Set the browser’s layout viewport to 320 CSS pixels wide, then confirm that the page works without horizontal scrolling. GIGW 3.0 uses this width-equivalent checkpoint for responsive layouts on Indian government websites. Treat it as one useful test—not proof that a site meets every GIGW or accessibility requirement.
What the 320-pixel test checks
The Indian Government Websites and Apps Guidelines (GIGW 3.0) apply to government websites and apps at central, state, district and local levels. The responsive-layout guidance calls for content to fit without a horizontal scrollbar at a width equivalent to 320 CSS pixels. That is a browser layout width, not the physical width of a particular phone screen. GIGW 3.0 guidelines
The same checkpoint also describes a height equivalent to 256 CSS pixels for text intended to scroll horizontally. This is a distinct case; do not confuse it with the general requirement to avoid horizontal scrolling caused by a page layout.
GIGW 3.0 incorporates WCAG 2.1 Level AA criteria. A page that fits at 320 CSS pixels may still have accessibility problems, so assess the applicable criteria separately. GIGW 3.0 guidelines

Test a page at 320 CSS pixels
- Choose a representative page. Test important page types and states, not just the homepage: for example, a service form, a page with a table, and a page with navigation or embedded content.
- Open browser developer tools. Use the device or responsive viewport emulator in your browser, or an equivalent tool. GIGW specifies the width criterion but does not require a particular browser, emulator, or extension.
- Set the layout viewport to 320 CSS pixels wide. Check the viewport dimensions shown by the tool. Do not substitute a handset’s physical screen measurement.
- Inspect the page from top to bottom. Look for horizontal scrolling and check headings, body text, navigation, forms, buttons, images, tables, and embedded content for clipping, overlap, obscured labels, or controls that are difficult to use.
- Try the important interactions. Open menus, move through forms, activate controls, and check that content remains available and usable at the narrow width. A screenshot alone cannot confirm that interactions work.
- Record the result and conditions. Note the page URL, viewport width, browser or device used, and any defects found so another evaluator can reproduce the check.
Extend the check beyond one emulated viewport
Try additional sizes and actual devices
GIGW recommends testing on different devices. Repeat the review at other available viewport sizes and, where practical, on actual devices. Emulation is useful for controlling viewport dimensions, but it does not replace checking the real browsing experience. The guidance does not prescribe a universal device or browser matrix, nor does it establish which devices are most popular among Indian users. GIGW 3.0 guidelines
Check resilience when stylesheets are unavailable
GIGW also asks evaluators to check that the website remains readable when stylesheets are turned off. Use your browser’s available method to disable styles, then verify that the content can still be read in a sensible order. The guidance states this as a readability check; it is separate from the 320-pixel responsive checkpoint. GIGW 3.0 guidelines

Pair manual review with accessibility evaluation
Combine visual and interaction checks with an accessibility tool, then review the relevant GIGW and WCAG requirements in their own right. Automated tools can help identify issues, but their results alone do not establish full conformance. For a complete compliance effort, assess the site against GIGW 3.0 as a whole and consult STQC’s current certification process. Passing this viewport check does not itself earn certification. Keep website and app testing distinct
The 320 CSS-pixel responsive-layout checkpoint concerns website layout. GIGW’s mobile-app guidance separately calls for testing different device sizes and popular versions of target platforms. Apply the app guidance when evaluating an app, but do not treat it as a replacement for the website checkpoint. GIGW 3.0 guidelines

Or skip the browser setup: ScreenshotNeo
For a quick visual capture at a narrow viewport, ScreenshotNeo provides a website screenshot API. For example, request a capture with a 320-pixel viewport:
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.gov.in --data-urlencode width=320 -o mobile-shot.webpSee ScreenshotNeo API documentation for request options. A capture can help you inspect the rendered page, but it does not test keyboard use, form behavior, stylesheet-off readability, or GIGW/WCAG conformance.
