First establish the exact source and target versions, the failed upgrade stage, and the last known healthy state. Then check the product-specific upgrade path and cluster or data-store health: the safe next step depends on which product failed and how it is deployed.
Start by defining the failure
Record these details before making another change. They help distinguish a bad version path from a restart, rejoin, unseal, or integration problem.
- Product and versions: identify Nomad, Consul, or Vault, plus the exact installed and intended versions.
- Deployment method: note whether the affected installation uses binaries, containers, or Kubernetes, where applicable.
- Failure stage: say whether the problem appeared during preflight, restart, cluster rejoin, Vault unseal, or a post-upgrade workflow.
- Health boundary: list which nodes are healthy and the most recent point at which the cluster or service was healthy.
- Evidence: preserve logs from before and after the attempt, along with relevant configuration. Redact secrets before sharing configuration.
Do not treat a component that starts successfully as proof that the whole system is healthy. Check membership, quorum or data access as relevant, and the compatibility of connected products before continuing the rollout.
Check the upgrade path before retrying
Upgrade instructions are product- and version-specific. Review the release notes and dedicated upgrade guidance for every version between the installed and target releases; do not assume that jumping directly to the target is supported.

Consul version paths
Follow dedicated instructions when they apply to the source and target range. Otherwise, HashiCorp’s general Consul guidance limits a non-LTS upgrade path to a maximum jump of two major versions. For Enterprise LTS, it allows a maximum jump of three major versions between LTS releases. These limits do not override a dedicated path or other version-specific requirements.
Nomad and Consul compatibility
Check the Nomad/Consul compatibility information as well as each product’s release notes. HashiCorp’s Consul notes give a historical example: Consul 1.13.8 had an API change that interfered with Nomad’s agent-version detection and allocation placement. That example applies to that version and issue; it is not evidence that current releases have the same incompatibility.
Use health and sequencing to diagnose the product

Consul: quorum, membership, and rejoin
HashiCorp identifies upgrading the leader at the wrong point and proceeding before a follower has fully rejoined as common causes of upgrade trouble. Either can contribute to quorum loss and repeated leadership elections. If membership or Raft peer state is unhealthy, pause the rollout rather than restarting another server; use the documented Consul disaster-recovery guidance for the affected state.

Before proceeding to another server, inspect cluster membership and Raft peers and run the documented health checks. For an applicable backward-incompatible protocol transition, Consul documents a two-phase approach: upgrade nodes one at a time while using the prior protocol, waiting for each server to become healthy and rejoin; after every node runs the new version, restart agents without the compatibility flag. Confirm that this approach applies to the specific versions before using it.
Nomad: server health, client restarts, and allocations
Nomad’s documented incremental approach is to add or upgrade servers, check cluster health, remove old servers if they are being replaced, check health again, and then upgrade clients. A client restart that exceeds the configured heartbeat grace period can lead to that node’s allocations being rescheduled. In the cited Nomad documentation, the default heartbeat_grace is 10 seconds; verify the setting in the affected deployment rather than assuming that default applies.
Some new features require all nodes to be upgraded. If the cluster is healthy but a feature is unavailable, check its version requirements across the fleet before treating the symptom as a failed upgrade.

Vault: startup, unseal, and data checks
Vault handles many upgrade tasks when unsealed, but HashiCorp does not guarantee backward compatibility for the data store. After a restart, ensure that enough unseal-share holders are available. Once Vault is unsealed, verify data access and exercise the authentication methods, secrets engines, and critical workflows that the deployment relies on.
Prepare recovery before changing state
Consul snapshots
Take a Consul snapshot before upgrading and verify that restoration works in a test environment before relying on it in production. A snapshot is only useful as a recovery plan if the team knows it can be restored.

Nomad explicitly does not support downgrading. Its upgrade guidance describes client downgrade as requiring drained allocations and removal of the data directory; safe server downgrade requires re-provisioning the cluster. Do not describe reinstalling an earlier binary as a supported rollback or attempt it as a substitute for a planned recovery procedure.

Vault snapshot restoration
Vault rollback is not automatic. Its documented recovery sequence is to stop Vault, install the previous version, restore the pre-upgrade data-store snapshot and configuration, start and verify Vault, unseal it, and test the rollback. Validate this plan for the specific storage backend and deployment before production use; the documented steps are not a universal guarantee that downgrading will be safe.
For a production Vault upgrade, HashiCorp advises testing the recovery path before the change: back up the data and configuration, restore the snapshot to a non-production instance, upgrade that instance, confirm data access, and exercise authentication methods, secrets engines, and critical workflows.

For a Consul incident, HashiCorp’s support guidance requests the versions being upgraded from and to, debug-level logs from every server (before and after the attempt where available), configuration with secrets redacted, detailed membership, and Raft peer state. Collect the membership and peer output from each server. Consul Community users without paid support can ask for help in the community forum; Enterprise users and Consul Community users with a paid plan can contact HashiCorp Support.
For Nomad or Vault, gather the analogous product-specific logs, status, configuration, exact versions, and—where relevant—storage and snapshot condition. Follow the support instructions for that product; a single complete evidence checklist for all three products is not established.
