A breach notice or a match in a known-breach lookup can show that some information was exposed, but neither proves that someone has stolen your identity. Conversely, a clean lookup and no suspicious activity do not prove your data was never exposed. Check the incident, look for signs of misuse, then take steps that match the type of information involved.
Exposure and identity theft are different
A data breach means information was exposed or accessed. Identity theft means someone used your personal or financial information without permission. Exposure can create a risk of misuse, but it is not proof that misuse has happened.
Use two separate checks: find out whether an incident involved your information, and look for signs that someone has used it. A breach lookup or suspicious account activity can inform those checks, but neither necessarily identifies the source of a problem.
How to check whether your information may be involved
Read the organization’s notice
Start with the notice from the company, school, health provider, or other organization involved. Confirm which service and incident it describes, the incident date if provided, what types of information were involved, and what steps it recommends. Check whether it offers protective services at no cost.

Reach the organization through its official website or app rather than a link or phone number in an unexpected message. For health information covered by HIPAA, individual notices include, to the extent possible, a description of the breach, information types, steps people can take to protect themselves, mitigation actions, and contact details. HIPAA’s notice requirements apply to specified breaches of unsecured protected health information, not every data breach. HHS explains the HIPAA Breach Notification Rule.
Look up an email address in known breach records
Have I Been Pwned lets you check whether an email address appears in its records of known breaches. If there is a match, review the listed incident and data categories. A match means the address appears in those records; it does not establish that an account is currently compromised.

A result with no match is not proof that your information was never exposed. A lookup reflects the service’s known breach data, not every compromise or private leak.

- Bills stop arriving, which could indicate that someone changed your billing address.
- You receive bills or see charges you do not recognize.
- Money is withdrawn from your account without your permission.
- Your credit report shows accounts you did not open.
These signs warrant investigation, but they do not prove which incident exposed your information. The FTC’s IdentityTheft.gov provides steps for reporting and recovering from identity theft.
Match your checks to the information at risk
If payment-card or bank details may have been exposed, review recent transactions. If your Social Security number may have been exposed, check your credit reports for unfamiliar accounts. If an online login is at risk, use the service’s official account-recovery process.

Watch for follow-up scams
Do not sign in through unexpected message links or give personal information to callers, texters, or email senders who request it. Navigate independently to the organization’s official site or app to contact it or check your account.
What to do based on the information exposed

| Password or online login | Change the password on the affected account and anywhere you reused it. Turn on multi-factor authentication if available. If you cannot access the account, contact the company through its official channels and ask how to recover or close it. |

| Bank account details | Contact the bank, ask whether the account should be closed or replaced, and review transactions. |
| Social Security number | Review your credit reports for accounts you do not recognize. Consider a credit freeze at all three bureaus or a fraud alert. Respond to legitimate tax-agency notices, but be wary of callers demanding payment under threat of arrest. |
| Driver’s license number | Contact your state motor vehicle agency for instructions about a lost or stolen license number or a replacement. |
| Child’s personal information | Ask the credit bureaus about their child-freeze process and follow current state and bureau instructions; availability can depend on the state. |

Credit freeze or fraud alert: choose the right protection
Both options are free, but they work differently. A freeze restricts access to your credit report for opening new credit accounts. An initial fraud alert asks businesses to verify your identity before opening new credit; it does not prevent them from seeing your report. You can have both at the same time.

What credit and identity monitoring can—and cannot—tell you
Credit monitoring reports certain changes on the credit file or files it covers, such as a new loan, a new credit-card account, or an inquiry. Coverage may include one, two, or all three major credit bureaus. Before relying on a service, check which bureaus it monitors, how often it checks, what it costs, and what else is included.
Credit monitoring will not alert you if someone withdraws money from your bank account or uses your Social Security number to file a tax return and claim a refund. Identity monitoring may check other sources, such as address changes, utility or wireless-service orders, court records, or websites used to trade stolen information. Its coverage varies, and most identity monitoring services do not catch several types of government-benefit fraud.
Recovery assistance and identity-theft insurance may be included or cost extra. Insurance generally does not reimburse money stolen by scammers, so review policy limits and exclusions. Monitoring is optional: you can also monitor credit by obtaining free credit reports. If a breach notice offers free credit monitoring or identity-theft insurance, the FTC advises taking advantage of those offered services. The FTC describes monitoring services and their limitations.

There is no single deadline in the sources cited here that applies to every breach. For breaches of unsecured protected health information covered by HIPAA, covered entities must notify affected individuals without unreasonable delay and no later than 60 days after discovering the breach, under the HHS rule. That is a sector-specific requirement, not a universal deadline for all organizations or incidents. Other notice rules can vary by state, country, and sector.
