Use the GST Council’s official What’s New, press-release, FAQ and meeting-archive pages to find a decision, then verify its legal effect in the Council’s Central GST index and the CBIC Tax Information Portal. A Council recommendation is not automatically an operative tax rule: identify the notification, circular, order or other official publication that implements or explains it, and record that document’s dates.
This workflow helps you answer three different questions accurately: what the Council recommended, what the government published, and when the published measure takes effect.
Where official GST updates are published
No single page contains every GST development. The reliable approach is to start with the Council record for context and then move to the central legal or administrative publication for operative details.

The Council’s What’s New page is the current-feed entry point. It brings together press releases, FAQs, newsletters and other Council material. The listing checked for this guide included material for the 57th meeting dated 8 October 2026. Use this page to spot a new item, but open the underlying document before relying on a headline or short description.
#1 Best Overall

Press-release index
The press-release index shows a date and title for recommendation-related announcements. It is the quickest way to locate the Council’s public account of a meeting. The current listing included the release for the 57th meeting dated 8 October 2026. A release is evidence of what the Council announced; it is not, by itself, the text of a tax notification.
FAQ index
The FAQ index contains explanatory material, including FAQs associated with Council recommendations. The listing checked included FAQs for the 57th meeting. Read an FAQ when you need the Council’s explanation of scope, examples or questions that a brief release does not answer. Treat it as explanatory guidance unless it points you to a separate legal instrument.
Meetings archive
The meetings archive preserves the record around each meeting. Rows include meeting dates and links to agendas and minutes, with search fields for agenda and minutes. Search by meeting number and date, then retain those identifiers in your notes. Agendas can show what was before the Council; minutes provide the formal meeting record.
Central GST index
The Council’s Central GST index is the bridge from a recommendation to central legal and administrative material. It links to the CGST Act and Rules, Finance Acts, notifications (including tax and rate notifications), circulars, and instructions or guidelines. Use the relevant document class rather than assuming every change appears as a notification.
CBIC Tax Information Portal
The CBIC Tax Information Portal organizes GST Acts, rules, forms, notifications, circulars, instructions or guidelines, and orders. Its Latest Updates (Notifications & Circulars) entry point is useful when you are checking for a newly issued central document. CBIC states that portal content is being continuously updated and expanded in a phased manner, so revisit the current listing when timing matters.
Circulars and advisory index
The Council has a separate Circulars/Advisory index with dated advisories, including material about coordination between state and central authorities. An advisory may clarify administration without changing the wording of an Act or notification. Record its date and issuing body, and check whether it refers to an underlying legal instrument.

How to track a GST Council decision step by step
- Start with the Council feed. Open What’s New and the press-release index. Search for the subject, tax area or meeting number. Write down the meeting number, meeting date, release title and release date.
- Open the matching record. Use the press release for the Council’s announced recommendations, the FAQ for published explanations, and the meetings archive for the agenda and minutes. Do not substitute a news summary or a social-media post for these records.
- Check the meeting context. Open the agenda and minutes for the same meeting number and date. This can reveal whether an item was considered, deferred, discussed for information, or connected to another proposal.
- Search for the implementing publication. Search the Central GST index and the CBIC Tax Information Portal for the relevant Act, Rule, notification, circular, instruction, guideline or order. Search by subject terms as well as by the meeting date; a publication may be issued later.
- Capture the document identity. Record the publication’s document number or identifier, issuing authority, publication date and any effective date stated in the document. Preserve the exact title so another person can retrieve the same item.
- Classify the status. If your evidence is only a recommendation release, write that the Council recommended a change. Use “notified,” “clarified” or “effective from” only when the corresponding official document supports that wording.
- Recheck before publishing or acting. Council and CBIC listings change. Reopen the current document and verify dates immediately before issuing advice, filing a return, changing an invoice rule or making another time-sensitive decision.
What each document can prove
| Document | Publisher or index | What it establishes | What it does not establish by itself |
|---|---|---|---|
| Press release | GST Council | The recommendations or announcements attributed to a particular meeting, with the release date and title. | That a tax rate, exemption, procedure or compliance obligation is legally in force. |
| FAQ | GST Council | Published explanations and answers associated with a recommendation. | A substitute for the legal text when an Act, Rule, notification or order is required. |
| Agenda | GST Council meetings archive | The items placed before the Council and the meeting context. | That an item was approved or implemented. |
| Minutes | GST Council meetings archive | The formal record available for that meeting, including its date and linked context. | The later publication date or effective date of an implementing instrument. |
| Notification | Central GST index or CBIC portal | The issued legal measure, its identifier, dates and operative provisions stated in the text. | That every practical question is answered if a circular, order or form is also needed. |
| Circular | Central GST index or CBIC portal | An administrative clarification or instruction within the circular’s stated authority and scope. | A replacement for an Act or notification where the circular does not amend the law. |
| Instruction, guideline or order | Central GST index or CBIC portal | The administrative direction or order described in that document. | A general rate change unless the document expressly makes one. |
| State or Union Territory publication | Relevant state or UT tax authority | Jurisdiction-specific material issued under that authority. | A complete picture of central GST implementation across every jurisdiction. |
How to tell whether a recommendation has been notified
Use the wording of the underlying official publication, not the wording of the meeting headline. A recommendation can require a later central notification, amendment to rules, circular, order or other step. The Council’s agenda material describes central notifications, circulars and orders being made available through CBIC and the e-Gazette and placed before the Council for information or ratification. That is why the meeting record and the issued publication should be checked together.
| Evidence you have | Accurate description | Next check |
|---|---|---|
| Press release only | “The GST Council recommended …” | Search for the implementing Act, Rule, notification, circular, instruction, guideline or order. |
| FAQ explaining a recommendation | “The Council’s FAQ explains …” | Confirm whether the FAQ cites an issued legal instrument and follow that citation. |
| Notification or amended rule | “The measure was notified by [document identifier] …” | Read its commencement or effective-date clause and any transition provisions. |
| Circular or instruction | “The authority issued a clarification or instruction …” | Check the scope, addressees and relationship to the governing Act or notification. |
| Document with a future date | “The document states that it takes effect from [date] …” | Check whether conditions, transitional rules or a later amendment affect that date. |
Do not infer an effective date from the Council meeting date. The meeting date identifies when the recommendation was considered; the publication’s own commencement language controls the legal timeline.
How to find GST Council meeting minutes and agendas
- Open the meetings archive and search by meeting number if you know it. If you do not, narrow the results by the meeting date.
- Open the agenda link for the relevant row and note the item number or subject heading connected with your question.
- Open the minutes link for the same row. Confirm that the date and meeting number match the agenda you used.
- Use the archive’s agenda and minutes search fields for distinctive terms, such as a rate item, exemption category or procedural issue.
- Save the meeting number, date, agenda item and minutes reference in your update log. These details make later checking possible when a similar proposal appears in another meeting.
An agenda is useful for understanding what was presented. Minutes are useful for the formal meeting record. Neither should be treated as the final central legal text when the change still requires publication.
How to use the Central GST index and CBIC portal together
Start with the document class
If the issue concerns the wording of a statutory provision, look under the CGST Act or Rules. For a rate or exemption change, check tax or rate notifications. For administration, look for circulars, instructions, guidelines or orders. Forms can matter when a procedural change requires a revised filing or declaration.
Use both indexes for confirmation
The Council’s Central GST index provides a subject-oriented route to the central instruments connected with GST. The CBIC portal provides categorized access and a latest-updates route. If a document appears in one index but not the other, verify its identifier and issuing authority in the document itself and check the other index again later.

Do not stop at a title. Read definitions, substituted tables, conditions, exclusions, schedules, commencement clauses and transitional provisions. A short release may describe a broad recommendation while the issued text limits its scope or applies it from a different date.

Check for linked follow-up material
A notification may be followed by a circular, instruction, order, FAQ or amended form. The CBIC categories are separate for this reason. Record related documents rather than assuming the first publication answers every implementation question.
Build an update log that preserves the trail
A simple log prevents a recommendation, notification and clarification from being mixed together. Use one row per document, not one row per topic.
| Field | What to record |
|---|---|
| Topic | A short description of the tax or compliance issue. |
| Council meeting | Meeting number and meeting date. |
| Council record | Press-release or FAQ title, document date, and the relevant agenda or minutes reference. |
| Publication type | Act, Rule, notification, circular, instruction, guideline, order or form. |
| Identifier | The exact number or identifier printed on the official document. |
| Issuing authority | The body that issued the publication. |
| Publication date | The date shown on the instrument, which may differ from the meeting date. |
| Effective date | The commencement date stated in the instrument, or “not stated” if the document does not provide one. |
| Current status | Recommendation, published, effective, amended, superseded or awaiting clarification, supported by the documents you found. |
| Last checked | The date you reopened the current official listing and document. |
Keep the original document title and identifier exactly as published. Small differences in punctuation or numbering can make a later search harder, especially when multiple instruments address the same subject.
How to handle time-sensitive GST updates
Before publishing an alert
- Check the current Council listing and the current CBIC latest-updates listing.
- Confirm the meeting number and date behind the announcement.
- Locate the implementing instrument or state clearly that it has not yet been located.
- Quote the effective date only from the official instrument.
- State the jurisdiction and document type so readers know whether the item is central or jurisdiction-specific.
Before changing a process
- Read the operative text, including conditions and transition rules.
- Look for a related circular, order, instruction or revised form.
- Check whether the instrument is already effective or has a future commencement date.
- Reopen the source on the day the process changes, because listings and follow-up documents can be updated.
A page that was correct when a meeting occurred may not be sufficient for a later filing period. The date you last checked belongs in your internal log and, where appropriate, in the update notice you issue.
Example: following the 57th GST Council meeting
The Council listings checked for this guide showed the 57th meeting dated 8 October 2026 in What’s New, the press-release index and the FAQ index. To follow an item from that meeting:
- Use the 8 October 2026 date and the 57th meeting number to open the release.
- Read the related FAQ if the Council has published one for the issue.
- Open the meetings archive row for the 57th meeting and inspect the agenda and minutes.
- Search the Central GST index and CBIC portal for the corresponding notification, rule change, circular, instruction, guideline or order.
- Record the implementing document’s identifier, issuing authority, publication date and stated effective date.
- Describe the result as a recommendation until that publication supports stronger wording.
The example demonstrates the method, not the legal outcome of any particular item. The meeting number and date identify the trail; the operative document determines what changed and when.

Common mistakes and how to correct them
Calling a recommendation a law
Problem: A headline says a rate or exemption “is now” changed solely because the Council announced a recommendation.
Recommended Free Tools
Correction: Use recommendation language and locate the implementing publication before describing the change as notified or effective.
Using the meeting date as the effective date
Problem: The meeting date is copied into a compliance calendar as though it were the commencement date.
Correction: Record the meeting date separately and use only the effective-date clause in the notification, rule, circular or order for the legal timeline.
Relying on a short summary
Problem: A release or FAQ is treated as a complete substitute for the legal instrument.
Do these 3 things before closing this tab:

Searching only one index
Problem: A document is missed because the user checks only the Council page or only the CBIC page.
Correction: Use the Council’s Central GST index and the CBIC Tax Information Portal, then verify the identifier in the document itself.
Ignoring jurisdiction
Problem: A central announcement is assumed to answer a state or Union Territory implementation question.
Correction: Check the relevant state or UT tax authority and official publications for jurisdiction-specific material. The central indexes do not form a complete directory of every state and UT channel.
Failing to recheck an old page
Problem: An archived link or old summary is used for a current filing period.
Correction: Reopen the current Council and CBIC listings, confirm the latest document and record the date checked.
Central updates versus state and Union Territory updates
The Council and CBIC pathways documented here are strongest for central GST material: Acts, Rules, central notifications, circulars, instructions, guidelines and orders. They do not establish a complete state-by-state or Union Territory directory. If your question concerns a state-specific procedure, enforcement practice, local notification or state tax administration, add the relevant state or UT tax authority’s official site and publication register to the same workflow.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Keep the central Council record in your log even when a state or UT document is involved. It explains the policy context, while the jurisdiction’s own instrument may determine local implementation, dates or forms.
A repeatable checklist
- Have you identified the Council meeting number and date?
- Did you read the relevant press release, FAQ, agenda or minutes rather than a secondary summary?
- Did you search the Central GST index and CBIC Tax Information Portal?
- Have you identified the document type and exact identifier?
- Did you record the issuing authority and publication date?
- Is the effective date stated in the operative document?
- Does your wording distinguish recommended, published, clarified and effective?
- Have you checked for a related circular, order, instruction, guideline or form?
- Could a state or Union Territory publication also apply?
- Did you reopen the current listings before relying on the update?
Following these checks gives you an auditable path from a Council announcement to the official text that governs implementation, without treating a meeting summary as the law itself.
