For most first-time groups, buy The One Ring Starter Set first. It is the fastest route to a playable session because it combines a short rules volume, Shire setting material, an adventures book, pregenerated characters, maps, cards and the custom dice needed at the table. Choose The One Ring Core Rules (Second Edition) instead when the Loremaster wants the complete rules reference, full character creation and a campaign that will continue beyond the introductory Shire material.
The practical choice is therefore fastest start versus complete campaign toolkit. You do not need both books before your first session, and you should not buy supplements until you know what region or campaign style your group wants.
Starter Set or Core Rulebook?
The decision depends on who is preparing the game and how much material the group needs immediately. The Starter Set is an on-ramp: it narrows the setting to the Shire, uses ready-made heroes and puts the first adventures in the same box as the teaching rules. The Core Rules are the long-term reference: they cover the full Second Edition system, support creating your own characters and provide the foundation for a continuing campaign in Eriador.
| Question | Choose the Starter Set | Choose the Core Rules |
|---|---|---|
| How soon do you want to play? | You want the quickest path to session one with minimal preparation. | You are willing to learn a larger rulebook before play. |
| Who is running the game? | A first-time Loremaster benefits from a contained setting and prepared characters. | An experienced Loremaster wants a complete reference and freedom to build a campaign. |
| How will characters be made? | Use the eight included pregenerated character sheets. | Create characters with the complete Second Edition options. |
| Where will the first stories happen? | The Shire and its immediate surroundings are the focus. | The wider Eriador setting is the focus of the current Second Edition rules. |
| What do you need at the table? | Rules, setting, adventures, maps, cards and custom dice arrive together. | You obtain the authoritative rule reference, then supply or acquire any table aids your scenario requires. |
| Is this a long campaign? | Start here, then add the Core Rules when the group wants more options. | Buy once for a campaign intended to grow beyond introductory material. |
This is not a quality ranking. It is a preparation decision. A group that wants to sit down quickly will get more value from the Starter Set’s constrained choices. A Loremaster who already knows the group will continue, or who wants to design characters before the first adventure, will save a later purchase by starting with the Core Rules.

What is in The One Ring Starter Set?
Free League’s current product description presents the box as a first step into Middle-earth. Its physical contents cover the main jobs a new group has to solve before play: learning the rules, understanding the immediate setting, choosing characters, selecting an adventure and handling the game’s dice and reference cards.
| Component | Quantity or length | Why it matters for a first session |
|---|---|---|
| Rules volume | 24 pages | A compact introduction for learning the procedures you need before play. |
| Shire compendium | 52 pages | Setting information for a Shire-centered campaign and its local people and places. |
| Adventures volume | 31 pages | Prepared scenario material so the Loremaster does not have to write the opening story. |
| Pregenerated character sheets | 8 | Players can choose heroes and begin without completing character creation. |
| Maps | 2 large maps | Visual references for journeys and locations in the Shire and Eriador. |
| Wargear Cards | 30 | Physical references for the equipment used by the included characters. |
| Journey Role and Combat Stance Cards | 6 | Table aids for assigning and remembering these choices during play. |
| Feat Dice | 2 D12 | The custom twelve-sided dice used by the game. |
| Success Dice | 6 D6 | The custom six-sided dice used alongside the Feat Dice. |
The dice counts are part of the published Starter Set contents: two D12 Feat Dice and six D6 Success Dice. They are not a generic replacement list. If you buy a used or incomplete box, check that these custom components are present before assuming it is ready to play.
What the Starter Set lets you skip
- You do not have to write an opening adventure.
- You do not have to ask new players to read a full campaign rulebook before choosing a character.
- You do not have to assemble maps, equipment references and journey or combat reference cards separately.
- You do not have to explain the entire history of Middle-earth before the first scene; the Shire material gives the group a defined starting context.
Those conveniences are why the Starter Set is the clearest first purchase for a group with no prior experience of the game.

Buy The One Ring Core Rules (Second Edition) first when the person running the game wants to own the complete system rather than an introductory slice. Free League’s current listing describes this edition as revised and focused on Eriador, the lone-lands west of the Misty Mountains.
Choose the Core Rules immediately if you need:
- Full character creation. The Core Rules are the appropriate starting point when players want to build original heroes instead of selecting from the eight Starter Set sheets.
- A campaign reference. The rulebook is designed to remain useful after the opening adventure, including advancement and broader campaign procedures.
- A wider geographic frame. The Starter Set is Shire-centered; the Core Rules provide the broader Eriador focus for a campaign that will travel beyond that opening region.
- One authoritative rules source. A Loremaster who expects detailed rules questions over many sessions will benefit from beginning with the complete Second Edition reference.
The Core Rules route requires more preparation. It is not a mistake to buy the larger book first, but it is inefficient if your immediate goal is simply to test whether the group enjoys the game. In that case, the Starter Set’s prepared structure gives you a lower-commitment introduction.

What to read first: the Starter Set route
Read in the order that turns pages into decisions at the table. Do not attempt to memorize every setting detail before the players arrive.
- Read the 24-page Rules volume. Concentrate on the basic resolution procedure, what a player does when attempting an action and the terms that appear on the character sheets. Mark pages you expect to consult during the first session.
- Skim the Shire compendium for immediate context. Read the sections that describe the starting communities, nearby locations and the tone of everyday life. Save distant lore and optional detail for after the first game.
- Read the Adventures volume from beginning to end. Identify the opening scene, the information the players can discover, the decisions that can branch the story and any encounters that require advance preparation.
- Choose the pregenerated characters before game night. Put all eight sheets on the table, remove any that do not fit the expected player count and make sure each player can see the relevant equipment and reference cards.
- Lay out the maps and dice. Keep the two large maps available, separate the Wargear Cards that belong to the selected characters and place the Feat and Success Dice where every player can reach them.
- Explain only the first procedure. Begin with the action the adventure calls for. Introduce Journey Role or Combat Stance choices when the scenario reaches them instead of delivering a rules lecture before play.
This order creates a useful boundary: the rules volume teaches the language of the game, the compendium supplies enough local color to portray the Shire and the adventures volume tells you what happens next. The players can learn through the prepared characters and actual decisions.
What to read first: the Core Rules route
A complete rulebook is easier to use when you read by play function rather than page count. The exact order changes depending on whether you are running a published adventure or writing a home campaign, but the following sequence covers the material a first session needs.
- Start with the introduction. Establish the game’s premise, the expected roles of players and Loremaster and the kind of Middle-earth story the rules support.
- Learn the core resolution rules. Understand the basic test procedure and the terminology that will recur in travel, councils and combat. This is the section to keep open during your first game.
- Read character creation before asking players to build heroes. Note the available Cultures and Callings, the choices made in sequence and the information each player must record on a character sheet. Cubicle 7’s Second Edition announcement described 11 Cultures and six Callings; use the current rulebook as the authority for the exact options and wording.
- Read the travel procedure. If the opening scenario involves a journey, learn the relevant assignments and the information the Loremaster must provide before the group departs.
- Read the council procedure. Prepare the rules for any formal conversation, negotiation or audience that appears in the first adventure.
- Read the combat procedure. Do this before the first fight, and mark the pages that explain the choices represented by the Starter Set’s Combat Stance Cards if you are using those aids.
- Read the setting chapter for your starting area. Keep the Eriador material available as a reference, but do not require players to study every region before creating characters.
- Prepare one scenario. A published adventure tells you which rules matter first. For a home campaign, write a single immediate problem, identify the first location and decide what information the players can learn from each obvious approach.
After session one, return to the Core Rules for advancement and the campaign procedures that were not needed at the beginning. This staged reading prevents the common failure mode of spending several evenings studying options that never appear in the opening adventure.
How Second Edition changes the buying decision
The current line is the Second Edition. Cubicle 7’s May 17, 2019 announcement described it as using updated and streamlined rules, with 11 Cultures and six Callings, while stating that previously released material would remain usable with minor adjustments. Free League’s current catalog is the buying authority for the present Second Edition products.

- Flawless 4K@60Hz Video with HDMI: Delivers exceptional clarity and smoothness with its 4K@60Hz HDMI port, making it ideal for high-definition presentations and entertainment. (Note: Only the HDMI port supports video projection; the USB-C port is for data transfer only.)

That history matters when you encounter older listings or advice written for an earlier release. Confirm that a product is identified as Second Edition before buying it for a new campaign. The Starter Set’s Shire-focused material sits between Bilbo’s journey and the events of The Lord of the Rings; the Core Rules broaden the frame to Eriador. These are compatible points of entry, but they do not promise identical scope.

Setting expectations for your first campaign
The Starter Set’s Shire focus
The Shire is not merely a cosmetic backdrop in the introductory box. Its compendium, maps and adventures give the group a common local reference and make it possible to begin with ordinary communities, familiar roads and nearby concerns before expanding outward. Published characters include figures such as Drogo Baggins, Rory Brandybuck and Esmeralda Took, reinforcing the box’s connection to the Shire.
Use that focus to establish tone. Ask players to describe what their characters know about their home, neighbors and local obligations. When a threat or journey appears, the contrast between a settled starting point and the wider world gives the first adventure a clear shape.
The Core Rules’ Eriador focus
Eriador is the broader choice for a campaign that may move through the lone-lands west of the Misty Mountains. Starting there gives the Loremaster room to plan travel, councils and conflicts across a larger regional map, but it also creates more setting decisions before the first session. If your group wants that freedom, make the extra preparation explicit rather than assuming the rulebook will prepare the adventure for you.

- Confirm the number of players and assign one character sheet to each person if you are using pregenerated heroes.
- Read the opening scene aloud once and note the first decision that is not already specified by the adventure.
- Separate the relevant Wargear Cards and place them beside the matching sheets.
- Put the two D12 Feat Dice and six D6 Success Dice in a shared pool that everyone can reach.
- Place the Shire and Eriador maps where players can refer to them without interrupting the scene.
- Mark the pages for the resolution rule and any travel, council or combat procedure you expect to use.
- Tell players what they need to know about the setting before character selection; avoid assigning them homework that the first session does not require.
At the beginning of play, explain the table’s immediate objective, identify who is acting and ask for a concrete approach. Consult the rulebook when a question arises instead of trying to pre-teach every exception. A short explanation followed by a visible example is easier to retain than a complete abstract lecture.

Delay supplements until the group can name a need. The official catalog shows a continuing line of compatible products, but a current release order and regional availability for every supplement are not established here. Buying by title alone can leave you with material aimed at a different region or campaign style.
Add the Core Rules after a Starter Set campaign begins when:
- Players want to replace pregenerated heroes with fully created characters.
- The group wants advancement and campaign procedures beyond the introductory adventures.
- The Loremaster needs the broader Eriador reference rather than a Shire-only framework.
- You want one complete Second Edition rule source at the table.
Consider a supplement only after identifying:
- The region in which the next story will take place.
- Whether the book supports the players’ preferred campaign style.
- Whether it is the correct edition and currently available in your country.
- Which problem it solves that the Core Rules do not.
This sequence keeps the first purchase focused and prevents a shelf of unused material from becoming another barrier to play.
Prices, editions and availability
No stable price, regional listing, ASIN or stock status is established for these products in the available evidence. Retail prices and availability can change by country and by print run, so verify the exact product name, edition, seller and contents at the time you order. For the Starter Set, check that a listing identifies the 24-page Rules volume, 52-page Shire compendium, 31-page Adventures volume, eight character sheets, two maps, 30 Wargear Cards, six Journey Role and Combat Stance Cards, two D12 Feat Dice and six D6 Success Dice.
Do these 3 things before closing this tab:

Troubleshooting common first-game problems
“We bought the Core Rules, but character creation is taking all night.”
Pause creation and run a short introductory scene with a limited set of choices, or switch to the Starter Set’s pregenerated sheets for the first adventure. Return to full creation after players understand the game’s basic resolution, travel, council and combat procedures.
“The Loremaster does not know what to prepare.”
Use the Starter Set’s Adventures volume if you have it. Read the opening scenario, mark the first decision point and prepare only the locations and non-player characters that can appear before that decision. If you started with the Core Rules, select one published scenario or write a single immediate problem instead of outlining an entire campaign.
“Players are overwhelmed by Middle-earth lore.”
Limit the briefing to the starting community, the immediate objective and any fact that changes a decision in the first scene. The Shire compendium is designed to provide local context; the wider Eriador material can remain a reference until the story travels.

Place bookmarks or flags at the core resolution, travel, council and combat procedures. Ask one player to handle page references while the Loremaster keeps the scene moving. The Starter Set’s cards can serve as visible reminders of equipment, journey roles and combat stances.
“The used Starter Set is missing dice or cards.”
Compare the box with the published contents table before scheduling play. Missing custom dice or reference cards mean the set is incomplete; decide whether replacing the components is practical or whether the Core Rules route better suits your group.
A simple decision checklist
- Choose the Starter Set if this is your first experience with the game, you want a ready adventure or players prefer selecting heroes instead of building them.
- Choose the Core Rules if you are planning a continuing campaign, want complete character creation or need the wider Eriador reference immediately.
- Read only the rules needed for the first procedure, then expand your reading after play.
- Confirm “Second Edition” on every listing, especially when buying used or older stock.
- Postpone supplements until the group has identified a region or campaign need.
For the majority of new groups, the Starter Set is the efficient answer to “what to buy and read first?” It puts the first playable session in one box. The Core Rules become the better first purchase when the Loremaster already knows that the campaign will outgrow that introduction.
