A task is too vague when you cannot tell what result is expected or how anyone will judge it complete. It is too large when it combines enough outcomes, phases, dependencies, or resource demands that it cannot be planned and completed as one workable piece. Neither problem has a universal cutoff in hours or subtasks: judge the assignment against its purpose, boundaries, deadline, and available capacity.

First distinguish unclear work from oversized work

Vagueness is a clarity problem; size is a planning and feasibility problem. They can occur together: “Improve the company website” is unclear about the desired result and may also encompass far more work than one person can reasonably plan as a single task.

A task title can sound precise without making the work actionable. The useful test is whether the requester and recipient agree on the intended result, its limits, and what will count as acceptable.

Signs a task is too vague

The verb does not name an observable action or result

Words such as “improve,” “manage,” “research,” and “fix” leave important choices open. “Improve onboarding” might mean rewrite an email, change a software workflow, or reduce the time new staff spend waiting for access. Ask what should be produced or changed and what problem it is meant to solve.

Boundaries and constraints are missing

If the recipient cannot tell what is included or excluded, the assignment can expand through conflicting assumptions. Clarify relevant limits such as deadline, budget, people, skills, rules, tools, and the deliverables expected. Microsoft’s Project Online guidance recommends setting out the goal, outcome, boundaries, deliverables, and limitations in a scope statement: Microsoft Project Online scope guidance.

People would disagree about whether it is done

If the requester would accept one result and the recipient would deliver another, define observable completion conditions before work begins. NASA’s software guidance recommends agreeing acceptance criteria and activities with the customer early, then revisiting them as understanding changes. That is software-planning guidance, not a mandatory process for every everyday assignment, but the underlying habit—agreeing on evidence of an acceptable result—helps avoid disputes about “finished.” See NASA Software Engineering Handbook, SWE-034.

Signs a task is too large

It bundles several purposes or unrelated user needs

A task may be oversized because it tries to solve several different problems at once. GOV.UK’s service-design guidance says scoping means deciding what a transaction does and does not do, and which problem it solves for users. Its advice concerns government service transactions, but the coherence test applies more broadly: split unrelated outcomes, while preserving the larger result people actually need. It contains multiple deliverables, phases, or dependent steps

When a task has several distinct outputs or a sequence of work that must be estimated and coordinated, it may need a breakdown before it can be assigned. Microsoft describes a work breakdown structure as an outline of the phases, tasks, and subtasks needed to produce deliverables. Its practical advice is to break the project goal into “individual, actionable tasks.” A small assignment does not need a formal project plan, but each step should be clear enough for someone to act on.

Its coordination needs exceed the plan

Work spanning teams, stakeholders, locations, or multiple deliverables can add coordination overhead. Digital.gov uses dimensions like these when discussing project scale and planning timelines and personnel. They are useful warning signs, not a universal checklist or a rule that every task involving multiple people is too large. Judge whether the assignment accounts for the coordination and capacity it actually needs. Digital.gov guidance on project scale.

There is no general number of subtasks, hours, or deliverables that makes work “too large.” A project-scale framework or a team’s agile labels should not be mistaken for a threshold for an individual task. The question is whether the work can be made actionable and completed with the available time, people, and resources.

A practical sequence for making work actionable

  1. Name the outcome. Ask what problem the work solves and what result should exist when it is complete. Distinguish the broader goal from the immediate deliverable.
  2. Set the boundaries. Write down what is included and excluded, along with limits such as time, budget, people, skills, rules, and tools.
  3. Make success observable. Agree what evidence, review, or approval will show the result is acceptable. For formal software work, NASA recommends setting acceptance criteria and activities with the customer early and revisiting them as understanding evolves.
  4. Check feasibility. Compare the requested work with available time and resources, the people responsible, and dependencies. CDC planning guidance advises making goals doable given time and resources; Microsoft also recommends assessing duration, timing, responsibility, and dependencies.
  5. Break the work down. Turn the outcome into logical phases and actionable tasks. If a supposed subtask still contains multiple outcomes or cannot be acted on, split it again. Check that the breakdown still supports the original goal.
  6. Sequence the actions and set realistic deadlines. Identify which steps depend on others, who owns each action, and when each can reasonably be finished.
  7. Renegotiate when capacity and scope do not match. Discuss reducing scope, moving the deadline, adding capacity, or staging delivery. Do not silently add work while assuming the original deadline and resources remain feasible.

CDC’s SMART framework—Specific, Measurable, Achievable, Relevant, and Time-bound—offers a useful prompt for making goals and action plans concrete. When the assignment does not fit, choose the trade-off explicitly

Scope, deadline, available capacity, dependencies, and acceptance conditions interact. Changing one can affect the others; a requester and recipient should agree which adjustment preserves the most important outcome.

Adjustment What it changes What to agree
Reduce scope Delivers fewer items or a narrower result by the current deadline. Which outcome is essential, what is deferred or excluded, and whether the acceptance conditions change.
Move the deadline Allows more time for the existing scope. Which dependencies or review stages need the additional time and whether the new date is realistic.
Add capacity Assigns additional people, time, or other resources. Who is available, what work they own, and whether onboarding or coordination adds time.
Stage delivery Provides part of the outcome earlier and the rest later. What the first stage must accomplish, what follows, and how the stages depend on one another.

Do not assume all dimensions can stay fixed when the requested work changes. Microsoft’s scope guidance warns that additions affect schedule, budget, and resources; the same conversation should also make dependencies and acceptance expectations explicit.

Questions to ask before accepting or assigning work

  • What problem are we trying to solve, and what result should exist at the end?
  • Who will use or approve the result, and what would make it acceptable?
  • What is included, what is excluded, and which constraints matter?
  • What smaller actions will reach each main goal?
  • What time, skills, people, and other resources are available?
  • Which steps depend on other steps, and who owns each action?
  • If the work cannot fit the deadline, should we reduce scope, move the deadline, add capacity, or stage delivery?

For example, replace “look into website performance” with a clear first deliverable: identify the pages or measures in scope, report the main issues, and agree who reviews the findings and by when. If the next step is to fix those issues, decide separately which fixes are included and what resources and deadline they need. That keeps investigation distinct from implementation without losing sight of the broader goal.
