area, a questing zone, or a city that is not functioning as the required rest location does not satisfy the disable requirement. Move into an inn or another rest area, reopen Talents, and try the control there.

Why the toggle may appear to be missing
You are below level 20
Blizzard places the control at level 20. A lower-level character will not have the same War Mode option in Talents, so leveling is required before the setting can be selected.
You opened the wrong panel
The control is in Talents, not in the character portrait’s normal PvP flag area. Press N and verify that the Talents pane is open; then look along its bottom edge.
You are trying to enable it outside a capital
War Mode cannot be enabled from an arbitrary outdoor zone under the stated procedure. Travel to Valdrakken, Stormwind, or Orgrimmar first. A rest location by itself is the requirement for turning the mode off, not the requirement for turning it on.
You are trying to disable it outside a rest area
The reverse restriction applies when switching off. If the icon is not selectable while you are questing or traveling, move to an inn or another rest location and open Talents there.

You are judging the result from a capital-city crowd
Capital cities can be shared by players with opposite War Mode choices. That makes a capital a valid place to change the setting but an unreliable place to determine which outdoor instance you will use. Check the setting after leaving the city.
Choosing whether to use War Mode
The practical choice is between access to open-world PvP and the restrictions that come with entering that separate world state. The following comparison uses the behavior Blizzard documents for the mode.

Choose War Mode when access to open-world PvP and interaction with other War Mode players is worth traveling to a capital to enable it and accepting the separate outdoor instance. Leave it off when you do not want that open-world PvP environment and prefer to remain in the non-War-Mode player pool. Because enabling and disabling use different location rules, plan the trip that matches the change you want to make.

Do I have to go to Stormwind or Orgrimmar to turn War Mode on?
No. Valdrakken is also listed as an eligible location. Stormwind is the Alliance capital option and Orgrimmar is the Horde capital option, but either faction can use Valdrakken when it is available to the character.

Can I turn War Mode off at an inn?
Yes. An inn is an example of a rest location, and disabling is allowed there. Open Talents with N and deselect the control at the bottom.

Is the War Mode control the same as the portrait PvP flag?
No. The War Mode control is in Talents. The ordinary character-portrait PvP flag is not the control used for this setting.
Why can I see a player with the opposite setting in a capital?
Capitals can be shared even though the outdoor world is split by War Mode choice. Seeing an opposite-setting player in a city is therefore compatible with the toggle working normally.
What happens to outdoor player encounters after I enable it?
Outside cities, your character is placed with players who also chose War Mode. Players who left it off are placed in a separate outdoor instance.
