To track cryptocurrency campaign money in the United States, start with the Federal Election Commission (FEC) committee ID, then examine the committee’s filed receipts, disbursements, and reports for the relevant election cycle. A blockchain transfer, exchange announcement, or campaign post is only a lead; the legally significant record is the committee’s filing. For bitcoin, the FEC requires a campaign to value the asset at market value when received, report the receipt as an in-kind contribution, and report an offsetting disbursement if it keeps the bitcoin instead of immediately liquidating it.
This workflow is for federal campaigns and federal political action committees (PACs). State and local disclosure rules differ, so a federal search cannot answer what happened in a state legislative, municipal, or state-PAC filing.
What you can prove with federal records
FEC data can establish who reported a receipt, which committee received it, when it was reported, how much it was valued at, how the transaction was designated for an election, and what memo text or amendment accompanied it. It can also show how a PAC used its money: contributions to candidates, other committee transfers, ordinary operating disbursements, and independent expenditures for or against candidates.
The FEC defines a contribution broadly. Its bitcoin guidance quotes the statute: “The Act defines a ‘contribution’ to include ‘any gift, subscription, loan, advance, or deposit of money or anything of value made by any person for the purpose of influencing any election for Federal office.’” Bitcoin therefore is not outside campaign-finance reporting simply because the transfer occurs on a blockchain.

FEC records are disclosures, not immutable real-time ledgers. Reports can be amended, a committee can receive an FEC request for additional information, and a later filing can correct an earlier entry. Preserve the report number, filing date, and amendment status with every figure you use.
Step 1: Define the jurisdiction, cycle, and question
Write down the boundaries before searching. This prevents a direct donation from being mixed with a PAC’s independent expenditure or with activity from another election cycle.
- Jurisdiction: federal records are covered here. For state or local activity, identify the relevant state or municipal filing system and applicable law separately.
- Election cycle: select the cycle attached to the transaction, not merely the calendar year in which you found it. A report filed in one year can contain activity assigned to another cycle.
- Target: specify a candidate, campaign committee, PAC, donor, asset, or spending purpose.
- Transaction question: decide whether you are looking for receipts, candidate contributions, independent expenditures, refunds, transfers, or all of them.
- Evidence standard: decide whether you need a single verified transaction or a reproducible comparison across committees and cycles.
A useful research note begins with a sentence such as: “Find all receipts reported by committee ID X in the 2024 cycle that mention bitcoin or a crypto-related donor, then reconcile each entry with amendments and any liquidation.” That sentence fixes the scope before numbers start moving between spreadsheets.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsStep 2: Find the correct committee and stable ID
Use the FEC campaign-finance data search to look up a candidate, campaign committee, PAC, or committee ID. The portal provides candidate and committee profiles, individual-contributor searches, receipts, spending, filings, bulk data, and links to external sources.
Search by name, then confirm identity
- Open the FEC data search and enter the candidate, committee, or PAC name.
- Review the profile’s committee type, candidate association, headquarters or state, and active or terminated status.
- Record the committee ID exactly as displayed. Treat that ID as the join key for receipts, disbursements, filings, audits, enforcement records, and independent-expenditure data.
- Check for similarly named committees, authorized committees from earlier campaigns, and separate leadership or super PAC entities. Do not assume that a shared candidate name means the same committee.
- Save the profile’s election-cycle context and the date you retrieved it.
Names change, committees terminate, and a candidate may have more than one authorized committee over time. The committee ID is more reliable than a name when you combine records from several parts of the FEC system.
Step 3: Pull and preserve receipt records
For contributions and other incoming money, use the receipts search and the committee’s filings. Filter by election cycle, transaction date, contributor, committee, amount, and transaction type. Then open the underlying filing rather than relying only on an aggregate total.

Fields to capture from Schedule A
- Committee name and committee ID.
- Filing or report number, filing date, and whether the report is original or amended.
- Schedule A receipt line and transaction type.
- Contributor name and address as disclosed.
- Employer and occupation when the filing provides them.
- Amount reported and transaction date.
- Election designation or other cycle assignment.
- Memo text, including notes that explain a conversion, transfer, refund, or attribution.
Save the filing page or report reference with your notes. A search-result total can change when an amendment is accepted; the row and its filing history show what the committee actually reported at each stage.
Search terms and false positives
Crypto-related records may identify an asset, a company, an exchange, a donor, or only a conventional dollar amount. Search names and transaction descriptions, but do not treat a keyword hit as proof that a particular blockchain asset moved. Confirm the filing’s transaction type, memo, amount, and committee identity. A donor who works in digital assets is not necessarily making a crypto contribution, and a dollar contribution from a crypto company is not automatically an in-kind token transfer.
Step 4: Understand how bitcoin is reported
The FEC treats bitcoin as “money or anything of value.” When a committee receives bitcoin, it reports the initial receipt at market value as an in-kind contribution. The valuation is the market value when received, not a later price chosen because it is more favorable.
When the committee holds the bitcoin
If the committee retains the bitcoin rather than liquidating it, FEC guidance calls for an offsetting disbursement. The receipt records the contribution’s value; the offsetting entry prevents the committee from reporting the same asset as spendable cash. Read both entries and their memo text together.
When the committee liquidates the bitcoin
A sale or conversion can create a later disbursement or other reportable event. Do not replace the original receipt with the eventual sale proceeds. Keep the receipt date and valuation, the liquidation date and amount, and any explanatory memo as separate events. Price changes between receipt and liquidation are not evidence that the original contribution was misreported by themselves.

A wallet address or transaction hash can show that a transfer occurred on a network, but it does not by itself establish the committee’s legal identity, the donor’s permissible status, the election cycle, the reported dollar value, or whether the transaction was refunded. Use the blockchain record as corroboration and match it to the committee’s Schedule A entry and, when relevant, Schedule B disbursement.

Step 5: Separate direct contributions from PAC spending
“Crypto money” can describe several legally different flows. Keep the committee, transaction type, date, and cycle attached to every row.
| Activity | What to inspect | What it does not prove |
|---|---|---|
| Individual or organizational receipt | Schedule A contributor, amount, date, transaction type, employer or occupation when disclosed, and memo | That the donor used cryptocurrency rather than dollars unless the filing says so |
| In-kind bitcoin contribution | Market value at receipt and any memo describing the asset | That the committee immediately converted the asset to cash |
| Direct PAC contribution to a candidate or committee | Receiving committee, amount, date, and contribution transaction type | That the PAC also supported the candidate through independent spending |
| Independent expenditure | Schedule E or the applicable spending record, candidate supported or opposed, purpose, date, and amount | That the candidate authorized or coordinated the communication |
| Operating disbursement or vendor payment | Payee, purpose description, date, and amount on Schedule B | That the payment was an election communication |
Never add a crypto donor’s personal contribution to a PAC’s independent expenditure as if they were one donation. They are different transactions by different reporting entities and can serve different legal purposes.
Step 6: Research a PAC completely
To answer “which PACs spend crypto money?” you need both sides of the ledger. Start with the PAC’s profile and filings, then review receipts and spending for the same cycle.
Recommended Free Tools
PAC receipt review
- Total receipts for the selected period and cycle.
- Itemized contributions and the identity of contributors.
- Transfers from affiliated committees or other political committees.
- In-kind receipts, refunds, and memo entries that explain attribution.
- Amendments that changed a contributor, amount, date, or transaction type.
PAC spending review
- Contributions to candidate committees.
- Transfers to other political committees.
- Independent expenditures for or against named candidates.
- Communication, consulting, digital advertising, legal, payroll, and other stated purposes.
- Refunds, repayments, and unusual disbursements that affect the net picture.
Compliance and oversight records
Also inspect the PAC’s filings, audits, enforcement actions, and advisory opinions. An enforcement matter or audit does not automatically invalidate every transaction, but it can explain amended reports, additional information requests, or a disputed characterization. Record the document date and status instead of presenting an allegation as a final finding.
Step 7: Use OpenFEC or bulk data for repeatable analysis
The web interface is effective for one committee or a small number of transactions. For multi-committee, multi-cycle, or donor-level work, use OpenFEC API queries or bulk downloads. Keep the query parameters and retrieval time so another researcher can reproduce the result.
A reproducible query record
For each API request or downloaded file, save:
- Endpoint or dataset name.
- Committee ID, cycle, date range, contributor or payee filter, transaction type, and minimum or maximum amount.
- Pagination settings and sorting order.
- Retrieval timestamp and the API or bulk-data release date when available.
- The raw response or downloaded file, plus the transformation steps used to calculate totals.
A query plan can be represented in a code block without hard-coding a changing endpoint:

Read the OpenFEC API terms before using contributor data in a product or outreach operation. The API documentation includes restrictions concerning commercial solicitation use of contributor lists. A technically reproducible query can still violate the service’s terms if the resulting list is used for prohibited solicitation.
Step 8: Verify a claimed crypto donation before publishing
- Match the entities. Confirm that the wallet, donor, campaign announcement, and committee ID refer to the same transaction and committee.
- Check legal eligibility. Determine whether the reported donor is a permissible person or organization for a federal contribution and whether the committee disclosed the required identifying information.
- Confirm valuation. Compare the reported amount with the asset’s market value at receipt, not merely with a later exchange price.
- Confirm cycle assignment. Use the election designation and filing context to place the transaction in the correct cycle.
- Read memo entries. Look for in-kind, conversion, attribution, refund, or transfer explanations.
- Trace liquidation or refund activity. Search later Schedule B and Schedule A entries for the same amount, donor, asset description, or explanatory memo.
- Check amendments and requests. Use the latest accepted filing while preserving earlier versions when the change itself matters.
- Document uncertainty. If the filing confirms a dollar receipt but not the digital asset, say exactly that rather than labeling it a crypto donation.
A campaign statement, exchange announcement, or blockchain transaction can support the chronology, but it cannot substitute for the committee’s filed Schedule A or Schedule B record.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Comparing committees or PACs without misleading totals
Use one row per committee and cycle, then attach source rows that explain every aggregate. These comparison axes keep unlike activity separate:
| Comparison field | Why it matters |
|---|---|
| Committee ID and type | Prevents similarly named committees from being combined |
| Election cycle | Places receipts and spending in the same reporting window |
| Receipt source | Distinguishes individuals, organizations, transfers, and in-kind entries |
| Crypto asset and valuation method | Shows whether the filing identifies bitcoin or another asset and how value was assigned |
| Total receipts | Provides scale, but does not identify crypto-only money |
| Direct candidate contributions | Measures transfers made directly to candidate committees |
| Independent expenditures | Measures communications for or against candidates without treating them as contributions |
| Spending purpose and date | Shows what the money paid for and when |
| Amendment or FEC request status | Signals whether figures may have changed or required clarification |
Use “not stated” when a filing does not establish an asset, valuation method, or purpose. Do not fill an unreported field with an inference from a wallet address or a news article.

Common failure modes and fixes
Searching only by the word “crypto”
FEC descriptions may contain a donor’s legal name, a conventional dollar amount, or an asset description that does not use the word “crypto.” Search the committee, donor, transaction type, and relevant filing period, then inspect the underlying rows.

Using the latest total without reading amendments
Aggregates can change after an amended report. Record the report version and use the latest accepted entry for a current total, while noting a material correction when it affects the story.
Counting offsetting disbursements as new spending
An offsetting disbursement associated with held bitcoin is part of the FEC’s reporting treatment for the in-kind receipt. Read the paired entries and memo instead of adding both as independent economic outflows.
Equating a PAC contribution with an independent expenditure
A direct contribution goes to a candidate or committee. An independent expenditure is reported separately and supports or opposes a candidate through a communication. Keep separate columns and totals.
Assuming a federal rule applies to a state race
State and local systems are not uniform. Identify the jurisdiction’s filing authority and law before applying federal bitcoin or PAC treatment.
Relying on a wallet transfer alone
Blockchain data lacks the committee’s legal reporting context. Use it to locate a filing, then verify the Schedule A or Schedule B row, valuation, cycle, and amendments.
How large the federal system is—and what that number does not say
The Federal Election Commission’s FY2025 Agency Financial Report records 502.7 million transactions, $28.3 billion in receipts, and $28.0 billion in disbursements during the 2024 election cycle. The report also records more than 648 million FEC API hits during that cycle. These are totals for federal campaign finance as a whole, not a crypto-only subtotal. They provide scale for the data system, not an estimate of cryptocurrency’s share.
A practical record-keeping template
For each transaction, maintain one row with the following fields:
- Committee ID, committee name, and committee type.
- Candidate or recipient, if applicable.
- Election cycle and election designation.
- Receipt or disbursement date.
- Contributor or payee name and address.
- Employer and occupation when disclosed.
- Transaction type and schedule.
- Reported amount and, for an in-kind asset, valuation explanation.
- Asset or crypto description, if the filing identifies one.
- Memo text, filing number, filing date, and amendment status.
- Related transaction IDs, wallet evidence, announcement, refund, liquidation, or FEC correspondence.
- Retrieval date and query parameters.
This structure lets another person distinguish a direct contribution from a PAC expenditure, reproduce a total, and see exactly which uncertainty remains.
Federal-only conclusion
The reliable way to track cryptocurrency campaign contributions is to join official FEC receipts, disbursements, filings, and committee records with the committee ID as the stable key. For bitcoin, verify market-value treatment at receipt, the in-kind designation, and any offsetting or liquidation entry. For PACs, review both incoming money and every relevant spending category, including independent expenditures. Preserve the cycle, transaction type, amendment status, and source row so a blockchain transfer never gets mistaken for a complete campaign-finance record.
