Start with the project’s agreed outcome, name the deliverables needed to achieve it, and break each deliverable into work packages that can be understood, estimated, assigned, and checked. This creates a work breakdown structure (WBS). Then map dependencies and build a schedule: the WBS organizes scope, but does not by itself show what happens first.
What a useful task breakdown should do
A WBS is a hierarchy of deliverables and the work needed to produce them, not simply a list of actions. The Project Management Institute (PMI) describes it as deliverable-oriented; its overview of WBS principles cautions that an activity list alone may not account for the full project result. The ISO 21511:2018 overview also identifies WBS guidance as a project-management standard.
The practical test is whether the breakdown helps the team see what must be delivered, who can own each piece, how completion will be recognized, and where work depends on another piece. A hierarchy that is detailed but still leaves unclear boundaries or missing handoffs is not yet useful.
How to decompose the project

Establish the agreed outcome and scope
Use the charter, scope statement, requirements, or another agreed source of truth. Write down the project outcome and name the final deliverables before listing activities. This keeps the breakdown anchored to what the project must produce rather than to an early collection of proposed tasks.

Break deliverables into components and work packages
Work from the top down: divide each deliverable into meaningful components, then continue until the remaining pieces can be understood, estimated, assigned, and monitored. Give each element a distinct boundary. A short description or WBS dictionary entry can state its output and acceptance criteria.

Check for complete scope and clean boundaries
Review whether the children of each element collectively represent all the agreed work in that parent, and whether the full hierarchy covers the project scope. Consider interim and intangible deliverables, as well as project-management work when it belongs in scope. Check team interfaces carefully: work that falls between owners is easy to omit, while overlapping boundaries can create duplicate effort or unclear accountability. PMI’s WBS overview and guidance on elaborating a WBS emphasize full coverage and iterative review.

Stop when more detail costs more than it helps
There is no universal task-duration rule that determines the right stopping point. Consider the size, duration, risk, complexity, uncertainty, and level of control the project needs. A package should be small enough to estimate and track, but splitting it further is not automatically better if the added detail takes more effort to maintain than it provides in oversight. For work that is still uncertain or expected to evolve, use progressive elaboration: define enough to plan the work now and refine it as more becomes known.

Make each work package assignable and verifiable
For each package, record the expected result, its boundaries, acceptance conditions, necessary skills or resources, an owner or responsible role, and an estimate of effort or duration. These details make it possible to discuss whether the work is feasible and what “done” means. As one software example, Microsoft Learn describes leaf tasks in Dynamics 365 Project Operations as granular items with estimated effort, resources, and planned dates; that is a product capability, not a rule that every project method must use those exact fields. Identify dependencies and create the schedule
Once the work is structured, identify which packages must precede others and record the relationships in a network or schedule view. A WBS is a scope hierarchy, not an execution sequence. In Dynamics 365 Project Operations, Microsoft documents that a task with predecessors can start only after all predecessor tasks are complete, and that the planned start is recalculated using the latest predecessor end. That describes the behavior of that product; other tools and scheduling methods may handle or present dependencies differently.

Review with contributors and refine
Ask the people doing the work and relevant stakeholders to look for missing scope, vague boundaries, overlooked handoffs, unrealistic estimates, and owners who lack the authority or resources to complete their packages. PMI’s WBS elaboration guidance describes iterative development and team involvement. Keep the breakdown at the level that supports decisions now, then refine it as the work becomes clearer.

Example: launching a customer help center
Suppose the project outcome is a customer help center that is ready to launch. Begin with deliverables such as approved content, a configured help site, support processes, and a launch-ready system. Under “approved content,” possible work packages include an approved topic inventory, drafted articles, technical review, and a final publication package.
Define completion evidence for each package. For example, the topic inventory is complete when the agreed topics are recorded and approved; drafted articles are complete when the required drafts exist in the agreed format. Then map prerequisites: technical review must happen before the publication package is finalized, and content must be ready before it can be published. These are illustrative choices; the actual packages and acceptance checks should reflect the project’s agreed scope.

Choosing the right level of detail
Use the same decision criteria across deliverables rather than applying a fixed number of tasks or days to every project.
- Complexity and risk: Break higher-risk or more complex work into clearer, separately reviewable packages.
- How much is known: Where requirements or solution details remain uncertain, plan the known work and refine later rather than pretending to have precision the team does not yet have.
- Cost of a missed handoff: Make interfaces explicit when a gap between teams could delay delivery or leave a required result unowned.
- Management effort: Add detail when it materially improves estimating, assignment, or control; avoid detail that only creates upkeep.
- Monitoring needs: Make packages distinguishable enough that the team can tell what is complete, what is blocked, and what still needs attention.
Choosing software to represent the breakdown
The method does not depend on a particular application. If you use project software, check whether it can represent the hierarchy your team needs, record dependency relationships, capture estimates and resource assignments, and provide useful schedule or progress reporting. These are practical selection criteria based on common planning needs, not a product ranking or a claim that one tool performs better than another. Microsoft’s Project Operations documentation is one example of how a product can represent WBS elements, estimates, resources, dates, and predecessors.
