First identify which regulator oversees the proposal: the federal Canada Energy Regulator (CER) handles pipelines crossing provincial or international borders, while a pipeline contained within one province is handled by that province’s regulator. For a federal project, open the project’s CER record and follow its hearing order and current notice for the correct route, deadline and filing method. There is no single submission form or deadline that applies to every Canadian pipeline.
1. Find the right regulator and project record
Use the federal process for an interprovincial or international pipeline. For a pipeline entirely within one province, contact that province’s regulator instead; the federal CER pathway below does not apply automatically. Natural Resources Canada explains the jurisdiction split in its pipeline overview.
For a federal proposal, search the CER’s Applications and Projects listings and open the specific project record. Read its notices, hearing order and record in REGDOCS. The hearing order is the key source for project-specific participation options, filing instructions and deadlines; CER processes can differ by project.
2. Check whether a Statement of Concern is available
For relevant CER applications, Canadians—including landowners and Indigenous peoples—may file a Statement of Concern within 21 days after the application is filed. Check the project notice and the CER’s Statement of Concern instructions promptly: the window runs from the filing date, not from when you happen to find the project, and this route does not apply identically to every application. In particular, a section 214 application does not automatically trigger a public hearing.

3. Choose the participation route that fits

The CER’s participation guidance describes hearing participation. A Letter of Comment may suit someone who wants to state a position without taking on the fuller intervenor role. If you need to submit evidence or ask questions, examine the intervenor route and the project’s criteria before the deadline.
4. File through the project’s specified channel
- Open the project record: Use the CER’s Applications and Projects listings and select the proposal.
- Read the latest notice and hearing order: Confirm which routes are open, the applicable deadline, required format and where to send a filing.
- Prepare the right submission: Follow the instructions for a Statement of Concern, Letter of Comment or intervenor application. Do not assume one form substitutes for another.
- Submit as directed: Use the CER Participation Portal or the method specified in the project instructions. The CER’s participant toolbox and participant page provide general guidance.
- Keep proof of filing: Save a copy, confirmation and the deadline details for your records.

5. Protect personal and sensitive information
Assume a CER hearing filing will become part of the public record. Hearing filings are public documents, including contact information. Avoid putting personal details or sensitive material in a filing unless they are necessary and you understand how they will be handled. Confidential Indigenous Knowledge receives distinct treatment; other confidentiality may be available only in some cases with Commission permission. Review the CER’s filing and confidentiality guidance before submitting information that should not be public.
6. Treat land-related objections as separate procedures
A general comment on a pipeline proposal is not the same as an objection to a detailed route or to a right-of-entry application. These are separate land procedures with their own instructions and timelines. The CER’s Land Matters Guide says an objection to a right-of-entry application must be filed within 10 days after receiving the application. Follow the specific notice and guide rather than relying on the proposal’s general comment deadline.

7. Understand Indigenous consultation as a distinct process
Consultation with Indigenous peoples is a Crown responsibility, separate from an individual public comment. The CER says consultation is triggered when a federal decision may adversely affect Indigenous rights and interests, and its scope is proportionate to the rights and potential impacts.
