There is no universal switch for enemy level scaling. Open the specific game’s Gameplay, Difficulty, World Level, or Enemy Upscaling menu first. If a dedicated scaling control exists, disable it or lower its range. If the game exposes only a difficulty slider, that usually changes damage dealt and received rather than stopping enemies from matching your level. On supported PC versions, a compatible mod may add a scaling toggle, level offset, range, or per-enemy-class control.
What enemy level scaling changes
Enemy level scaling is the system that adjusts an opponent’s level, statistics, or both as your character advances. In one RPG, an enemy may match your current level exactly. In another, it may remain within a fixed range above or below you, rise only after a quest milestone, or use a minimum and maximum level. Some games leave the displayed level unchanged while scaling health, damage, armor, resistances, or rewards behind the scenes.
That variety is why instructions from one RPG cannot be applied safely to another. “Turn off scaling” might mean disabling a world-level system, removing an upscaling rule, setting a level offset to zero, or simply lowering combat damage. Identify the exact game, edition, platform, and patch before changing anything.

- Record the exact version. Note the game title, edition or remaster, platform, current patch, and whether a mod manager or mod list is already active. Menus and mod compatibility can differ between releases.
- Inspect the game’s own menus. Pause the game or open the main menu and look under Gameplay, Difficulty, World Level, Enemy Upscaling, and Accessibility. A control named “difficulty” is not automatically a scaling control.
- Prefer a dedicated scaling control. If you see an enemy-upscaling or world-level switch, turn it off or select the lowest available setting. Read any description for whether it affects new encounters, quests, or only future spawns.
- Use the difficulty slider when that is all the game provides. This can make fights easier by changing outgoing and incoming damage, but it may leave enemy level matching intact. Treat it as a combat-damage adjustment, not proof that scaling has been removed.
- Consider a mod only when the title supports mods. Search the game’s established mod ecosystem for “enemy scaling,” “enemy upscaling,” “level offset,” “static enemy levels,” or “scaling on/off.” Confirm the mod’s game version, platform, dependencies, load order, and save-game notes.
- Test on a backup save. Compare a newly spawned opponent with an encounter that was already loaded. Games do not all recalculate existing enemies after a setting changes, so do not assume that an enemy standing in front of you will update immediately.
Scaling controls and difficulty controls are different
| Control type | What it normally changes | What it may leave unchanged |
|---|---|---|
| Difficulty slider | Damage your character deals, damage received, and sometimes other combat multipliers | Enemy level, level matching, spawn rules, quest scaling, and loot rules |
| Enemy-upscaling toggle | Whether enemies are raised toward your level or a world-level target | Health or damage multipliers that the game handles separately |
| Level offset | The number of levels enemies are placed above or below the player or a baseline | Other classes or systems unless the control is global |
| Minimum/maximum range | The lowest and highest level an enemy can use relative to the player | Already spawned actors, quest-specific rules, or reward scaling |
| Health or damage scaling | Enemy survivability or attack strength without necessarily changing the displayed level | The level number shown beside the enemy |
Use the control that matches the problem you are trying to solve. If every enemy is your level but fights take too long, a health or damage adjustment may be more precise than removing level matching. If you want early-game areas to remain clearly weaker, you need a scaling or world-level control rather than a lower damage multiplier.

Skyrim: what the official setting does
Change combat difficulty
Bethesda’s support instructions for The Elder Scrolls V: Skyrim are to open System Options, choose Gameplay Settings, and change Difficulty. The documented range is Novice through Master. Bethesda describes this setting as changing how much damage your character deals and receives.
- Open the pause menu.
- Select System Options.
- Choose Gameplay Settings.
- Set Difficulty to the desired level, from Novice to Master.
- Return to the encounter and check whether the damage trade-off, rather than the enemy’s level, solved the problem.
This is an official remedy for an encounter that is too difficult. The documented support path does not establish a universal in-game switch that removes Skyrim’s enemy-level scaling. Therefore, lowering the difficulty should be described as changing combat damage, not as disabling level matching.
When Skyrim’s difficulty change is the right choice
- Use it when you want the same encounter and progression rules but need enemies to hit less hard or take more damage.
- Keep it unchanged when your goal is specifically to preserve low-level enemies in early areas; the support description does not say that the setting changes their levels.
- If a mod is involved, check whether it changes difficulty multipliers, actor levels, or both. A mod that changes one of those systems may not affect the other.
Fallout 4: lower difficulty through Gameplay settings
Official menu path
Bethesda’s support path for Fallout 4 is Settings, then Gameplay, then Difficulty. This is the supported way to make an encounter easier during play.
- Open the pause menu or main menu.
- Select Settings.
- Open Gameplay.
- Choose Difficulty and select the lower setting you want.
- Load or resume the encounter and verify the practical effect before changing additional systems.
The official instruction is a difficulty adjustment. It should not be presented as a documented Fallout 4 switch for stopping enemies from leveling with the player. If your edition or mod list exposes a separate world-level or scaling option, evaluate that control independently and follow its own compatibility notes.

The Witcher 3: dedicated upscaling and mod controls
Check the built-in Enemy Upscaling option
The Witcher 3: Wild Hunt is a clearer example of a game that separates enemy upscaling from ordinary difficulty. Look for the dedicated Enemy Upscaling option in the game’s settings. Turning that option off addresses upscaling directly; changing the general difficulty setting addresses combat challenge and may not perform the same operation.
Enemy Scaling Overhaul controls
The mod Enemy Scaling Overhaul documents a Scaling (On/Off) control and an Upscale Only (On/Off) option. It also lists selectable scaling modes and minimum and maximum levels relative to the player. Those features allow a player to choose between no scaling, upscaling-only behavior, or a bounded relative-level system instead of relying on one global difficulty multiplier.
Enemy Scaling Offset controls
The mod Enemy Scaling Offset documents separate upscaling and downscaling switches for five enemy classes. It supports universal or per-class offsets and optional health scaling from 10% to 500%. Its documented menu path is Settings > Mods > Enemy Scaling Offset.
These are mod-specific features, not guarantees for every Witcher 3 platform, edition, or patch. Verify the mod page’s compatibility information before installation. A setting that works in one release may be unavailable in another, and a mod designed for one game version can cause missing menus, load errors, or an unstable save when used elsewhere.

Choosing the kind of scaling reduction you want
Disable scaling completely
Choose an off switch when you want enemies to retain their authored or region-based levels. This produces the largest contrast between early and late areas, but it can also make revisiting old zones trivial. Quest encounters may still follow special rules even when ordinary roaming enemies stop matching your level.
Use a fixed level offset
An offset places enemies a set number of levels above or below a reference point. A negative offset can make most fights easier without removing the game’s progression relationship entirely. A positive offset preserves pressure for players who want tougher encounters. Confirm whether the offset is global or limited to selected classes.
Set a minimum and maximum range
A bounded range prevents enemies from falling too far behind while also stopping them from rising indefinitely. This is useful when you want old areas to remain relevant but do not want every encounter to become exactly your level. Check whether the range is calculated relative to the player, the region’s base level, or the enemy’s original level.

Adjust only enemy health
Health scaling is a separate lever. Lowering health can remove tedious bullet-spongy fights while preserving level displays, resistances, and progression. In the Enemy Scaling Offset mod’s documented controls, health scaling can be set from 10% to 500%; that range belongs to the mod and should not be generalized to other titles.

Control enemy classes separately
Per-class controls let you keep bosses or guards challenging while reducing ordinary monsters or humanoids. Before choosing this approach, identify the classes the mod actually exposes. A list of five classes in one mod does not mean every game divides enemies in the same way.
How to install and evaluate a scaling mod safely
- Confirm platform support. Check whether the mod supports your PC, console, or storefront version. Many mod ecosystems are platform-specific.
- Match the game build. Compare the mod’s required patch, edition, and expansion support with the version shown in your launcher or title screen.
- Read dependency and load-order instructions. A scaling mod may require a framework, script extender, configuration menu, or a particular position in the load order.
- Back up saves. Keep a manual save from before installation and avoid testing an unverified configuration on your only character.
- Install one scaling change at a time. Installing several mods that all alter levels, health, or difficulty makes it difficult to identify conflicts.
- Open the documented menu. For Enemy Scaling Offset, the documented path is Settings > Mods > Enemy Scaling Offset. Other mods may use a configuration file or a different in-game menu.
- Set conservative values first. Start with scaling off, a zero offset, or a modest health adjustment. Record the original values so you can reverse the change.
- Load a controlled test save. Use an area with a familiar enemy and then travel to a location that spawns a fresh encounter.
- Check the result after a reload. Some systems apply settings only when an enemy is newly spawned, when a cell is reloaded, or when a quest begins.
- Remove or roll back carefully. Follow the mod author’s uninstall guidance. Removing a script-based mod from an active save can leave persistent data even after its files are deleted.
How to verify that scaling actually changed
- Record the baseline. Note the enemy’s displayed level, health behavior, damage, class, and location before changing the setting.
- Use a new spawn. Leave the area, allow it to unload if the game uses streamed cells, and return. An already loaded enemy may retain its original values.
- Compare like with like. Test the same enemy class in the same region. Comparing a boss with a common creature can hide which rule changed.
- Separate level from statistics. An unchanged level display does not prove that health or damage scaling is still active, and a changed level does not prove that health multipliers changed with it.
- Test a quest encounter separately. Scripted enemies can obey quest-specific level rules rather than the ordinary roaming-enemy setting.
- Check after restarting the game. If the setting works only until the next launch, a configuration file, mod menu save, or load order may not be applying correctly.
Common problems and targeted fixes
The menu has Difficulty but no scaling option
Use the difficulty control for damage changes, then confirm whether the enemy’s level still matches yours. If it does, the title may not expose a built-in scaling toggle. Only pursue a mod if the platform and game version support one.
The setting changed, but nearby enemies did not
Reload a save from before the encounter, leave the area long enough for a fresh spawn, or test a new quest location. Do not assume that an actor already loaded in memory will be recalculated.
The mod menu is missing
Recheck the required game patch, dependencies, script extender or framework, and load order. Confirm that the mod supports your edition and that its files are installed in the location expected by your mod manager.

Only some enemies respond
Inspect the mod’s class list and compare the affected enemy types. A per-class system may intentionally exclude bosses, guards, monsters, or humanoids. Quest-specific actors can also use separate rules.
Fights became easy, but enemies still have high health
You changed level or damage scaling without changing health scaling. Use a health control only when the mod or game explicitly provides one, and change it independently so you know which adjustment produced the result.
The game becomes unstable after installation
Disable the newest scaling-related change, restore the pre-installation save, and consult the mod’s compatibility and uninstall instructions. Avoid stacking multiple systems that all rewrite enemy levels or statistics.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat to document before asking for help
Support requests are much easier to solve when they include the exact game title, edition, platform, patch number, difficulty setting, scaling or world-level setting, mod name and version, mod manager, load order, and whether the enemy was newly spawned. Include the original and changed values for one specific enemy rather than saying only that “scaling still works.” This information distinguishes a missing feature from a configuration error or a previously loaded encounter.
Practical recommendations by goal
| Your goal | First setting to try | What to verify afterward |
|---|---|---|
| Make one difficult fight less punishing | Lower the game’s Difficulty setting | Damage dealt and received changed; enemy level may remain the same |
| Stop every ordinary enemy from matching your level | Dedicated Enemy Upscaling, World Level, or Scaling toggle | Freshly spawned enemies use their regional or authored levels |
| Keep enemies near your level but not exactly equal | Minimum/maximum range or a modest level offset | The offset is applied to the intended enemy classes |
| Reduce long fights without changing displayed levels | Health-scaling control | Enemy survivability changes while level rules remain intact |
| Keep bosses hard but reduce common enemies | Per-class scaling controls | Bosses, guards, monsters, and other classes follow the selected rules |
The key limitation
Enemy scaling is implemented title by title. Skyrim and Fallout 4 document difficulty paths, while The Witcher 3 exposes a separate Enemy Upscaling setting and has mods that add more granular controls. Those examples demonstrate the decision process, not a universal recipe. Always match the instruction to the exact game build, distinguish damage changes from level changes, and verify the result with a fresh encounter before continuing on an important save.
