Why WebBrowser.DrawToBitmap returns a blank image
The inherited Control.DrawToBitmap method looks like the obvious answer, but the control-specific documentation takes precedence over the general base-class API. Microsoft’s WebBrowserBase.DrawToBitmap documentation states: “This method is not supported by this control.” Calling it can therefore produce a blank, stale or otherwise unusable bitmap. Changing the rectangle, bitmap format or control size does not turn an unsupported override into a supported screenshot mechanism.
The legacy WebBrowser is a managed wrapper around the ActiveX WebBrowser control and uses the browser version installed on the user’s computer. Microsoft describes that environment dependency in the WebBrowser class documentation. Rendering can consequently differ between machines, Windows configurations and installed Internet Explorer components.

First define the image you need
“A screenshot” can mean several different outputs. Decide this before choosing a control or service:

The safest lifecycle code you can write with WebBrowser
DocumentCompleted is the documented event indicating that a page has finished loading. It is a lifecycle signal, not a promise that delayed JavaScript, animation, network requests or other dynamic activity has stopped. Use it to avoid attempting work while navigation is still in progress, and add your own application-specific readiness condition when the page has known asynchronous content.

The event can fire during frames, redirects or nested navigation. If your page contains frames, inspect the event URL and your own state before treating it as the final document. Do not present the event as synchronization for every visual change; the cited Microsoft page does not make that guarantee.
What not to publish as a fix

webBrowser1.DrawToBitmap(bitmap, webBrowser1.ClientRectangle)as a working solution. The control-specific API is explicitly unsupported. - Do not claim that hiding the form, minimizing it, moving it off-screen or calling
Refreshmakes unsupported rendering reliable. - Do not assume that a larger bitmap captures the entire page. A control’s client rectangle and a document’s scrollable height are different concepts.

WebBrowser prerequisites and operational constraints
The control is a Windows Forms UI control and must run on an STA thread. Microsoft also notes that it is resource-intensive and should be disposed on the same UI thread that attached its events. In practice, keep creation, navigation, event handling and disposal on the form’s UI thread; do not move the control to a worker thread to “make screenshots faster.”

External pages also have trust implications. Microsoft’s WebBrowser security guidance says the control is designed for full-trust use and does not prevent unmanaged code in external content from running. Treat arbitrary URLs as untrusted input, limit which pages your application opens, and avoid assuming that a browser control is a security sandbox.
For new WinForms projects, evaluate WebView2
Microsoft recommends the Microsoft Edge WebView2 control for new Windows Forms work. That recommendation addresses the legacy control’s dependency on the browser installed on the computer, but it does not by itself answer your capture requirements. Confirm the WebView2 capture API, runtime distribution model, graphics requirements and whether you need a viewport or full-page result before migrating.
A migration decision should account for:
- Compatibility: whether the existing application depends on the ActiveX/Internet Explorer behavior of
WebBrowser. - Output: viewport, full page, element image or PDF.
- Timing: how the application detects that dynamic content is ready.
- Deployment: which runtime and installer prerequisites must be present on client machines.
- Visibility: whether capture must work from a visible, onscreen control or from a rendering surface.
The official references supplied for this article do not establish one universal replacement snippet for every combination, so verify the specific capture API in the WebView2 documentation for your target SDK and application type.

Troubleshooting checklist

Stop treating DrawToBitmap as the fix. It is unsupported for this control. Select a supported rendering/capture API, migrate to WebView2 after checking its requirements, or use the ScreenshotNeo request when the input is a URL.

The page looks different on another computer
The legacy control uses the browser version installed on that computer. Record the operating-system and browser-component environment, or move to a controlled rendering runtime.
The page is still changing after DocumentCompleted
That event reports page-load completion, not quiescence of every script or animation. Add an application-specific readiness signal or a documented wait mechanism in the capture system you choose.
The application hangs or leaks browser resources
Keep the control on its STA UI thread, unsubscribe events as appropriate, and dispose it on the same UI thread that attached them. The control is resource-intensive.

Do not load arbitrary untrusted pages as though the control were a sandbox. Apply URL allowlists and normal application hardening; Microsoft states that the control is intended for full-trust use.

Practical decision
For an existing legacy WinForms application, use DocumentCompleted only as a navigation signal and do not ship a DrawToBitmap-based screenshot feature. For a new application, evaluate WebView2 and its current capture documentation. For server-side, repeatable URL captures with clean output, explicit billing status and no browser-control deployment, use ScreenshotNeo.
