Track uranium with a dated ledger, not a single headline quote. Keep U3O8 spot benchmarks, long-term benchmarks, and delivered contract prices in separate series; record each mine’s regulator and licence gate; and label every project milestone as a company announcement, staff recommendation, commission decision, or licence issuance. This prevents a contract price from being mistaken for a live spot quote or a resource estimate from being treated as a construction schedule.

Start with one observation ledger

Create one spreadsheet or database row for every price observation, regulatory event, or project milestone. Never overwrite an old value when a source updates a page. Add a new row with the new observation date and publication date so that you can reconstruct what was known at any point in time.

Field What to record Why it matters
Observation type Price, environmental assessment, hearing, decision, licence, construction, commissioning, or operating authorization Separates market data from project-stage data
Project or benchmark Exact project name, mine or mill, or named price series Avoids combining similarly named assets or benchmarks
Product U3O8, UF6, UO2, or another specified product Fuel-cycle products are not interchangeable
Transaction or status Spot, long-term, delivered contract, announced, recommended, decided, or licensed Shows what the number or milestone actually represents
Value and unit Price, pounds, capacity, date, licence term, or other stated measure Preserves the original measurement
Geography and jurisdiction Country, province or state, market, and regulator Rules and prices differ by location
Observation date Date the market value or event applied Separates event timing from publication timing
Publication date Date the source released or updated the information Important when a page is revised later
Source and evidence level Regulator record, government statistic, company filing, or company announcement Prevents promotional claims from being treated as approvals

Use a stable identifier for each project and benchmark. For example, a project row can use ROOK-I, while price rows can use U3O8-US-EIA-DELIVERED or U3O8-CAMECO-SPOT. Store the original wording in a notes field and record whether a value is preliminary, revised, annual, monthly, or a one-time event.

Track uranium prices without mixing unlike series

Separate spot, long-term, and delivered-contract prices

A spot quote describes short-term market transactions or a spot benchmark. A long-term price reflects multi-year contracting. A delivered-contract statistic measures what buyers actually paid for deliveries during a period, which can include contracts signed earlier and therefore may lag current market conditions. These series answer different questions and should occupy separate columns or datasets.

Series Reported value Coverage and qualification How to use it
U.S. reactor-owner purchases, all contracts US$58.46 per lb U3O8 equivalent Weighted average for 46.9 million lb purchased by U.S. reactor owners in 2025, reported by the U.S. Energy Information Administration in 2026 Measure the average delivered purchase cost for that U.S. buyer group and year
U.S. reactor-owner spot contracts US$76.01 per lb 13% of 2025 deliveries in the same EIA dataset; reported in 2026 Compare the spot-contract component of U.S. deliveries, not a live global quote
U.S. reactor-owner long-term contracts US$55.91 per lb 87% of 2025 deliveries in the same EIA dataset; reported in 2026 Compare contracted delivery economics for that annual U.S. sample
Cameco spot benchmark US$73.54 per lb 2025 uranium spot-price average reported by Cameco in 2026 Follow a benchmark average for spot-market conditions
Cameco long-term benchmark US$86.50 per lb December 2025 long-term price reported by Cameco in 2026 Follow the long-term market indication for that month

The EIA figures are annual delivered-purchase statistics for U.S. reactor owners. They are not a real-time worldwide spot quotation. The Cameco figures are a separate industry benchmark series, so do not average them with EIA delivered prices or splice one series into the other without documenting the change.

Keep the fuel-cycle product explicit

U3O8 is a mined uranium concentrate. It is converted to UF6, enriched, and fabricated into reactor fuel. A price for one stage cannot be used as the price for another stage without a stated conversion, enrichment, fabrication, transport, and timing assumption. Cameco’s annual-report note states that “the industry does not publish UO2 prices.” If your ledger has no established UO2 benchmark, record “not stated” rather than substituting a U3O8 value.

Use a price-record template

At minimum, each price row should contain:

  • Benchmark name and publisher
  • Product and chemical form
  • Spot, long-term, delivered, or other contract type
  • Value, currency, and unit
  • Geography and buyer population
  • Observation period and publication date
  • Whether the number is an average, point-in-time quote, or weighted average
  • Source page, retrieval date, and notes about revisions

Store currencies exactly as published. Do not silently convert US dollars to Canadian dollars or change pounds to kilograms; if you add a converted column, retain the original value and document the exchange rate and conversion date.

Build a useful chart

Plot spot benchmarks, long-term benchmarks, and delivered-contract averages as separate lines. Use a secondary annotation track for publication dates and contract-share changes. A line chart that combines the EIA annual delivered average with a monthly spot quote will create a false impression of precision; either use separate panels or label the different frequencies clearly.

Understand the approval chain before calling a mine “approved”

A uranium project usually passes through environmental assessment, technical review, public participation, a decision by the competent commission or authority, and one or more licences. A company announcement can describe an intended next step, but it is not a regulatory decision. Your ledger should record the authority and the legal scope of every gate.

Recommended approval status labels

  • Submitted: the applicant filed an environmental statement, licence application, or other package.
  • Staff acceptance or technical review: regulator staff found the submission acceptable for review or completed a technical assessment. This is not the final authorization.
  • Public hearing: formal hearings or consultation occurred. A hearing does not itself grant a licence.
  • Environmental decision: the responsible authority issued its environmental finding.
  • Commission decision: the decision-making body voted or issued a formal decision.
  • Licence issued: the legal instrument was issued, including its activity scope and expiry date.
  • Construction, commissioning, or operating authorization: a separate permission for the specified activity, if required.

Record the exact wording. “Site preparation and construction” is narrower than permission to operate a mill or produce uranium. A licence can also carry conditions, reporting duties, financial guarantees, inspection requirements, and an expiry date.

Worked example: NexGen’s Rook I approval timeline

The Canadian Nuclear Safety Commission (CNSC) record illustrates why a dated gate ledger is more informative than a single “approved” label. The project is a uranium mine and mill in northern Saskatchewan. The CNSC describes its mandate as regulating nuclear energy and materials to protect health, safety, security, and the environment; implementing Canada’s international commitments on peaceful nuclear energy; and disseminating objective scientific, technical, and regulatory information.

Date Event What the event establishes
November 29, 2024 NexGen submitted the final environmental impact statement The applicant completed that filing stage
January 28, 2025 CNSC staff deemed the package acceptable The submission could proceed through the regulatory process; this was not the licence decision
November 19, 2025 First public hearing Formal public participation began in the two-part hearing process
February 9–12, 2026 Second public hearing The remaining hearing sessions were completed before the decision
March 4, 2026 Commission issued a site-preparation and construction licence The project received authorization for the activities within that licence scope
March 31, 2036 Licence expiry listed by CNSC The authorization has a defined end date and must be tracked for renewals or amendments

Do not infer a commercial production date from this timeline. The licence entry establishes site preparation and construction scope. Commissioning, operating authorization, construction completion, and production guidance are separate observations that must be sourced independently.

Compare uranium projects on the same axes

Comparison is reliable only when every project is measured against the same definitions. A preliminary resource estimate does not prove that a project is licensed, financed, under construction, or scheduled to produce.

Comparison axis Questions to answer
Regulatory stage Has the application been submitted, technically accepted, heard, decided, licensed, or authorized to operate?
Regulator and jurisdiction Which national, provincial, or state authority has legal control, and what additional permits are required?
Environmental assessment What was filed, when was it accepted, and has the environmental decision been issued?
Licence scope and expiry Does the licence cover site preparation, construction, commissioning, operation, or another activity? When does it expire?
Construction status Has physical construction started under an issued authorization, or is it only announced?
Production method Is the plan open-pit, underground, in-situ recovery, or another method, and what permits and infrastructure does it require?
Expected capacity What annual capacity is stated, by whom, and in which study or filing?
Financing and offtake Is funding committed, conditional, proposed, or absent? Are offtake terms binding or indicative?
Infrastructure What roads, power, water, processing, transport, and workforce facilities are available or still required?
Schedule risk Which dates are regulatory commitments, company targets, study assumptions, or unsupported estimates?

Keep regulator records and company filings in separate evidence columns. When they conflict, show both statements and explain the difference rather than selecting the more optimistic date.

A practical monthly tracking workflow

1. Refresh price observations

  1. Check each benchmark publisher on its stated release schedule.
  2. Add a new row with the observation period, publication date, product, contract type, geography, value, currency, and unit.
  3. Mark annual EIA delivered figures as annual U.S. reactor-owner data, not live global spot data.
  4. Keep Cameco spot and long-term benchmark rows separate from EIA rows.
  5. Flag revisions instead of deleting earlier observations.

2. Refresh regulatory records

  1. Open the competent regulator’s facility or project page and the associated hearing, decision, and licence records.
  2. Record newly posted submissions, staff findings, hearing dates, decisions, licence amendments, inspections, and compliance actions.
  3. Capture licence issue and expiry dates and the exact authorized activity.
  4. Tag each entry as company-announced, staff-recommended, commission-decided, or licence-issued.

3. Reconcile the project schedule

  1. Place company target dates beside regulator dates rather than replacing one with the other.
  2. Require a primary source for construction start, commissioning, and operating authorization.
  3. Mark a date as “not stated” when the evidence does not establish it.
  4. Review dependencies such as financing, offtake, infrastructure, procurement, and workforce availability.

4. Publish alerts that have context

  • Alert when a licence is issued, amended, renewed, or approaching expiry.
  • Alert when a hearing date or commission decision is posted.
  • Alert when a benchmark changes, but include its product, contract type, geography, and observation date.
  • Alert when a project moves from an announcement to a regulator-confirmed authorization.

During active regulatory review, refresh the ledger at least monthly. Increase the frequency around hearing windows, commission meetings, licence decisions, and published compliance actions.

Common tracking errors and how to fix them

Calling an annual delivered average a spot price

Problem: A reader sees the EIA’s US$58.46 per lb 2025 weighted average and assumes it is today’s market quote.

Fix: Label it as a 2025 weighted average paid by U.S. reactor owners for delivered purchases, and show the separate spot-contract and long-term-contract components.

Combining products from different fuel-cycle stages

Problem: A U3O8 price is copied into a UF6 or UO2 column.

Fix: Require a product field and leave unsupported UO2 cells as “not stated.” Add conversion and fabrication costs only when a documented methodology supports them.

Treating a company target as a permit

Problem: A press release says construction will begin, and the tracker labels the mine “under construction.”

Fix: Keep the announcement in one row and wait for a regulator record confirming the construction authorization or a verifiable construction event.

Ignoring licence scope and expiry

Problem: A project is described as fully approved even though its licence covers only site preparation and construction.

Fix: Copy the scope verbatim, record the expiry date, and create separate rows for commissioning and operating authorizations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inferring a schedule from resources

Problem: A large resource estimate is used to claim a production start date.

Using stale regulatory pages

Problem: A static summary omits a later hearing, amendment, or compliance action.

Fix: Store retrieval dates, monitor the regulator’s project and facility pages, and preserve earlier versions or snapshots in your records when possible.

Design the tracker for auditability

Use controlled values for product, contract type, jurisdiction, regulator, evidence level, and status. Require a source and publication date before a row can be marked complete. Add a “last verified” field and a reviewer field for high-impact entries such as licence decisions.

Keep three related views:

  • Price view: one row per benchmark observation, with separate charts for spot, long-term, and delivered contracts.
  • Regulatory view: one row per filing, hearing, decision, licence, amendment, or compliance event.
  • Project dashboard: the latest verified status plus links back to every underlying observation.

Never collapse a sequence of approvals into one permanent “approved” flag. A dashboard can show the latest status, but the underlying event history should remain intact. This is particularly important when a licence is amended, expires, or is replaced.

What a reader should see in a finished project profile

A useful profile begins with the current verified regulatory status and the date it was checked. It then lists the regulator, jurisdiction, environmental-assessment stage, hearing history, licence scope, issue date, expiry date, construction authorization, and operating authorization. The commercial section should identify the stated production method, capacity, financing or offtake status, infrastructure dependencies, and schedule assumptions. Every date should be labelled as a regulator decision, a company target, a study assumption, or another clearly defined category.

For market context, show the relevant uranium product and benchmark separately. A profile that displays a U3O8 spot benchmark beside a long-term benchmark can be useful; a profile that silently mixes those figures with a delivered U.S. annual average is not. The same discipline applies to projects: a construction licence can be a major milestone without proving that commissioning or production has begun.
